JOB DESCRIPTION JOB TITLE: Qualification Developer (Fixed Term 2 years) REPORTS TO: Qualification Review Team Leader LOCATION: Wellington JOB SUMMARY: The Qualification Developer will work as part of the Qualification Review Team to successfully implement and complete the Targeted Review of Qualifications (TRoQ) project over the next two years (2014/15). Specifically, this role is responsible for developing/reviewing qualifications, programmes and unit standards for registration on the New Zealand Qualifications Framework (NZQF). Key Result Areas Key accountabilities/expectations Unit Standard and Work with the Qualification Review Team to develop/review qualifications and Qualification Development unit standards in line with the TRoQ project plan including: Setting up and managing Technical Advisory group structures (involving industry, education providers and key stakeholders) to inform the development of qualifications and standards. Working internally within Skills Active, particularly Learning and Development Advisors (LDAs), to ensure industry needs for qualifications and standards are being understood and met. Working internally within Skills Active, particularly the Learning Solutions team to ensure Learning Solutions can be developed to support the new qualifications and standards Developing draft qualifications and standards ready for industry consultation Setting up and co-ordinating robust consultation processes, including responding to feedback as appropriate Completing NZQA documentation ensuring their requirements are met in the layout, development and design of qualifications and standards. Responding to NZQA evaluation and compliance check feedback and queries. Industry Engagement Establish and maintain relationship with key sector organisations/peak bodies to ensure industry needs are being identified and met. Communicate regularly with industry to keep them abreast of development processes and it ensure good consultation processes Qualification Developer Fixed 2 year JD January 2014 Page 1 Key Result Areas Key accountabilities/expectations Education Sector Engagement Establish and maintain relationships with key NZQA staff to understand registration requirements and evaluation processes to progress Qualifications and Standards through to registration on the NZQF. Establish and maintain relationships with TEO’s as key stakeholders in the development process. Keep abreast of policy decisions/impacts within the Tertiary Education setting and consider its impact on qualification development. Quality Assurance Work with the Learning Solutions Team to develop and implement of Quality Assurance processes, including: Quality assurance of qualifications and unit standards to meet NZQA criteria Development of appropriate consistency arrangements within qualifications Providing advice to ensure consistent interpretation of unit standards Programme Development Work with the Learning Solutions and Workforce Development teams to develop Industry Training Programme applications for approval by NZQA, including: Identification of modules and pathways to meet qualification requirements Consideration of learning requirements and possible delivery mechanisms Consideration of assessment requirements, including incorporation of qualification and standard conditions Other programme requirements as identified through the development process. Able to work in a team or independently An independent thinker that is able to communicate concepts to others High personal QUALIFICATIONS/EXPERIENCE: Knowledge of NZQA and the New Zealand Qualifications Framework Can demonstrate a strong background in qualification and unit standard development. Experience in successfully managing projects from concept, to business case, to implementation and then review. Ability to form productive relationships with a wide range of people Knowledge of kaupapa Maori approaches and experience of working in a bicultural workplace Experience in supervising individuals and teams to gain high levels of performance and motivation Can show an ability to operate in a team environment, developing a collaborative culture within and between teams. Able to engage with, and provide support to, the broadest variety of people within and external to the organisation. A proven ability to lead, manage, motivate, and communicate to others. The ability to develop strong and productive partnerships. Well-developed interpersonal skills and astuteness, particularly when dealing with people from a variety of backgrounds.
