Call for Papers:
Special Issue on Information and Communication Technologies in Small States
This special issue invites contributions on information and communication technologies (ICTs) in small
states, and the unique development challenges that they seek to address. Small states are defined as
sovereign nations with a population size of 1.5 million people or less, and some larger countries are also
designated as small states because they share many of the characteristics associated with small states
(Commonwealth Secretariat, 2014; World Bank, 2014). Over forty countries are designated as small
states. While small states share similarities, there are also diverse variations in terms of their size,
geography and economies. There is much interest in how ICTs may facilitate small states in their
continued work towards sustainable social and economic development.
Small states are at varied stages of deployment and usage of ICTs for a range of initiatives, and it is
anticipated that this issue will facilitate the sharing of experiences and knowledge gained through insights
generated from research in these contexts. An articulation of both the enabling factors that may assist
small states in development interventions, along with the inherent challenges and vulnerabilities
associated with small states would be useful for the development community. Papers in this special issue
seek to explore and assess these areas of focus, highlighting best practices, lessons learned, further
areas for research, and implications for theory and practice.

Paper submission instructions and review
Researchers and practitioners are invited to submit original papers using the journal submission and
reviewing web site https://mc.manuscriptcentral.com/itd. Detailed submission guidelines can be found at:

Submitted papers should follow the instructions for authors and indicate “ICTs in Small States” special
issue when uploading their papers. Submissions to the special issue should be full research papers
(maximum 21 pages or 9000 words) or practice papers (approximately 4000 words). Each submitted
paper will be peer-reviewed in the same manner as other submissions to the Journal of IT for
Development. Relevance, quality and originality of the contribution are the major acceptance criteria for
each submission.
