Patient and Public Engagement Group Terms of Reference 1. INTRODUCTION The Patient and Public Engagement Group is established in accordance with NHS Guildford and Waverley Clinical Commissioning Group's Constitution. These terms of reference set out the membership, remit responsibilities and reporting arrangements of the Committee and shall have effect as if incorporated into the Group's Constitution. 2. PURPOSE OF THE PATIENT AND PUBLIC INVOLVEMENT GROUP The PPE Group, provides the Governing Body, through the Quality and Governance Committee, with a formal and transparent procedure in relation to its duties to involve patients and the public in shaping NHS services, in accordance with the Health and Social Care Act 2012, the specific requirements for patient and public involvement set out in Towards Establishment: creating responsive and accountable clinical commissioning groups DH Feb 2012 and the NHS Constitution as updated in March 2012. The purpose of the Committee is set out below. The PPE group will take an overview of the implementation of the objectives in the communications and engagement action plan adopted by the governing body to:-. 3. Engage member practices Engage patients and the public, at both the individual and community level, in shaping local services as well as their own care Engage our strategic partners at an organisational level such as other NHS organisations, local government, third sector and private providers of health and social care. To advise the Governance and Quality Committee on appropriate communications and engagement and guidance to deliver this strategy. DELEGATED AUTHORITY The PPE group does not have statutory delegated authority. The PPE Group is accountable to the Quality and Clinical Governance Committee who retain the delegated authority to act on behalf of the governing body as set out in their terms of reference and in the NHS Guildford and Waverley constitution. 1 Terms of Reference for Patient & Public Engagement Group/Quality & Clinical Governance Committee 06/01/2015 4. MEMBERSHIP 4.1 4.2 4.3 The group shall consist of: 4.1.1 The Chair of the Group who will be the lay member of the Governing Body with responsibility for Patient and Public Involvement 4.1.2 One member of a Patient Participation Group in Guildford 4.1.3 One member of a Patient Participation Group in Waverley 4.1.4 One carer representing Carers Support Guildford 4.1.5 One carer representing Carers Support Waverley 4.1.6 One representative from Voluntary Action South West Surrey 4.1.7 One representative from Healthwatch Surrey representing the Guildford and Waverley CCG area 4.1.8 One practice manager 4.1.9 A clinical member of the Governing Body 4.1.10 The Deputy Director of Governance & Compliance 4.1.11 The Policy & Engagement Manager 4.1.12 The Communications Manager Other members of the community may be invited by the Committee to attend meetings as appropriate. 4.2.1 The CCG will proactively invite people representing certain groups within the Guildford & Waverley community to improve the reach of patient and public engagement to traditionally more hard-to-reach communities e.g. representatives from the two Citizens Advice Bureaux. 4.2.2 Regular attendance required of PPE Group members will not be expected for these representatives; instead, as the CCG develops its commissioning intentions, different people will be invited to become involved for a period of time. It will be a dynamic group that can flexibly adjust. In the event of the PPE Group Chair being unable to attend all or part of the meeting, he or she will nominate a replacement from the other lay members of the Committee to chair that meeting. 2 Terms of Reference for Patient & Public Engagement Group/Quality & Clinical Governance Committee 06/01/2015 5. 6. APPOINTMENT OF EXTERNAL MEMBERS 5.1 The CCG shall invite external members to sit on the PPE Group from the groups and organisations named. 5.2 In the case of voluntary organisations, these representatives will be nominated by the voluntary organisation. 5.3 For PPG representatives, the CCG will seek membership via the PPG Chairs Network; should there be more interest than places on the PPE Group, the terms of service will be reviewed e.g. to run for one year rather than two, to ensure the CCG benefits from as broad an input from patients as possible whilst maintaining a manageable structure to carry out the required business of the group. CONFLICT OF INTEREST 6.1 7. QUORUM 7.1 7.2 8. All individuals attending a meeting, as a member or in attendance, must declare any potential conflicts of interest in accordance with the CCG's Conflicts of Interest Policy. It will be for the Chair to decide how potential conflicts of interest are managed, including asking the individual to withdraw from the meeting in some cases where issues are discussed or decisions taken, in line with the Conflicts of Interest Policy. A quorum shall be five members 7.1.1 The Chair 7.1.2 CCG internal member 7.1.3 Three external members to include one patient and one carer Any decisions put to a vote at a meeting shall be determined by a majority of the votes of members present. In the case of an equal vote, the Chair shall have a second and casting vote. FREQUENCY AND NOTICE OF MEETINGS 8.1 Meetings shall be held on a bi-monthly basis with additional meetings where necessary 8.2 Members of the PPE Group should aim to attend all scheduled meetings but must attend at least five of the six planned meetings each financial year. 3 Terms of Reference for Patient & Public Engagement Group/Quality & Clinical Governance Committee 06/01/2015 9. 10. REMIT AND RESPONSIBILITIES OF THE GROUP 9.1 The PPE Group is established in line with the requirements of the NHS Codes of Conduct and Accountability. 9.2 Review and scrutinise the Governing Body‟s Communications and Engagement Strategy and action plan ensuring that public and patient engagement and patient experience is embedded in the Clinical Commissioning cycle. 9.3 Review and scrutinise specific stakeholder engagement plans associated with NHS Guildford and Waverley CCG commissioning programmes and provide advice and support to ensure they are fit for purpose and influential in decision making. 9.4 Promote patient and public engagement in the review and redesign of NHS services ensuring that the CCG can evidence where patient experience has influenced change. 9.5 Review engagement processes for involving seldom heard groups to ensure NHS Guildford and Waverley CCG is meeting its legal duties in this respect. 9.6 Provide advice and support to other NHS Guildford and Waverley CCG committees in meeting their PPE requirements. 9.7 Promote NHS Guildford and Waverley CCG as a learning organisation in terms of patient and public engagement. 9.8 Engage and collate feedback from patients and the public on services received, not specific individual issues 9.9 Promote NHS Guildford and Waverley CCG as a learning organisation in terms of patient and public engagement. RELATIONSHIP WITH THE GOVERNING BODY 10.1 The PPE Group will provide a written report to the Quality and Clinical Governance committee every quarter of progress against the agreed Communications & Engagement Strategy action plan. 10.2 The CCG annual report shall include a section describing the work of the PPE Group in discharging its responsibilities. 10.3 The minutes of meetings shall be formally recorded and submitted to the Quality and Clinical Governance committee. 4 Terms of Reference for Patient & Public Engagement Group/Quality & Clinical Governance Committee 06/01/2015 10.4 11. The PPE Group shall review the terms of reference on an annual basis and any amendments required shall be approved by the Quality and Governance Committee CONDUCT OF THE COMMITTEE 11.1 11.2 11.3 The PPE Group will conduct itself in accordance with Nolan‟s seven principles of public life, namely selflessness, integrity, objectivity, accountability, openness, honesty and leadership1. All members are bound by CCG Confidentiality policies and procedures. All members are bound by the Social Media statement as follows: “You undertake not to disclose or allow information to be disclosed, at any time during the course of or following termination of your contract, any „Confidential Information‟ relating to the CCG, its business, finances and affairs to any third party without the consent of the CCG.
