From the Executive Director & Board President
We begin with a word of thanks to all who supported our mission over the last year. The generosity in the form of
financial gifts, donations of food and clothing or gifts of time have all made a tremendous difference in the work done at
the Center to help families and individuals navigate through trying circumstances. For 45 years, the Center has held close
to its mission to “provide an immediate response to basic human needs and promote pathways to self-sufficiency.” The
community has been extremely generous in its support of this organization and for that we are very grateful.
Over the last year, the Center assisted over 28,000 unduplicated people in our community in the quest to go from survival
to success. In so doing, the Center continued to offer two tiers of service programming; the drop-in Intervention Program
and the appointment based Pathways to Self-Sufficiency pilot Program which features longer term case managed care.
And of course, we could not accomplish our goals without being partner-centric. We have more than a half-dozen close,
long-standing partnerships to provide housing, education, health and mental health services for our neighbors as they
move across the human services continuum.
Much of the year was spent raising funds for phase one of the Investing for a Better Tomorrow capital campaign’s
construction project on the Program Services building, located next door to the Center. This facility will be a one-stop
location for all programs serving clients. We’ll be able to provide more complete services to our community, and all under
one roof. More importantly, we can fully serve both ends of our mission statement of “providing an immediate response
to basic human needs and promote pathways to self-sufficiency.”
We held our groundbreaking event in April and construction began in May. By early 2015, the New Program Services
building will become a reality. This new facility will allow clients to receive help with a variety of our services, all under one
roof; from intervention to shelter, Tenant Landlord Counseling and of course the Pathways Program. Wherever people fall
on the self-sufficiency continuum, we will have a program to optimally serve them; we recognize what we have been able
to accomplish but look forward to what is ahead. So much of this planning and dreaming would not be possible without
the support of our wonderful donors and volunteers.
Yes, there is much to be done in the years ahead. But for all of the above mentioned reasons, we feel positive about
what’s to come.

Program Areas
Wherever clients are on the continuum of need, whether they have experienced a temporary setback or have
never been able to “make it” on their own, the Action Center can help. A dedicated staff and volunteer
program services team offer clients a hand up by meeting not only their immediate needs like food, shelter
and clothing but also by connecting clients to the resources and tools that will help them find their pathway
to self-sufficiency. Through Intervention, Prevention and Connection services, the Action Center gives help,
provides hope and builds dignity while breaking the cycle of poverty.
Intervention
A household in crisis requires the most basic of needs to be met first, before planning for a sustainable
future. Each day, an average of 160 households access the food pantry and clothing bank, along with other
services like bus passes, personal care items and the 22-bed homeless shelter. Intervention services stabilize
families and individuals while they work with case managers to create a longer-term self-sufficiency plan.
Prevention
Often times client households can ward off a crisis before it begins, or re-gain stability with short-term or
seasonal help from prevention services. For some, short-term assistance might be a five-day supply of food,
help to pay a rent or utility bill, household items or even tenant/landlord counseling. Many times, prevention
means covering extra costs that are incurred at specific times of the year. The Action Center’s seasonal
preventative programs like School Supply Distribution, Thanksgiving Food Distribution and Santa Shop all
help to reduce the strain on fragile finances.
Connection
After immediate needs are met, the Action Center promotes pathways to self-sufficiency most effectively by
connecting clients to resources and other programs in the community that offer the tools to break the cycle
of poverty. Connections and referrals help clients improve their education, health care opportunities,
housing and employability.

The Action Center offers the single-most
comprehensive range of services to struggling
residents of Jefferson County and the homeless.
We meet the immediate needs for our clients, treating
them with respect and dignity.
Then we provide clients with the resources needed to
develop pathways to self-sufficiency,
breaking the cycle of poverty.
A Better Tomorrow
Since the spring of 2010, The Action Center has been developing and implementing a plan that will meet the needs of the
community for the next 20 years. A capital campaign called “Investing for a Better Tomorrow” was launched to raise funds
for a three-phased project. The first of the three phases kicked off on April 15, 2014 with a groundbreaking ceremony to
begin construction on the new Program Services building.
The new building will allow the Action Center to better address the needs of our struggling neighbors and collaborate
more effectively with our partners. Adding a second level to the building ensures convenience for clients and lessened wait
times. A larger office space provides more privacy for both clients and client advocate volunteers to address issues.
Additional offices also allow the Action Center to embark on two distinct programs, Intervention Services and the
Self-Sufficiency Pathways Program. The new building will improve Intervention Services by doubling the amount of client
service advocates who will assist in addressing immediate needs of our clients. In the Self-Sufficiency Pathways Program,
clients make the deliberate decision to achieve self-sufficiency by working with their case manager over a six-month time
period. The Program Services building is estimated to open in early 2015.
Self-Sufficiency Pathways Program
The opening of the new Program Services building allows the Action Center to embark on a distinct program, the
Self-Sufficiency Pathways Program, in which clients make the deliberate decision to achieve self-sufficiency by working
with their case manager over a six-month time period. The program, which has previously been in the pilot-stage, focuses
on self-empowerment and motivational interviewing practices. The program is designed to assist participants in obtaining
self-sufficiency as it is defined for each individual. Participants meet with a case manager to receive basic life skills
coaching. Participants will also be provided with necessities throughout the program to further assist them in stabilizing
key life areas along their pathway to success and connections to services. Additional office space on the second floor
of the Program Services building allows the Action Center to signifcantly expand the Self-Sufficency Pathways Program,
while providing privacy and convenience for clients.
On average,
the Action Center provides
services to 150 households
every day.
Children under the age of 18
is the largest population
served at the Action Center.
Our clients are 53 percent male
and 47 percent female.
School Supply Distribution
A record breaking 5,181 children received school supplies at the 2013 distribution during the
first week of August. That is a total of 2,092 households, of which, 500 were first-time users of
our services.
This distribution was the largest and most efficient in the 13 year history of the event. Many
small, yet critical changes were made to the process which made for a significantly more
enjoyable experience for clients. Wait times were reduced, new clients were able to register
on-site and the children received free books while they were waiting. The atmosphere
was joyful. This event is simply not possible without the hard work and dedication of
volunteers and donors.
Thanksgiving Food Distribution
The 2013 Thanksgiving Food Distribution allowed more than 2,500 families to take home a box filled with the ingredients needed
to make a traditional Thanksgiving dinner, including potatoes, vegetables, pie, and a gift certificate to Safeway to purchase a
turkey. The unique drive-thru process allows the Action Center to better serve struggling clients - providing help, hope, and
dignity. Clients remain warm in their cars while volunteers are on hand to pass out food. More than 400 volunteers assisted with the
Thanksgiving Distribution in 2013, including Ameristar Casino employees.
For many clients, the thought of providing a traditional holiday meal for their family can be overwhelming. “For clients at the Action
Center, the economics of providing a feast are completely out of reach and the premise of celebrating a holiday of abundance and
prosperity seems impossible. These feelings are compounded further with the recent cut backs in food assistance programs,” said
Barbara Penning, Director of Volunteer Programs and In-Kind Donations.
Santa Shop
For those with an unstable financial situation, providing holiday gifts can feel nearly impossible when they are already
struggling to pay bills, rent and provide food for their family. The Action Center’s seasonal preventative program, Santa
Shop, alleviates this burden by inviting clients to “shop” for new holiday toys for their children, free of charge. This
essential resource helps parents bridge the gap at this time of year when increased expenditures can strain a family’s
financial stability. “The holiday season can really put pressure on family budgets, especially when it comes to providing a
special experience for your children,” said Mag Strittmatter, Executive Director. The annual Santa Shop program provided
holiday toys to 4,068 children in 2013.
Client Story
When we first met Stephanie at the Action Center, she was having a rough time. She had just lost her job, injured her
ankle, had a broken-down car and was on the verge of being evicted from her apartment because she could not afford
her rent. Luckily, Diane, a Health Navigator at the Action Center, was able to provide her and her two young sons with
a five-day supply of food and rent assistance so they would not be forced onto the streets. Stephanie visited Diane a
couple more time before Diane asked her if she would be interested in participating in the Self-Sufficiency Pathways
Program, a service to clients that assists them on their way to self-sufficiency. Stephanie enthusiastically agreed! Diane
helped Stephanie enroll in GED classes so she would be able to earn the high school degree she had always dreamed
of. Stephanie began interviewing for jobs, and quickly found a full-time position, which she still works at today. Although
she still didn’t have a car, she began taking the bus and RTD system to get to work each day. Concerned about the high
costs of daycare for her two sons, Diane was able to get Stephanie’s sons into the Boys and Girls Club’s before and after
school program.
Stephanie was on the road to self-sufficiency, but she still wanted more out of life. She began volunteering her time on
the weekends at Hands Automotive’s “Car Care Clinics,” which exists for the purpose of providing oil changes and
maintenance for vehicles owned by single mothers and widows in need. Through this volunteer program, Stephanie is
learning valuable skills, such as how to change her motor oil, and donating her
time to those less fortunate than herself. Hands Automotive was so impressed
with her commitment to helping others that they fixed up an old Jeep and
sold it to her for just $700! Stephanie is now able to drive to work every day,
continuing her GED education, working full-time, and has saved up enough
money in case of any future crisis. The Action Center applauds Stephanie on
her perseverance in the Pathways Program, as well as her willingness to go
above and beyond in order to help others in need.
Volunteer Programs
Volunteers play a vital role to the Action Center’s growth and success. In FY2014, approximately 5,000 volunteers and
3,500 groups donated more than 100,000 hours to the Action Center. More than 660 new volunteers and 146 volunteer
groups joined the Action Center’s volunteer corps to provide basic needs and resources to self-sufficiency to residents of
Jefferson County and the homeless. A strong team of Volunteer Leaders was put in place to lead other volunteers and
assist staff members with day-to-day volunteer management. Being a Volunteer Team Leader provides volunteers the
opportunity to use their professional leadership skills to support Volunteer Programs. A Saturday Food Rescue volunteer
shift was put into place to sort food donations that come in throughout the week from participating grocers in the
Denver area. Volunteer Team Leaders are responsible for staffing the Saturday Food Rescue shifts with at least 20
volunteers and coordinating the sorting. Volunteer Managers, Lorraine Alcott and Nira Duvan, transitioned volunteer
registration to an online platform that provides accessibility and ease to the volunteer sign-up process. The Action Center
was granted four AmeriCorp NCCC teams throughout the year. They played a critical role in donation dock support,
food and clothing sort and warehouse organization. More than 600 volunteers and groups donated hundreds of hours at
the Action Center’s three preventative programs: School Supply Distribution, Thanksgiving Distribution and Santa Shop,
which provide necessities to families and individuals so their stability will not be put in jeopardy. The Action Center’s
expansive volunteer corps continues to play a crucial role in the Action Center’s mission by providing immediate needs to
clients and assisting them along their journey to self-sufficiency.
