DIGITALEUROPE comments on Council’s General
Approach regarding the 700 MHz frequency Decision
BRUSSELS (May 26th 2016) - DIGITALEUROPE welcomes today’s adoption by the Telecommunications Council of
their General Approach on the 700 MHz Decision. With this agreement, the EU is one step closer towards the
realisation of the proposal to further harmonise the Ultra-High Frequency (UHF) band. However,
DIGITALEUROPE at the same time notes the risk of a fragmented spectrum landscape in Europe due to a lack of
vision for the sub-700 MHz band.
With the Decision, the traditional broadcast industry would have until 2020 to transition from the 700 to sub700 MHz band. The Council proposes that Member States would however have room to extend this deadline.
DIGITALEUROPE urges lawmakers to handle this important dossier with minimal delays in order to meet the
Digital Agenda broadband targets, avoid market fragmentation and be a front-runner in 5G.
DIGITALEUROPE further regrets that the Council has moved away from the original Commission text, the Lamy
Report and the position of the Radio Spectrum Policy Group (RSPG) regarding downlink flexibility in the sub-700
MHz band.
“A coordinated approach, such as the Supplemental Downlink option proposed by Pascal Lamy and the RSPG,
would offer technological neutrality and make usage device-agnostic, delivering a pragmatic and forwardlooking balance for the various stakeholders,” commented John Higgins, Director General of DIGITALEUROPE.
By contrast, the vagueness of the Council text, opening the door for any other usage in this band next to
broadcast, would not only increase risk of signal interference, it would also fail in bringing direction to the
industry and put off investment.
“We hope future discussions between the European institutions will safeguard the delicate balance among
broadcasters and mobile operators. It’s crucial to get this point right, in this technical and complex debate,” said
Mr Higgins.
