HPCL spec calls for grid islanding for on grid
disturbances to be based on under-freq, df/dt,
under-voltage, dV/dt, negative power.
Emerson informs that grid islanding shall NOT
be done from Ovation. Opening of a power
generation breaker like grid breaker is an
electrical switchboard function and not a DCS
function. However, after the grid breaker opens,
Ovation shall do load-shedding to trip
unnecessary loads to maintain plant's power
stability.

Grid Islanding –
Grid Islanding protection relay is already
installed in an existing 33kv Switchgear.
Grid Islanding protection relay shall be
suitably integrated with Load shedding
scheme in SCADA based on Grid
disturbances detected as below;

• Under Frequency and Reverse

After Islanding or tripping the grid
breaker by Islanding relay, load
shedding scheme shall come into
operation depending upon the condition
of the electrical system. An islanding
and load shedding scheme shall be
suitable integrated to enable the refinery
to run isolated from the grid when a grid
disturbance is detected by the islanding
scheme.
Multifunction meter and transducer (for
analogue inputs identified in the SCADA
I/O list) shall be supplied by the SCADA
Vendor.

a special kind of digital I/O having 1/8 ms time

trigger SOE and update the status. It
shall be SCADA vendor’s responsibility
to design the hardware as per
requirement.

Please clarify “hardware lock” on parallel/USB
port, and “network lock” on LAN port.
HPCL to clarify the difference between:
- Serial link thru RS485 from numerical relay
- Using IED thru RS485 port
- Using numerical relay P141 thru RS485 port
Emerson is assuming Modbus communication
over RS485 link.
Emerson informs that load-shedding of 415 V
PMCC motors will not add much to the MW
amount being shed.
Emerson recommends load-shedding of 415 V
PCC/PMCC incomers to trip the whole PMCC.
What is the reason for the "Blocked DO signal"?
Is it for blocking brk closing after load-shed so
that it is not accidentally re-started? If so, why is
it present for capbanks?
Emerson suggests
- Breaker Open DO commands for non-loadshed breakers can be on links.
- Breaker Close DO command for all breakers
can be on links.
GPS shall be supplied by SCADA
vendor as per tender specification
