REQUEST FOR QUALIFICATIONS

36 and Meridian Park - Phase 1 Planning and Design
I. PURPOSE OF REQUEST
The City of Edgewood is requesting statements of qualifications from professional engineering, planning,
architectural and public park design consultants licensed under the laws of the state of Washington to support
the City’s completion of the Planning and preliminary design (Phase 1) of the City of Edgewood’s 36th and
Meridian Community Park.
The City of Edgewood does not expect or require a large amount of preliminary work to be performed by the
applicants for this phase of the selection process. It is the City’s intent to select consultants based on
qualifications, abilities, past performance and the ability to perform the necessary work and to complete the
project within the timeframe specified. Do not submit any price or fee information at this time. Firms
providing such information as part of their response to this RFQ will be disqualified.
II. TIME SCHEDULE
The City will attempt to follow the following timetable in order to complete Phase 1 of the 36th and Meridian
Park planning project by June 30, 2016.

III. INSTRUCTIONS TO PROPOSERS
A. Six (6) copies of the RFQ submittal should be submitted to the City by the October 16, 2015 – 4:00 PM
deadline.
B. RFQ’s should be prepared simply and economically, providing a straightforward, concise description
of provider capabilities to satisfy the requirements of the request. Submitted qualifications statements
shall be limited to fifteen (15) pages total including cover letter.
E. All qualifications must include the following information:
1. The names of individuals who will be working on the proposed services and their areas of
responsibility.
2. A brief overview of the company, including how long in business, privately or publicly owned, etc.

3. At least three (3) references, including entity name, contact person and telephone number.
Municipal references preferred.
4. Ability to execute contract upon award.
IV. SELECTION CRITERIA
The following will be used to evaluate the applicants:
A. Demonstrated experience and expertise preparing public park designs, plans, landscaping, and trail
and site amenity design options, including engineering and environmental considerations, permitting,
on-site stormwater design and associated site improvements.
B. Extensive experience in developing concept plans, community outreach, preparing preliminary plans,
specifications and engineering documents necessary to develop accurate cost estimates and an
understanding of ROW, utility, permitting and construction requirements.
C. Prior experience with the City of Edgewood or similar facility designs
D. Ability of firm to complete tasks quickly and on time.
E. References and previous experience working on similar projects and past work with small cities.
F. Extensive experience preparing and presenting materials before City Councils and community groups.
G. General impressions and presentation of qualifications.
V. GENERAL SCOPE OF WORK
The successful consultant team is expected to prepare a Phase 1 – design, phasing and cost estimates for
the development of a signature community park at the City of Edgewood 36th and Meridian Park
property. The Phase 1 process shall consider continuing the public involvement process initiated with the
development of the City of Edgewood’s Parks Recreation and Open Space (PROS) Plan (adopted June
2015) and providing a series of public design concepts that will presented for consideration before a final
design scheme is selected. Phase 1 work is expected to include development of planning and design cost
estimates, phasing options, and consider site development requirements and development schedule based
on several considerations including but not limited to:
 Developing design options for all future park improvements
 Coordination with the City’s anticipated SR 161 improvements from 24th Street East - 36th
Street East, including frontage improvements and undergrounding of utilities along the park
property and related roadway design considerations.
 Developing a phasing schedule for future park improvements.
 Developing cost estimates for future park development options.
 Preparing utility and stormwater design options based on park design preferences.
 Preparing a timely grant application to RCO to leverage local funding to support full
development of the park.

VI. TERMS AND CONDITIONS
A. The City reserves the right to reject any and all RFQ’s.
B. The City reserves the right to request clarification of information submitted and to request additional
information from any firm.
C. The City reserves the right to award any contract to the next most qualified firm, if the successful
firm does not execute a contract by the proposed date of November 10, 2015.
D. The contract resulting from acceptance of a proposal by the City shall be in a form supplied or
approved by the City, and shall reflect the specifications in this RFQ. The City reserves the right to
reject any proposed agreement or contract that does not conform to the specifications contained in
this RFQ, and which is not approved by the City Attorney’s office.
H. The City shall not be responsible for any costs incurred by the firm in preparing, submitting or
presenting its response to the RFQ.
VII. PRE SUBMITTAL SITE VISIT
The City of Edgewood will host an optional pre-submittal meeting on Friday October 9, 2015 from 1:00 PM
to 2:30 PM at Edgewood City Hall. Interested firms will be provided an opportunity to ask questions
regarding the history of the park property and previous planning and design work. A brief site visit to the
park property will be held following the meeting and the site visit will conclude at the site by 2:30 PM.
