1.2
What are the aims or purpose of the project that is subject to the EA?
Replace all existing street lighting lanterns with LED (Light-Emitting Diode) lanterns across the whole
of the Borough.
1.3
What are the main activities relating to the project?
All street lighting lanterns will be replaced with new LED lanterns. Existing columns that can be
adapted and are in a satisfactory condition will be reused to enable the installation of LEDs. Cast iron
and some concrete lighting columns will be replaced. A Central Management System (CMS) will be
provided which will monitor the energy consumption, enable LED lanterns to be dimmed and provide
the ability to adjust the switch on/off timings.
2.
Evidence Base
2.1
Consultation
This Equality Impact Assessment will be under consultation to Staff Forums and the Corporate
Equality Steering Group.
The introduction of LED lanterns has already been consulted on through Southend’s Third Local
Transport Plan (LPT3). LTP3 provides a strategy for the Boroughs transport from 2011 to 2026 and
supports the implementation of LED street lighting both for improved energy consumption and public
safety. Within the document Policy 10 refers to reducing energy consumption by introducing
renewable energy into transport installations, for example street lighting. Policy 17 also states that
safer communities will be achieved through improving personal security, especially after dark, by
interventions such as the use of energy efficient street lighting.

government policies, Southend Borough Council policies, data sets and Mosaic
data.
3.0
Analysis
3.1
As part of the Equality Act 2010 ‘Protected Groups (also known as groups with ‘Protected
Characteristics’) need to be assessed to see if the project impacts upon them. These groups are:
age, disability, gender reassignment, marriage and civil partnerships, maternity/pregnancy, race,
religion and belief, sex, sexual orientation.
3.2
In addition, the Council has identified the need to assess the impact of the project on carers,
looked after children (as part of the age characteristic) as well as the socioeconomic impact of
different groups, such as employment classifications.
3.3
The street lighting upgrade project will affect the whole of the Borough, which will impact all
people including groups with ‘protected characteristics’.

3.5
Where an impact has been identified above, the impact of the project on the groups
with protected characteristics has been outlined below.
All existing street lighting columns will be upgraded to new LED lamps, once the LED lamps are in
place the effects will be positive.
The only negative impact from this project is the construction phase as some footways and some
highway lanes may be closed while the upgrades are undertaken. Some locations may be outside of
Hospitals, doctor’s surgeries, etc, which could have their accesses affected during the construction
stage. The construction times will be kept to a minimum and at locations that could cause disruption
work will be undertaken during non-peak times. It is considered the positive impacts of the
introduction of the LED lighting and upgrades of some columns will outweigh the small negative
impact during construction.

Since September 2014, over 1,000 LED lamps have been trialled at various locations, including principal roads and residential streets.
Questionnaires were distributed to the public to rate their satisfaction with the new street lighting. The response showed a very good level of support
for the introduction of the LEDs, with many stating that the new lights made them feel safer.
