Role and activities of Brazil’s ANP
T
he National Agency of Petroleum, Natural Gas and
Biofuels (ANP) is the regulatory body for activities that
integrate the oil, natural gas and biofuels industries in
Brazil. As a federal autarchy responsible for implementing the
national policy for these sectors, ANP focuses on guaranteeing
the fuel supply and protecting consumers’ interests.
Its purposes are to regulate (establishing the rules for the
industry), to contract (organizing auctions, signing contracts
on behalf of the Brazilian State with the concessionaires, and
granting permits for the activities of regulated companies)
and to supervise the oil, gas and biofuels sector (ensuring
compliance with the rules, directly or by agreements with other
public authorities).
By performing its duties, ANP acts as a promoter of economic
development, attracting investments and improving technology
and human resources for the industry. It also functions as a
reference center for data and information on the Brazilian oil & gas
sector by maintaining the Exploration and Production´s Database
(BDEP), undertaking studies on oil and gas potential, receiving
and publishing releases on discoveries, disclosing official statistics
on reserves and production, and performing surveys on fuel and
lubricants quality and prices.

he Brazilian Petroleum, Gas and Biofuels Institute (IBP),
founded 57 years ago, is a private non-profit organization
focused on promoting the development of the industry
in a competitive, sustainable, ethical and socially responsible
environment.
Today, IBP congregates more than 240 associated
companies and professionals and it is recognized as an
important industry representative for its technical knowledge
and fostering the debate of relevant industry issues.
To develop its traditional activities, IBP works with
committees and the voluntary participation of more than
a 1,500 professionals, including executives, industry
professionals, scientific and academic institutions,
Governmental bodies and related associations.
Organizer of the main oil & gas shows in Brazil,
such as Rio Oil & Gas and OTC Brasil, IBP also develops
technical courses and publications.
The organization is responsible for standardization related
to fuel and special oil products, lubricants and asphalt,
as well as service stations and pipelines. IBP is also accredited
by INMETRO – Brazilian Metrology Institute to act as a
Certification Organization of Equipment Inspection Services
for Furnaces and Pressure Vessels.

he National Organization of the Petroleum Industry is a
Brazilian institution created in 1999 with the objective of
maximizing local content on oil and gas projects in Brazil.
ONIP acts as a neutral cooperating and mobilizing organism, involving all main players in the sector (oil & gas
companies, suppliers of goods and services, investors, and
government). Its primary initiatives are aligned with three major
guidelines: to strengthen and to enhance the installed local
industrial capacity, by encouraging new investments either by
Brazilian or foreign companies; to promote cost reduction in the
Brazilian oil and gas sector; to increase the competitiveness
of Brazilian suppliers in all segments related to the petroleum
industry.
Pursuing its main objectives, ONIP has made available,
through the internet, a vendors list of qualified Brazilian suppliers of goods and services and has been giving assistance to
promote partnerships between Brazilian and foreign companies.

rasa shipyard is specialized in topsides construction
and FPSOs integration. It is strategically located in the
heart of Brazil oil and gas industry, close to the 2 main
basins, Campos and Santos, and has a 12 module construction
capacity and a 2050t floating crane.
Brasa has capacity to process modules fabrication and
to integrate up to 2 FPSOs simultaneously in a competitive
delivery time. The yard recently completed the construction,
lifting and integration of 10 modules (12,500t) for the FPSO
Cidade de Ilhabela. The FPSO left Brasa’s quay in September
2014 and has been operating since November 2014 in
Sapinhoá field, in the Santos Basin pre-salt cluster.
The yard is currently working on the construction of 2 x
6 modules for the FPSOs Cidade de Maricá and Cidade de
Saquarema, and will have available space to receive new
modules after June 2015.
Brasa’s lifting campaigns are performed by Pelicano 1, a
floating crane for heavy liftings, offering just in time services
for module lifting, shipbuilding activities and cargo offloading
operation in sheltered waters with flexibility to be where your
project needs at the right time.

rasfond USA is a Brasfond Group Company, specialized
in developing new technologies and innovative solutions
for the Oil & Gas market.
Recently, Brasfond USA developed and patented a new
technology for pipeline insertion, with the Pipeline Insertion
System. The Pipeline Insertion System holds global patent
US 8,727,666 B2.
The system is designed to install pipelines in both open
and blind tunnels, open cut trenches, wet areas (swamps) and
environmental areas, difficult to access job sites, and long
distance pipelines.
The pipes normally extend in large stretches with continuous
lengths of up to 5 miles. They can also be installed along with
the excavation of the tunnel. When there are tunnels with small
sections (mini-tunnels), the piping is inserted without the need
for further manpower.
This technology has a number of advantages that stand out:
• Automated system that allows for pipe quality control and
monitoring from any place;
• Vertical and horizontal tilt positioning control sensors;
• Possibility of removing the pipeline from the tunnel for
replacement of aging pipeline;
• Adaptation of the pipelines to the tunnel geometry;
• Continuous insertion of pipeline sections up to 32” diameter.

to 10 million bbl. With 3 km long access bridge, nine piers,
access canal and turning basin, currently T1 can operate
vessels like Panamax and Capesize, and is preparing to
receive larger vessels as Very Large Crude Carrier - VLCC.
T2 – Terminal onshore – T2 is an onshore terminal installed
close to the navigation canal, which already has 7 km
long, 300 meters wide and 10 meters deep, reaching
14.5 m at the entrance. With over 13 km of quay, T2 will
handle project cargo, containers, rocks, bauxite, grains,
vehicles, liquid and solid bulk, general cargo and oil. The
terminal also offers an area dedicated to E&P oil and gas
operations industry.
