The Journal of Information Technology for Development Call for Papers: Special Issue on Information and Communication Technologies in Small States This special issue invites contributions on information and communication technologies (ICTs) in small states, and the unique development challenges that they seek to address. Small states are defined as sovereign nations with a population size of 1.5 million people or less, and some larger countries are also designated as small states because they share many of the characteristics associated with small states (Commonwealth Secretariat, 2014; World Bank, 2014). Over forty countries are designated as small states. While small states share similarities, there are also diverse variations in terms of their size, geography and economies. There is much interest in how ICTs may facilitate small states in their continued work towards sustainable social and economic development. Small states are at varied stages of deployment and usage of ICTs for a range of initiatives, and it is anticipated that this issue will facilitate the sharing of experiences and knowledge gained through insights generated from research in these contexts. An articulation of both the enabling factors that may assist small states in development interventions, along with the inherent challenges and vulnerabilities associated with small states would be useful for the development community. Papers in this special issue seek to explore and assess these areas of focus, highlighting best practices, lessons learned, further areas for research, and implications for theory and practice.
