Analysis of Internal Impact of CARE Burundi SASA! Program
Background
CARE Burundi has been a partner of Raising Voices in the regional rollout of the SASA! Activist Kit for
Preventing Violence Against Women and HIV since 2010. They have taken the unique approach of
integrating SASA! into a broader range of programs that aim to empower women and prevent violence
against them. Since implementing SASA!, CARE staff have noted critical shifts in the way they approach
their VAW work, important changes in the personal perspectives and behaviors of staff across various
programs, and improved relationships with community members. In June, 2012 CARE Burundi staff
requested Raising Voices support to assess and document the impact that SASA! has had internally
within CARE and on its ability to carry out high quality VAW prevention work.
Rationale
As the situation in Burundi evolves, CARE Burundi is making significant changes in its scope of work and
structure within the country. The organization will be scaling back its direct programming and phasing
out some of its key areas of work. CARE Burundi is seeking concrete evidence about the impact of SASA!
within the organization to inform key decisions about the future of their work.
Objective
 Garner qualitative evidence about the impact of SASA! on CARE Burundi staff both individually
and collectively and organizational culture.
 Assess the comparative added-value and implications of SASA! within the context of CARE
Burundi’s broader women’s empowerment framework including Kirumara, Abatanamucho, and
Girijmabo projects.
 Analyze the impact of SASA! implementation on CARE’s relationships with community members,
leaders and other NGOs.
 Inform critical decision-making regarding CARE Burundi programming in the future.
Qualifications
Raising Voices seeks an independent, qualified, French-speaking consultant to conduct the analysis with
CARE Burundi. The following criteria will guide the recruitment process:
 At least 5 years experience in the field of violence against women or related programming
 Demonstrated experience in analyzing and/or evaluating violence against women or related
programs
 Familiarity with qualitative data collection methods and relevant data management programs
 Familiarity with VAW programming/women’s movement in the Horn, East and Southern Africa




Excellent analytical and writing skills
Strong interpersonal and communication skills
Fluent in spoken and written French.
Familiarity with SASA! a plus
Methods
Data collection will include predominantly in-country in-depth interviews, in addition to home-based
desk review and write-up. Consultant will work in consultation with Raising Voices and CARE Burundi to
develop a suitable methodology for meaningful qualitative data collection and analysis. Consultant will
be home-based, with travel to Burundi.
Timeframe
12 working days in November or December:
3 days: Development of tools/methodology, desk review
4 days: Conducting interviews, data collection
3 days: Analysis and writing first draft
2 days: Revisions and final draft
