SCOPE
VoC PROGRAMME
In June 2006, the Ministry of Commerce and Industry issued a Notice advising of the
implementation of Ministerial decision regarding the evolution of the Certificate
Programme (ICCP).
Under the new scheme, all consignments are subject to verification of conformity to Saudi
standards (SASO) and shall be accompanied by a Certificate of Conformity (CoC) which
may be issued by approved inspection bodies holding the appropriate authority in the
country of certificate issuance.
From 2009, Customs Authorities play a new role and monitor Certificates of Conformity
(CoC) on arrival.
In December 2013, Bureau Veritas has signed the new Mutual Recognition Agreement
with SASO which is enforced by the Ministry of Commerce and Industry and the Ministry
of Finance.

PROCESS
Step 1 : Request for Certificate
Importer / Exporter lodges a Request for Certificate to a Bureau Veritas local
contact. Said request should include:

List, designation of goods intended to be exported, importer / exporter details
(name, address, invoice, ...)

Conformity documents available (ex: Third party certificate, Test reports, Reports of
analysis according to QHSE - Quality, Health, Safety and Environment - standards)

Information related to local and provisional date of availability of goods to carry out
their physical inspection before shipment. (Filling up of the Request For Certificate
(RFC) Form)
Step 2 : Documentary review / Testing
Bureau Veritas reviews all information provided and checks their adequacy
against the Saudi standards. Laboratory testing / analysis are conducted on
samples if necessary.
Step 3 : Inspection
Bureau Veritas checks that:

Products comply with applicable standards

Goods presented are those identified during the documentary review

Goods match their description in the import / export documents

If necessary, Bureau Veritas inspectors may take samples for additional assessment.
Step 4 : Certificate of Conformity
Bureau Veritas checks the inspection report against the provided documents.
Upon satisfactory results, a secured Certificate of Conformity is issued; else,
a Non-Conformity Report is produced.

SPECIFIC REQUIREMENT
Consignments with the following products shall be witnessed during loading and sealed
with the Bureau Veritas seal, stamp or label:

Sockets, plugs and adaptor:
o Plugs and sockets for co-axial cables and imprinted circuits, HS code: 8536.69.10
o Other types, HS code: 8536.69.90

Electrical extension cords:
o Electric cable of a cross-section exceeding 10 mm and a voltage exceeding 300 V,
types under HS code: 8544.42.10
o Electric cable of a cross-section not exceeding 10 mm, types under HS code:
8544.42.20

Mobile chargers, types under HS code: 8543.70.90

Hair dryers, types under HS code: 8516.31.00

Car spare parts, only the following:
o Brake Pads
o Brake disc
o Oil and Air Filters
o Suspension systems
o Driveshaft
o Glazing products (windscreen, windows, etc…)

Electrical water heaters:
o Electric instantaneous or storage water heaters and immersion heaters, types under
HS code: 8516.10.00

Heating appliances (Electric heaters):
o Domestic electric heating apparatus, types under HS code: 8516.29.10

Car Tires:
o New pneumatic tyres, of a kind used on motor cars (including station wagons and
racing cars), types under HS code: 4011.10.00

Children Toys (HS code 9503).
