Net Metering - The means of measuring the difference between the electricity supplied by an electric utility and the electricity generated from an alternative or renewable energy resource facility owned or operated by an electric retail customer when any portion of the electricity generated by the alternative energy resource facility is used to offset part or all of the electric retail customer requirements for electricity.

This document is intended to provide documents for commonly installed inverter based photovoltaic and/or wind turbine generating systems (25kW or less) that may qualify for

“Residential and Commercial Net Metering” service. Documents for non-inverter based and/or larger systems may be requested from Terry Hemsworth ( tlhemsworth@aep.com

The enclosed: Schedule: Residential and Commercial Net Metering provides detailed information regarding: Availability, Special Conditions of Service, and Monthly Billing.

Company approval of connecting a generator to its distribution system is required.

Summary of the process:

1.

A completed Interconnection Application is submitted to the Company (includes: manufacturer’s literature illustrating UL 1741 compliance, application fee, electrical one-line diagram, and site diagram)

2.

Company reviews Application.

3.

Company will notify customer of approval or disapproval of interconnection and provide any applicable conditions.

4.

Company executes Interconnection Agreement thereby granting the customer the right to operate the generator connected to the AEP system.

Company may conduct on-site inspections to verify the proper installation and 5.

continuing safe operations of the generating facilities.

AVAILABILITY

This schedule is available to any Retail Customer in Public Service Company of Oklahoma’s (PSO) service territory taking service under one of the standard rate schedules listed below and who has on-site power production facilities located on the customer’s premises and intended primarily to offset some or all of the customer’s energy usage at that location and who has installed net metering equipment and signed an interconnection agreement with the company.

SPECIAL CONDITIONS OF SERVICE

This schedule is available to a residential customer taking service under the standard Residential

Service schedule and has a generating capacity of not more than twenty-five kilowatts (25 kW) for residential use.

This schedule is available to a commercial customer taking service under one of the following commercial schedules: Low Usage General Service (LUGS), General Service (GS), or Power and Light

Service (PL), and has a generating capacity of not more than one-hundred kilowatts (100 kW) for commercial use.

The provisions of the customer’s standard rate schedule are modified as specified herein.

Customer may not take service under this schedule and simultaneously take service under the provisions of any other alternative source of generation or cogeneration schedule.

MONTHLY BILLING

On a monthly basis, the customer shall be billed the charges applicable under the currently effective standard rate schedule and any appropriate rider schedules. Under Net Metering, only the kilowatthour

(kWh) units of the customer’s bill are affected.

For power produced in excess of on-site requirements, the customer will not be compensated if the retail purchase meter registers negative consumption for the billing period at the time of the meter reading.

PSO shall bill the customer if the retail purchase meter registers positive consumption for the billing period at the time of the meter reading according to PSO's applicable retail rate schedule.

The base service charge and/or minimum bill of the retail rate schedule under which the Customer takes service shall be billed by PSO regardless of whether the retail service meter reads positive or negative at the time of the meter reading.
