REQUEST FOR PROPOSALS CITY OF DOUGLAS, WYOMING CONTRACT CITY ENGINEER The City of Douglas, Wyoming is requesting Proposals from responsible firms or individuals to provide contract professional engineering services for the City of Douglas City Engineer. The City of Douglas will receive sealed Proposals for the City of Douglas, City Engineer until 5:00 p.m. local time, Friday, April 24, 2015. Proposals are to be delivered to Douglas City Hall, 101 N. 4th Street, Douglas, Wyoming or to the mailing address: City of Douglas City Engineer Search P.O. Box 1030 Douglas, WY 82633 It is anticipated the City will review the Proposals and enter into an Agreement with the selected engineer/surveyor or engineering/surveying firm on or before July 27, 2015. I. SCOPE OF WORK 1. The selected firm will provide professional engineering and surveying services for all assigned work. A professional engineer shall review and stamp all drawings. All services and all planning shall conform to the Rules and Regulations set forth by the State of Wyoming. 2. The selected firm will work closely with the City Administrator, Public Works Department, Community Development Director, Clerk, and Treasurer of the City of Douglas in the completion of this task set. 3. The intent of the proposal is to provide the City with contract City Engineering services as follows: a. Preparation of plans, specifications, contract documents, estimates, reports, inspections, construction supervision, construction surveying and property surveys for all construction, changes and improvements in the physical properties of the city. b. The performance or supervision of the survey of all streets, alleys, avenues, public ways and all other such places as shall be required by the governing body. c. The review of subdivision and development plans, public improvement plans and studies with city staff and developers as part of the development review process. The performance of related duties as directed by the governing body. II. PROPOSAL’S CONTENT Interested and qualified individuals or firms are invited to submit a Proposal outlining their Qualifications for the City of Douglas City Engineer position. The Proposal should be organized as follows: 1. Title page: include the name of the primary contact for the Proposer, with mailing address, e-mail address, and telephone and fax numbers. 2. Qualifications of the Proposer: provide a summary of experience with similar contract work. 3. Team Qualifications: provide experience summary and resumes for specific personnel that will be assigned to the project including verification that they have experience with similar projects and will be available to complete the project. 4. Project References: include contact name, address phone number and e-mail address for at least three (3) references for the past similar work. 5. General Information: provide any additional information you feel would be useful during the review process. 6. Hourly Rate Schedule: include an hourly rate schedule for the individual/firm/team. Also include individual rates for miscellaneous services and charges. All Proposals are to be printed on an 8.5 x 11 page format. Please label the Submittal as follows: “Proposal – City of Douglas City Engineer”. III. GENERAL INFORMATION FOR PROPOSERS 1. Consultant shall provide a general list of all materials, equipment and labor necessary to perform the tasks outlined, including administrative support and fees, and shall provide cost numbers for these items. 2. Consultant must provide proof of insurance at 3. No Proposal shall be accepted after the cutoff date and time for acceptance of the Proposals. 4. The City reserves the right to reject any or all Proposals. City Engineer – Request for Proposals Page 2 of 4 5. Proposals cannot be withdrawn for 30 days after the day that Proposals are due. 6. This contract will be for a period of two years, renewable upon agreement of each party. 7. Payments to the Consultant will be once per month and will be made upon a proven expenditure basis. Payments on each monthly Pay Application will be made following the City of Douglas Purchasing Policy. IV. SELECTION PROCESS The selection will be based on information provided in the Proposals. A Selection Committee consisting of City staff and elected officials will be organized to review all submittals and rank the Proposals based on the Selection Criteria. Up to three firms may be selected for further consideration. These firms may be asked to submit additional information or participate in a post Proposal interview. A contract will be negotiated with the selected individuals/firm. SELECTION CRITERIA V. Individuals/firms will be selected based on information provided in the Proposal. The selection criteria will include: 1. Quality of similar experience; 2. Knowledge and understanding of the proposed work and how the work will be conducted; 3. Location of the firm; 4. Qualifications of the Proposer; 5. Quality of references and results of reference checks; 6. Past experience of the individuals/firm’\; 7. Cost effectiveness considering the Cost Proposal VI. DEADLINE AND GUIDELINES FOR SUBMITTALS 1. The deadline for Proposal submittal is Friday, April 24, 2015, 5:00 p.m. local time. Submittals received after the deadline will be returned unopened. 2. Submit six copies of the Proposal and a digital copy via CD or Flash Drive. 3. Fax or e-mail submittals will not be accepted. City Engineer – Request for Proposals Page 3 of 4 4. The successful individual/firm must enter into Professional Services Agreement that specifies requirements for indemnification, insurance and other applicable policies. 5. Any or all submissions may be rejected as deemed in the best interest of the City of Douglas. 6.
