FRANCIS ARRESTED: A 32 year-old Fayette County man was taken into custody Wednesday
morning by members of the Fayette County Sheriff’s Office and the United States Marshals
Service on charges stemming from the June 2014 death of a 20 year-old Adams County, Ohio
female. The suspect, identified as Marcus J. Francis, was recently indicted by a Fayette County
Grand Jury on charges of Involuntary Manslaughter, Tampering with Evidence, Gross Abuse of
a Corpse, and Corrupting Another with Drugs for his alleged role in the victim’s death.
According to Sheriff Vernon Stanforth, an arrest warrant was issued for Francis and deputies
began efforts to locate and apprehend him. “As information surfaced that Francis reportedly left
or was preparing to leave our jurisdiction, my office contacted the United States Marshals
Service for assistance in apprehending Mr. Francis”, said Stanforth. Sheriff’s detectives and
U.S. Marshals located Francis at a residence in the 400 block of Spring Street in the City of
Greenfield (Highland County) and he was taken into custody without incident. Also arrested at
the Spring Street location was Carrie J. Mitchell, Age 37 of Washington C.H., Ohio who was
charged with Obstructing Justice for her alleged role in hindering the discovery and
apprehension of Francis. Two additional co-defendants in the investigation, identified as Kayci
M. Rowland, Age 30 of Sabina, Ohio and Jaime L. Metcalfe, Age 34 of Washington C.H., Ohio
were arrested in early October for their alleged roles in the incident. Both are facing charges of
Gross Abuse of a Corpse and Tampering with Evidence and are scheduled to go to trial on
December 16th, 2014. In an October 6th, 2014 press release, Washington Court House Police Lt.
Jon Long stated that WPD officers were dispatched to the 1100 block of East Temple Street in
Washington Court House on June 29th, 2014 after receiving a report of an unresponsive person
inside a vehicle. The victim, later identified as Megan M. Jones, Age 20 of Adams County, Ohio
was found deceased inside the vehicle upon officers’ arrival. As detectives from the Washington
Court House Police Department were conducting the death investigation, information gathered
by WPD detectives revealed that the death of Jones allegedly occurred at a location outside the
City of Washington Court House and that her vehicle and body were transported into the City of
Washington Court House and abandoned. This discovery of information prompted a joint
investigation of the incident by detectives of the Washington Court House Police Department
and the Fayette County Sheriff’s Office. Jones’ official cause of death was determined by the
Montgomery County Coroner’s Office as “acute fentanyl and morphine intoxication”. Francis
and Mitchell both remain incarcerated in the Fayette County Jail in lieu of bond. Mitchell is
scheduled to appear before the Washington Court House Municipal Court later today to answer
to the charge of Obstructing Justice. Francis is scheduled to appear before the Fayette County
Court of Common Pleas on Monday, December 8, 2014 for his initial arraignment on the
