Name of the Publishing Authority
The AIP PARAGUAY is published by authority of the Direccion Nacional de Aeronautica
Civil (DINAC).
2.
Aplicable ICAO Documents
The AIP is prepared in accordance with the Standards and Recommended Practices
(SARPs) of Annex 15 to the Convention on International Civil Aviation and the
Aeronautical Information Services Manual (ICAO Doc 8126). Charts contained in the AIP
are produced in accordance with Annex 4 to the Convention on International Civil Aviation
and the Aeronautical Chart Manual (ICAO Doc 8697). Differences from ICAO Standards
,Recommended Practices and Procedures are given in subsection GEN 1.7-3

The AIP Structure and Established Regular Amendment Interval
3.1.
The AIP Structure
The AIP forms part of the Integrated Aeronautical Information Package; details of which
are given in subsection GEN 3. The principal AIP structure is shown in graphic form on
page GEN 0.1-5
The AIP is made up of three parts; General (GEN), En Route (ENR), and Aerodromes
(AD); each divided into sections and subsections as applicable, containing various types
of information subject..

Part 1 – General (GEN)
Part 1 consists of five sections containing information as briefly described hereafter:
GEN 0.- Preface; Record of AIP Amendments; Record of AIP Supplements; Record of
AIC; Checklist of AIP Pages; List of hand Amendments to the AIP; and Table of Contents
to Part 1.
GEN 1.- National regulations and requirements
Designated Authorities; Entry, Transit, and Departure of Aircraft; Entry, Transit, and
Departure of Passengers and Crew; Entry, Transit, and Departure of Cargo; Aircraft
Instruments, Equipment, and Flight Documents; Summary of National Regulations, and
Differences from ICAO Standards, Recommended Practices and Procedures.

Detailed description of lower ATS routes; upper ATS routes; other routes (is described
lower and upper national routes).
Note:

Regular Amendment Interval
Regular amendments to the AIP will be issued according to the AIRAC rules when
necessary. The publication not according to AIRAC rules, it will be made according to
the urgency determined by information to publish.

GEN 1.2 ENTRY, TRANSIT AND DEPARTURE OF AIRCRAFT
1.
General
1.1.
International flights into, from or over Paraguayan territory shall be subject to the
current national regulations relating to civil aviation. These regulations correspond
in all essentials to the Standards and Recommended Practices contained in
Annex 9 to the Convention on International Civil Aviation.
1.2.
Aircraft flying to or from Paraguayan territory shall make the first landing or final
departure, from an international aerodrome/heliport designated by the Dirección
Nacional de Aeronáutica Civil – DINAC (see AIP Paraguay, AD 1.3, AD 2 and AD
3).
1.3.
When an aircraft lands at aerodromes not listed for this purpose (see paragraph
1.2) the Commander or authority on charge, must be notify immediately to the
authority on charge than that place, explaining the reason for the change of the
air route established
1.4.
All registration foreign aircraft that overflight Paraguayan territory in transit, must
be authorized by Dirección Nacional de Aeronáutica Civil - DINAC with at least 24
hours before and waiting for the answer.
The request must include the following:
a)

Registration and type of aircraft;
Name, surname, number of aircraft pilot license;
Aerodrome of arrival;
Date and time of arrival at the international airport of entry;
Number of crew and passengers;
Purpose overflight; and
Numbers and abbreviations of télex, fax and AFS where must receive the
response.
1.5.
All Aircraft in flight over Paraguayan territory without exception, are forced to landing
immediately when receiving the order, from land or air, through reglamentary signals.
The non-compliance of the order shall entitle use of force in cases and circumstances
established by the Dirección Nacional de Aeronáutica Civil (DINAC), excluding any
State responsibility for damages to happen.
2.
Scheduled flights
2.1.
General
2.1.1.
For regular international scheduled flights operated by foreign airlines into or in
transit across Paraguayan territory, the following requirements must be met:

a)
The State of origin of the airline should be part of the agreement about transit of
international air services and / or the international air transport agreement. The
Republic of Paraguay is party to both agreements;
b)
The airline must gather the conditions required for accomplishment the flights in
accordance with the provisions of a bilateral or multilateral agreement with the
state of origin of the airline and the Republic of Paraguay; contracting parties
must have an operating permit to flight to the Republic of Paraguay, or transit
through their territory. Applications for such permission should be submitted to the
Dirección Nacional de Aeronáutica Civil (DINAC).
2.2.
Documentary requirements for clearance of aircraft
2.2.1.
Airline operators must obtain permission to enter and exit their aircraft to and from the
Republic of Paraguay and submit to the competent authority of the aircraft documents
listed below:
a)
The Air Traffic Services Reporting Office (ARO) dependent of the Gerencia de
Tránsito Aéreo and this to the Dirección de Aeronáutica of DINAC, is on charge
to simplify and facilitate the process receive of following documents: one copy(1)
of General Declaration (Inward/outward), one (1) copy of Passenger manifest,
and one (1) copy of Cargo manifest, filled to aircraft operators of scheduled and
non scheduled flights, air taxi, private air services as indicated in Appendices 1, 2
and 3 of Annex 9, Facilitation, latest edition. The delivery of the documents cited
by the scheduled and non-scheduled flights and air taxi, will be forty-five (45)
minutes after take-off of each aircraft and immediately upon arrival of the aircraft
at the international airport concerned. The private air services on international
flights should proceed to the delivery of the documents cited, with one (1) hour
before the scheduled take off and immediately upon arrival of the aircraft at the
international airport.
b)
The scheduled flights that operate in international airports and have scheduled
daily flights successively, must deliver the Passenger manifest and Cargo
manifest within two (2) hours after the last flight out.
c)
The Air Traffic Services Reporting Office (ARO) dependent of the Gerencia de
Tránsito Aéreo and this to the Dirección de Aeronáutica of DINAC, should provide
copies of the documents referred to in paragraph a), (General Declaration
Inward/outward, Passenger manifest and Cargo manifest), to the offices of
DINAC, which by nature of their duties require and have express authorization to
access the information contained in those documents.

Non-scheduled flights
3.1.
Procedures
3.1.1.
When a foreign operator makes a flight or a (series of) non scheduled flight(s) in transit
over paraguayan territory, in addition to accomplish the requirements of authorities
and air traffic control, shall continue the following requirements:
a) Notify previously with anticipation of 24 hs.
b) Name of operador.
c) Mailing address of operator (fax, telephone, AFTN, E-MAIL).
d) Address of legal representative, if any
.
3.1.2.
If a foreign operator intends to carry out a (series of) non-scheduled flight(s) making
technical stopover in Paraguayan territory, is necessary one authorization from
Dirección Nacional de Aeronáutica Civil (DINAC) with anticipation of 48 hs to landing
and must contain following information:
a) Name of operador.
b) Type of aircraft and registration marks.
c) Date and time of arrival and departure.
d) Place or places of embarkation or disembarkation abroad, as the case may be, of
passengers and/or freight.
e) Purpose of flight and number of passengers and/or nature and amount of freight;
and
f) Name, address and business of charterer, if any.
3.1.3.
If a foreign operator intends to carry out a (series of) non-scheduled flight(s) to
Paraguayan territory for embarkation or disembarkation of passengers, freight and/or
mail, is necessary one authorization from Dirección Nacional de Aeronáutica Civil
(DINAC) with anticipation of 48 business hours to landing and must contain the same

3.1.4.
When the Paraguayan companies intends to carry out a flight or a (series of) non
scheduled flight(s), is necessary one authorization from Dirección Nacional de
Aeronáutica Civil (DINAC) and must contain the same requirements that paragraph
3.1-2
3.2.
Documentary requirements for clearance of aircraft
Same requirements as for SCHEDULED FLIGHTS (See paragraph 2.2.2).
4.
Private flights
4.1.
Advance notification of arrival.
4.1.1.
The information contained in the flight plan is accepted as adequate advance
notification of the arrival of incoming aircraft with the exception as stated in 4.1.2; such
information must be transmitted so that it will be received by the public authorities
concerned at least two (2) hours in advance of arrival; the landing must be carried out
at a previously designated international aerodrome.
4.1.2.
The aircrafts of general aviation with foreign registration mark in paraguayan territory,
its flight plan (Box Nº 18 – RMK), must contain following information:
a) Name of operator or owner
b) Reason of the flight.
c) Postal address(fax, telephone, AFTN, E-mail).
4.1.3.
For reasons of flight safety, special permission in addition to the filing of a flight plan is
required under the following circumstances: official flights, Military, Customs, Police
and ambulance.
4.1.4.
Application for special permission must be submitted to Dirección Nacional de
Aeronáutica Civil (DINAC) at least 24 horas in advance of the entry into the
airspace over Paraguayan territory.
4.1.5.
Authorizations for military flights, the operator must manage with the command of the
Paraguayan Air Force (FAP).

4.2.
Overflight of private aircraft
4.2.1.
When private aircrafts of general aviation with foreign registration mark that overflight
Paraguayan territory without making landing, the air traffic control on charge must
receive flight plan with two (2) hours in advance at least to estimated time of entry to
Paraguayan territory and fill the box 18 - RMK of flight plan with following information:
a) Name of operator or owner
b) Reason of flight
c) Postal address (fax, telephone, AFTN)
4.3.
Documentary permanence requirements for foreign aircraft
4.3.1.
For to permanence of foreign aircraft in the Paraguayan territory, the owner and/or
legal representative must be request to Dirección Nacional de Aeronáutica Civil
(DINAC), permanence permit in the country until (90 days) ninety days and be
extended for periods of 90 days. The request to extension must be completed in fifteen
(15) days prior to the expiration of that permit.
4.3.2.
The request for permanence of foreign aircraft in the country shall be made by the
owner and / or legal representative, enclosing copies of:
a)

Certificate of registration and airworthiness.
License of crew.
Book logbook.
License of radio station of the aircraft.
4.3.3.
The foreign aircraft with permanence permit in the Republic of Paraguay, will not
perform any gainful activity in the country.
4.3.4.
If a foreign registered aircraft does not comply with the laws in force in the Republic of
Paraguay, the Dirección Nacional de Aeronáutica Civil (DINAC) may cancel the
authorization granted and must leave the country within the peremptory term of (48)
forty and eight hours, unless there is any impediment to it.
5.
Public health measures applied to aircraft.
5.1.
The aircraft of any international airline (scheduled flights, non-scheduled flights,
general aviation, etc.), must accomplish the sanitary conditions required by the
competent authority of the Republic of Paraguay.
5.2.
Aircraft from any foreign country are subject to the instructions of the health authority,
which may order the disembark and privacy of any person or animal suspected of
having disease subject to international regulation, the treatment of objects or materials
contaminated presumably quarantine them.

5.3.
The periodicity, procedure and general rules for disinfection, fumigation and pest
control for international air transportation, shall be determined in accordance with the
disposition of the Sanitary Code of the Republic of Paraguay and its regulations and
terms specified by the international agreements signed by Paraguay, being in charge
of the health authority control compliance. The disinfection procedure must be
registered properly in health section of the General Declaration.
5.4.
It may granted free pratique of international aircraft that accomplish dispositions of the
National Health Code and International Conventions signed by the Government of the
Republic of Paraguay.
5.5.
The executive power shall take the preventive measures and traffic restrictions,
adopting sanitary measures to prevent and control dissemination of disease and
contamination of adjacent areas, according to the rules of international law.

GEN 1.3 ENTRY, TRANSIT AND DEPARTURE OF PASSENGERS AND CREW.
1.
Customs requirements
1.1
Baggage or articles belonging to disembarking passengers and crew are immediately
released except for those selected for inspection by the customs authorities. Such
baggage will be cleared on the basis of an oral declaration except in the case of
returning citizens. May be introduced as part of baggage, free of taxes new effects to
the equivalent value determined by the laws, customs codes and regulations.
1.1.2
The baggage of Paraguayan citizens and immigrants returning may contain new
goods tax-free until to value determined in the respective legislation. It requires
submission to the customs authority from a list of baggage, effects or objects, stamped
by the Paraguayan Consulate at origin and approval of the Migration Board that certify
it.
1.1.3
Personal effects clearance: the effects of domestic passengers, will be declared using
a form provided for that. It is not necessary to submit the invoice or customs
brokerage.
1.1.4
The prohibited import products, those reserved to the Government and subject to
permits or licenses as required by the respective customs legislation can not entry to
the country under the regime personal effects clearance.
1.1.5
Usually for exit procedures the country is not required customs clearance, except for
security inspection.
2.
Immigration requirements
2.1.
The entry and exit to/from Paraguay of nationals and foreigners may be made only by
the places specially authorized for that purpose by the competent authority.
2.2
All foreigners, regardless of their admission status will be submitted when entering the
country, for immigration enforcement by the competent authorities in order to
determine if they are able to be admitted in accordance with the laws and regulations
in force.
2.3
All foreigners entering the country as transit or those that appear in the same direct
flight or transfer to another flight at the airport, must have a valid passport, ticket and
entry clearance for the country of destination, if it requires. An exception to this
disposition in cases including international agreements or conventions on the subject.

2.4
A person entering to Republic of Paraguayan for the purpose of immigration must hold
a valid passport and an immigration visa, the latter being issued at Paraguayan
consulates abroad with the exception international conventions or agreements or
dispositions issued by the competent authorities of Paraguay that establish other
documentary requirements and / or exempt from visa.
2.5
Entrance visas are required from temporary visitors, with the exception of the nationals
of the following States: Argentina, Bolivia, Brazil, Chile and Uruguay.
2.6
Entry visas are required from temporary visitors, except nationals of the following
countries: Peru, Uruguay, Brazil, Austria, Hungary, Spain, Britain, Netherlands,
Romania, Switzerland, Germany, Korea, South Africa, Chile, Ecuador, Luxembourg,
Argentina, Venezuela, El Salvador, Guatemala, Bolivia, Denmark, Italy, Norway,
Belgium, Sweden, Poland, Finland, Israel, Colombia, Costa Rica, Slovakia, India,
Russia, France, Japan, Vatican .
2.7
The standard ICAO embarkation/disembarkation card is required from all States.
Aircraft operators shall take the necessary measures for all passengers present that
card.
2.8
With respect to crew members or crew of international transport for admission as such,
must submit special documentation established by international conventions and
agreements valid for Republic, without requiring the Paraguayan consular visa. The
crew must be possess documentation that certify the identity and status of crew
members belonging to the provision of transport. Otherwise competent immigration
authority will establish the type of documentation required.
2.9
The formalities required for nationals and foreign residents and non residents to exit in
addition to the valid passport or valid travel document or identity document that
enables them to travel to the destination country as appropriate, shall be presented to
exit, immigration card authorized by the competent authority.
3.
Public health measures
3.1
To entry in country, people must exhibit to officials from the health authority, health
certificates that international conventions and other laws require.
3.2
The foreigners for permanent admissions in the country must possess valid health
documents of their country, the documents that Paraguayan Health Code and other
laws require. For this effect, the body responsible for national migration policy right will
pre-competent health authority.
3.3
For the entry or exit of any personal items used that is not part of passenger baggage,
must be accompanied by a certificate of disinfection issued or endorsed by the health
authorities of the country of origin.

1.
Customs requirements concerning cargo and other articles.
1.1
The following documents are required for the clearance of goods through
customs:
a) Issue negotiable bill of lading, air waybill or air consignment note with the
endorsement of the consignee of the goods for only purpose of clearance.
b) Commercial Invoice,
c) Certificate of origin, if required,
d) Transfer, if any, and
e) Banking and other documents required by laws and regulations.
1.1.2
Simplified customs documentation applies to items not exceeding (U $ S 250) two
hundred and fifty American dollars.
1.1.3
All air cargo shipments are free of consular formalities and charges, but must be covered
by the copy of the air waybill.
1.1.4
As regards air cargo simply being trans-shipped from one flight to another flight at the
same airport under customs supervision, require only the documents that prove cargo,
that is to be declared in a manifesto separately. In the case of cargo and other articles
being transferred to another international airport in Republic of Paraguay, must manifest
the cargo separately and detailed for each destination airport.
1.1.5
No clearance documents are required with respect to goods retained on board an aircraft
for on carriage to a destination outside Republic of Paraguay (goods in transit).
1.1.6
Upon exportation, the following documents are required for the clearance of shipments to
be exported by air:
a) Embarkation declaration, approved by Banco Central del Paraguay:

c) Certificate of origin, if required,
d) Other certificates issued by public or private agencies, as appropriate.
2.
Agricultural quarantine requirements
2.1
The introduction to the country of species of exotic flora and fauna in all its biologic
stages, you must have a permit from the competent authority, which will be awarded in
accordance with existing international conventions and regulations governing those
matters rendered.

2.2
It prohibits the transportation, marketing, export, import and reexport of all species of
wild fauna and flora and their parts and / or products that do not have the express
permission of the Competent Authority.
2.3
The transport companies must not embark or disembark any plant or animal or
product plant or animal which is not accompanied by the corresponding sanitary permit
issued by the competent authority.
2.4
The transportation companies or individuals who violate the regulations in force shall
be liable to the penalties provided for this purpose in the laws of the Republic of
Paraguay.

11.
General
Commercial air transport aircraft operating in Paraguayan territory must adhere to the
provisions of Civil Aviation Regulations of the Republic of Paraguay and the Standards and
Recommended Practices.
1.1
Registered aircraft under the laws of foreign countries are not members of ICAO, which
grant reciprocal treatment to aircraft and crew of Paraguay, in Paraguay may operate
subject to compliance with these provisions, conditions and limitations in the case of aircraft
of the member states of ICAO.
2.
Special equipment to be carried
The commercial air transport aircraft operating in Paraguay, must comply with the
provisions of Regulation DINAC R-121 - Operation of Aircraft. Commercial Air Transport.
2.1
All aircraft operating within Asunción FIR, whereby Paraguayan territory is overflown, must
adhere to the provisions detailed below in accordance with the type of flight.
2.2
Types of flight
2.2.1
Transiting
a) Flights transiting Asunción FIR, whereby Paraguayan territory is overflown.
b) Flights to and from Republic of Paraguay, whereby a maximum of two landings are
made.

For operations within the FIR Asunción should be carried in at least the following
equipment on board operational conditions: VOR Receiver, ADF Receiver, ILS Receiver,
Beacon receiver and communication system in both directions.

Transmitters (ELT) operating simultaneously at 406 Mhz and 121.5 Mhz.

All domestic flights and flights with single-engined and multi-engined aircraft, unable
to maintain the minimum safe altitude established, in case of engine failure they must
be carry the following emergency equipment.

overflying areas where wild animals can be expected. Personal clothing should be
suitable for the climatic conditions along the route to be overflown.
