JOB DESCRIPTION
GENERAL COUNSEL – Regular, full-time position working in the New Hampshire Court System, subject to
the sufficient and continued funding of the Judicial Branch by the Legislature.
DEFINITION OF WORK
Serves as the in-house counsel to provide legal advice and analysis for the Administrative Office of the Courts
(AOC), which serves as the business component of the New Hampshire Judicial Branch (NHJB), and for the
trial courts in matters of administration including but not limited to personnel matters, threatened civil actions
against employees, administrative staff and judicial officers for acts in the course of employment, and other
matters not related to the adjudicative function of the trial courts.
Employees in this position may be required to travel during the regular course of business and are subject to
transfer or reassignment at the discretion of the Director of the Administrative Office of the Courts.
REPORTING LINES
This position reports to the Director of the Administrative Office of the Courts and may have supervisory
responsibility for one or more subordinate staff.
ESSENTIAL FUNCTIONS (EXAMPLES OF WORK PERFORMED)
(Any one position may not include all of the duties listed; nor do the examples cover all the duties which may
be performed.)
Provides legal analysis and opinions on laws, rules and regulations for the purpose of furthering the effective
administration and operation of the judicial branch.
Conducts legal research and provides legal advice to all AOC departments and members of the Judicial
Branch Administrative Council in their respective administrative functions within each trial court.
Negotiates, drafts and reviews contracts in which the judicial branch is a party.
Provides legal advice on employer-employee and labor relations; assists with negotiating labor management
issues and contracts and serves as lead negotiator as assigned by the Director after consultation with the
Judicial Branch Administrative Council; participates or monitors administrative or other hearings.
Analyzes and prepares legal memoranda and opinions on issues referred by the Director.
Administers and coordinates legal activities where the AOC, the NHJB or any of the trial courts is a party in
interest, or is an interested third party.
Oversees legislative strategies, priorities, and activities.
Provides legal advice on open records, public records, and governmental privacy.
Compiles reports as required by statute, rule or policy, or otherwise required by the Director.
Supervises, schedules, assigns work to, monitors work of, and evaluates employees assigned to the General
Counsel department.
Performs other essential functions, as assigned.
DESIRABLE EDUCATION AND EXPERIENCE
Juris Doctorate from an institution accredited by the American Bar Association with a minimum of seven (7)
years of full-time experience as a licensed attorney. Must be an active member of the New Hampshire Bar
Association and in Good Standing.
KNOWLEDGE, SKILLS, AND ABILITIES
 Knowledge of New Hampshire statutes, court rules, administrative orders, policies, procedures, and
applicable federal laws, rules and regulations.
 Knowledge of employment law and labor relations preferred.
 Knowledge of judicial procedures and rules.
 Effective oral and written communication skills.
 Excellent organizational skills including the ability to prioritize and meet deadlines.
 Effective conflict resolution skills with proven success in helping others build consensus and work
toward mutual understanding.
 Demonstrated ability to work effectively in a variety of professional contexts including interactions with
court staff, judicial leaders, legislative officials, state department heads, and the public.
 Ability to prepare legal pleadings, briefs, and memoranda.
 Ability to perform legal analysis and research.
SPECIAL REQUIREMENTS
 Must be able to travel statewide.
 Must successfully pass criminal records check.
