WMATA solicitations are publicized at www.wmata.com Scope of Work Contractor to design, furnish, install, test and place in services, a complete fully operational state-of-the-art Automatic Train Protection (ATP) Track Circuit System within Train Control Rooms (TCR)s at locations identified herein and the requirements for a design proposal for the installation of the new ATP modules and associated equipment in a TCR at a representative location. Scope of Work The new ATP Track Circuit System shall provide transmission of ATP train detection, cab and train to wayside communications (TWC) signals and reception of ATP train detection, Door Commands and TWC signals and shall include, but not be limited to, new ATP Track Circuit Modules, impedance bonds, two (2) foot mini-loops, four (4) foot loops, single turn speed command loops and bridging receivers Scope of Work This work shall also include, but not limited to, all required mounting hardware and accessories, bond to rail connections, bond to bus connections, bond to traction power return mole connections, bus bar to rail connections, local cable between the impedance bond or loop and the associated junction box and all internal wiring. Period of Performance Upon issuance of the Notice-toProceed, the Contract time will start. The Period of Performance is 1,440 days from the date of the Notice-to-Proceed. Volume I – Cost/Pricing – One (1) original AND One (1) electronic copy of Volume I submitted on Universal Serial Bus (USB) Drive. All information relating to cost or pricing must be included in this Volume. Under no circumstances shall cost or pricing data be included elsewhere in the Offeror’s proposal. Volume II – Technical – One (1) original AND Five (5) electronic copy of Volume II submitted on Universal Serial Bus (USB) Drive. Technical proposal shall not include cost or pricing information. Volume III – Contractual – One (1) original AND Five (5) electronic copy of Volume III submitted on Universal Serial Bus (USB) Drive shall contain completed and signed Solicitation documents to include Representations, Certifications, Pre-Award Data, Certificate of Insurance, DBE requirements and Amendments, if any. Proposals may be received prior to, but no later than September 23, 2013. Proposal Preparation Considerations • Structure your proposal in accordance with the Proposal Instructions • Can an evaluator quickly find what he/she needs? Is it clear? • Drawings & diagrams complement narrative, but don’t replace it • Substantiate, don’t simply make claims Give us a reason to believe you; Provide information to allow an independent assessment Typical Proposal Shortfalls • • • • • Proposal Instructions not followed Information not provided as requested Statements in the proposal are not well supported Proposals are not well organized Does not follow Proposal Instructions structure and makes the evaluator hunt for the information Deficiencies – preclude award Information provided does not support claims of compliance Proposal is non-compliant to the requirements Not signing Proposal Proposal Evaluation • Technical Proposal will be reviewed and evaluated individually by the Authority in accordance with Procurement policy and procedures. • Price offers will be evaluated only for those proposers whose technical offers have been determined to be technically acceptable. The Authority will evaluate the proposal for its completeness, clarity, conciseness, realism and responsiveness to the RFP-requested information. Award • Awarding without discussion… – Award based on initial proposals can happen if the Authority receives an offer that conforms with the Solicitation and provides the greatest overall benefit to the Authority, all factors considered – Don’t assume you can improve your position during discussions, there may not be discussions • However,… …the Authority Reserves the Right to Conduct Discussions Technical Proposal and Cost Proposal for the work described herein shall be submitted separately by the Offeror as to be received at the Office of Procurement, Washington Metropolitan Area Transit Authority, Room 3C-02, 600 Fifth Street, NW Washington, DC 20001 Telegraphic offers will not be considered unless authorized by the solicitation; however, offers may be modified or withdrawn by written, electronic or telegraphic notice, provided such notice is received prior to the hour and date specified for receipt. The separately sealed Technical and Cost Proposals must be marked with offer under Solicitation RFP No. FQ12204/WJG; amendment(s) must be acknowledged on the Technical Proposal Form and Price Proposal Form. WMATA requires a minimum acceptance period of 120 calendar days.
