Certificate, testing after completion, training services and maintenance of eighteen
(18) 12kV-480/277V and six (6) 12kV-4.16/2.4kV three phase, two winding, 60 Hz,
outdoor, liquid-filled type, 65°C rise, self-cooled pad-mounted transformers for each
of the two (2) locks as shown on the Drawings complete with all accessories as
hereinafter specified. The work shall include all necessary and equipment and
appurtenances for the safe, efficient, and reliable operation of the equipment within
the scope of this specification whether or not such items are specifically referred to in
the specification. The work shall also include start-up spare parts and special tools
required for erection.
2.
The pad-mounted transformers will be installed outdoors, near the electrical room in
the Locks Complex, to step down voltage for the 480/277V Motor Control Centers
(MCCs) and the 4160V fire pumps.

SYSTEM DESCRIPTION
A.
Design Requirements
1.
All medium voltage pad mounted transformers shall be designed as per the
requirements specified herein.
2.
The medium voltage (MV) liquid-filled pad-mounted transformers shall be used to
step down power from the Locks’ 12 kV distribution level to the 4.16/2.4 kV and
480V/277 volts levels for equipment use as required for the fire pumps medium
voltage system and the low power distribution system for the Third Set of Locks.

herein.

The transformers shall be three phase, 60 Hz, self-cooled, No-Load high voltage
tap changer and be filled with flame retardant, biodegradable and ambient
friendly oil. The no-load tap changer shall be manual with means of padlocking
the operating handle in each tap position and provided with tap position
indicator.
l.
For continuous operation at nominal rating, kVA self cooled, the average
winding temperature rise by resistance measurement shall not exceed 65°C, with
hottest-spot winding temperature rise not to exceed 80°C and the temperature rise
of the insulating oil shall not exceed 65ºC when measured near the top of the
tank, according to IEEE Std C57.12.00 and IEEE Std C57.12.34.

The core and coil assembly shall be designed and manufactured to meet the
short-circuit requirements of IEEE C57.12.00.

Transformer regulation for the rated voltage, kVA and frequency shall be
determined in accordance with IEEE Std C57.12.00.

Site Data
a.
Equipment shall be designed for outdoor installation in a high humidity coastal
environment with a minimum life expectancy of 40 years under the project
conditions specified in Section 1.08.

Performance Requirements
1.
The transformers in operation at all load levels shall not exceed the audible levels
indicated in NEMA TR1.
2.
The equipment supervision and control performance shall be in accordance with the
requirements of Section 40 00 00 (Process System Integration) of the Employer’s
Requirements.
SUBMITTALS
A.
General
1. The Supplier shall comply with the Submittal requirements specified in the Employer
Requirements, Section 01 33 00 (Submittal Procedures).
B.
Maintenance Documentation Package
1. The Supplier shall provide the Maintenance Documentation package as specified in
Document G00/CICTSP-G0002 (Maintenance Documentation Package).
C.
Nomenclature and Identification Plan
1. The Supplier shall identify and code all the supplied equipment, component and parts in
accordance with the requirements of Document G00/CICTCR-G0001 (Nomenclature and
Identification Plan). All information shall be provided in electronic data base format to be
approved by the Contractor.

1. The Contractor is providing a fully integrated and functional Canal transportation system
that requires full integration of electrical and mechanical support systems to meet the
operation objectives of the Employer. The Supplier shall provide all the necessary
technical information, shall participate in the Integration Team and provide all the
coordination necessary to ensure that the equipment and components specified in this
Section are fully integrated.
2. The Supplier shall provide all the information; and participate in the integration team as
required in Document G80/CICDSR-E0001 (Integration Management Plan).
E.
CADD Drawings
1. The Supplier shall provide three-dimensional CADD outline drawings of major
equipment items supplied, in Autodesk Revit 2010-compatible format. Supplier shall also
provide the required equipment modeling information compatible with Autodesk Revit.
2. Drawing content and format shall be in conformance with Contractor's CADD Manual,
document G00/CICCAD-G0001 (CADD Manual).

All electrical drawings shall be prepare and submitted in AutoCad Electrical 2010 format.
Other type of drawings shall be submitted in AutoCad 2010 format.

Packaging and Marking
1.
All equipment, spare parts, tools, and inventory, shall be protected to withstand rough
handling and corrosive environments during ocean shipment. Packing shall be in

Corrosion Prevention: All finished parts and surfaces that are subject to corrosion
shall be coated and protected with a corrosion-resistant compound.

Materials and Equipment Cleaning: The equipment, spare parts, tools, inventory,
and materials shall be clean and free of all foreign material.

Repainting: The surfaces of each equipment where paint has been damaged
during shipment shall be cleaned and touched-up with a surface preparation and
paint matching the approved coating system.

Delivery
a.
The Contractor shall deliver the equipment and components in accordance with
these specifications. Items that, in the opinion of the Employer’s Representative,
are damaged or defective shall be replaced by the Contractor at its own cost.
Unless otherwise indicated, each lock gate shall be delivered to its designated
destination, in accordance with the Contract’s delivery schedule.

PART 2 – PRODUCTS
2.01
MANUFACTURED UNITS
A.
The transformers shall consist of a transformer tank and full-height, bolt-on high- and
low-voltage cable terminating compartments located side-by-side separated by a rigid
metal barrier. Each compartment shall have separate doors, designed to provide access to
the high-voltage compartment only after the low-voltage has been opened. The high
voltage door is held closed by captive stainless steel fastening device, accessible only
after the low voltage door is opened. Doors shall be mounted flush with the cabinet
frame. The low-voltage door shall have a handle-operated, three-point latching
mechanism designed to be secured with a single padlock. A hex-head or penta-head bolt
shall be incorporated into the low-voltage door latching mechanism. Both high and lowvoltage doors shall be incorporated into the low-voltage door latching mechanism. Both
high and low-voltage doors shall be equipped with stainless steel hinges and door stops to
secure them in the open position.
B.
The transformers base must be designed to allow rolling or skidding in any direction.
C.
Transformers shall be supplied with a welded main tank cover and be of a sealed-tank
construction designed to withstand a pressure of 7 psig without permanent distortion and
15 psig without rupturing or displacing components of the unit or affecting cabinet
security. The tank cover shall be designed to shed water and be supplied with a tamperresistant access handhole sized to allow access to internal bushing and switch
connections. The transformer shall remain effectively sealed for a top-oil temperature of 5 oC to 105 oC. When necessary to meet the temperature rise rating specified above, flatcooling panels shall be provided.
D.
Compartment sills, doors and covers shall be removable to facilitate cable pulling and
installation. The high-voltage door shall be on the left with the low-voltage door on the
right.

Compartments shall be designed for cable entry from below and shall be sized to the
minimum dimensions of IEEE Std C57.12.34. Low voltage compartment for the 12 kV 480/277 V transformers shall be provided with the additional cable entry area required to
allow the use of non-segregated phase bus duct or cable bus duct on the low voltage side.
F.
The transformers shall be compartmental-type, self-cooled and tamper-resistant for
mounting on a pad. The unit shall restrict the entry of water (other than flood water) into
the compartments so as not to impair its operation. There shall be no exposed screws,
bolts or other fastening devices which are externally removable.
G.
Transformer oil must be biodegradable, ambient friendly, flame retardant type. Oil fluid
shall be Envirotemp® FR3® fluid from Cooper Power Systems or an equivalent ambient
friendly fluid. The transformer manufacturer shall certify that the transformer's oil is
Non-PCB containing no PCB's.
H.
The core material shall be high-grade, grain-oriented, non-aging silicon core steel with
high magnetic permeability, low hysteresis and eddy current losses. Magnetic flux
densities are to be kept well below saturation to allow for a minimum of 10 percent over
voltage excitation. The cores shall be properly annealed to reduce stresses induced during
the manufacturing processes and reduce core losses.

The core frame shall be designed to provide maximum support of the core and coil
assembly. The core frame shall be welded or bolted to ensure maximum short-circuit
strength.

A C200 neutral bushing CT shall be provided on each transformer (2000-5A for MCC
transformers and 1000-5A for Fire Pump transformers). Secondary terminals shall be
wired to a shorting type terminal block.
COMPONENTS

Transformers shall be provided with high-voltage integral bushings Radial-Feed
configuration on the high-voltage compartment of the transformers suitable for loadbreak elbow terminations, 200A and 15kV class, 95kV BIL rating. Elbows
terminations shall include insulating plugs with test point and test point caps. The
bushings shall comply with IEEE C57.12.00 and C57.12.34.

Transformers shall be provided with four epoxy or porcelain bushings enclosed in
low-voltage compartment as per IEEE C57.12.34. Terminal shall be copper plated
with NEMA hole configuration per IEEE C57.12.34. Bushings shall be rated for full
transformer capacity. Bushings shall be able to be replaced, hand holes must be
provided if necessary.

Over-current Protection: Transformers shall be protected for internal transformer fault
and thermal protection. The transformer shall have a two-fuse protection scheme
consisting of a bayonet type cutout in series with oil immersed expulsion currentlimiting fuses. The bayonet type cutout shall be located in the primary compartment,
shall be of the load-break type (load break current of 100 amperes minimum) and be
hot-stick operable to permit external replacement of fuses and the disconnection of the
apparatus from the line. The two-fuse protection scheme shall have a minimum shortcircuit rating of 18 kA.

A.
Each of the transformers shall be furnished complete with the following features and
accessories:

FINISHES
A.

SOURCE QUALITY CONTROL
A.
Factory Testing shall be as specified in the Employer’s requirements Section 01 40 00
(Quality Requirements), Item 1.10 (Quality Control and Verification of the Works).
B.
The following standard factory tests shall be performed in accordance with the latest
revision of the applicable ASTM and IEEE standards.
1.
Factory Tests: The following standard factory tests shall be performed on the
equipment provided under this Section.
a.
Resistance measurements of all windings on the rated voltage connection of each
unit and at the top extremes.
b.
Ratio tests on the rated voltage connection and on all tap connections.
c.
Polarity and phase relation tests on the rated voltage connection.
d.
No-load losses at rated voltage and frequency on the rated voltage connection.
e.
Excitation current at rated voltage on the rated voltage connection.
f.
Impedance and load losses at rated current and frequency on the rated voltage
connection.
g.
Temperature rise tests, at minimum and maximum ratings shall be made when
there is no record available of a temperature test, made in accordance with IEEE
standards, on a unit with essentially the same thermal characteristics.
h.
Applied potential tests to determine the adequacy of the barrier insulation and the
space between windings and ground.
i.
Induced potential test to verify the turns insulation.

PART 3 – EXECUTION
3.01
3.02
FIELD QUALITY CONTROL
A.
The Supplier shall provide services of a qualified factory-trained manufacturer’s
representative to assist the Contractor in installation and startup of the equipment
specified under this section. The manufacturer’s representative shall provide technical
direction and assistance to the Contractor in general assembly of the equipment,
connections and adjustments, and testing of the assembly and components contained
herein. After the equipment is put in Service, Contractor will run a performance test on
the equipment under the Supervision of the Supplier to ascertain that it is performing
according to the warranty in every respect. Supplier shall promptly remedy any
deficiencies brought out by this test at no cost to Contractor. The Supplier shall provide
three (3) copies of the manufacturer’s field startup report.
B.
In addition to providing support during the installation, the Supplier shall provide support
during the Pre-Commissioning Test and Commissioning Test up to issuance of the
Taking Over Certificate by Employer and Test After Completion two years after the date
of the Taking-Over Certificate as specified in the Employer’s Requirements Section 01
91 00 (Tests on Completion and Tests after Completion).
DEMONSTRATION
A.
The Supplier shall provide training to the Employer as specified in the Employer’s
Requirements Section 01 79 00 (Demonstration and Training).
B.
Upon completion of the installation, the Supplier shall instruct the Employer in the
operation and maintenance of the equipment.
