Reputed institutions such as National Institute of Design (NID) and National Institute of Fashion Technology (NIFT) have been appointed as cluster development agents. The diagnostic survey work is completed in 20 Cluster. The inputs such as skill development, design and product development, improved tools and equipments, marketing assistance, publicity, export assistance, common facility center, artisans’ welfare schemes and margin money for working capital will be implemented in the clusters. The small & Medium Enterprises are the major contributor to the economy especially they have provided large employment opportunities. The state Government intents to give financial assistance to such industries on interest paid by them financial institute. Who will eligible to get the benefit ? Units which are registered as SSI or SSSBE with respective DIC or the unit registered under IDR Act 1951 amended from time to time with the Government of India and having investment in gross fixed asset (Land, Building, Plant and Machinery) not exceeding Rs.10 Crore are eligible to get benefit under this scheme for following 1. For establishing new Industries Unit which commence commercial production during operative period of the scheme. 2. Carry out expansion or diversification by existing SMEs with investment more then 50% in its existing gross fixed capital investment after expansion/diversification the unit should continues to satisfy definition of SME. 3. For Modernization of existing SME by investing more then 25% in its existing gross fixed capital investment for any of the purposes bellow. o
For adopting new production process to achieve savings in Power, Pollution and improve productivity. o
Installing new equipments, machineries etc., for adopting new technology or to make relevant change in the existing Plant and Machinery for the same purpose. o
To change existing layout plan for improving quality of products. Note: Mere replacement of existing machineries will not be qualified as modernization. Assistance Available •
Interest subsidy at the rate of 5% will be available on interest levied by the financial institution. However, unit will be required to pay minimum 5% interest per annum to the Financial Institutions. Accordingly, if the rate of interest is less than 10%, the interest subsidy shall be reduced to that extent. If the unit is availing benefit under Government of India, Scheme, total interest subsidy by Government of India & the State Government shall be granted in such a way that the unit shall have to bear minimum 5% interest on the loan. •
Maximum financial assistance Rs. 5 Lakhs in a year and Rs. 25 Lakhs In 5 Years. •
Interest subsidy is given only on interest paid by the unit to the financial institutions. Penal interest or other charges will not be reimbursed. Check List For Sanction of interest subsidy unit will submitted following document along with prescribed application form. •

The applicant unit has to apply with required documents as mentioned in check list to district industries centre of respective district. 2. On receipt of application DIC will scrutinize the application and quarry letter will be issued within 7 working days for in complete application. 3. On receipt of application along with all required documents, it will be scrutinized by DIC and General Manager will issue sanction/rejection letter within 10 working days. Procedure for disbursement 1 After starting commercial production unit will apply to DIC for claim of interest subsidy. 2 On receipt of interest subsidy claim with all document mentioned in check list. The physical inspection will be carried out by DIC for the following purpose. •

Whether unit has started commercial production or not? Conditions of local employment are fulfilled or not? Conditions of expansion/diversification/modernization are fulfilled or not? The above inspection will be completed within 15 working days and report will be submitted within working 10 days. •
On receipt of Inspection Report, General Manager will issue disbursement/rejection letter within 10 working days. •
After issuance of the disbursement letter. The interest subsidy will be disbursed within 10 working days subject to the availability of grant. Other Conditions 1. If the unit has availed term loan from more than one financial institution the unit will get benefit only for one Financial Institution/Bank which it selects. 2. The interest subsidy will be considered from the date of payment of first installment of term loan. 3. Disbursement will be made only after unit go into commercial production. 4. Interest subsidy will be given to the units which are paying regular installments and interest to the financial institutions. If the unit becomes defaulter, it will not get interest subsidy for the default period and such defaulting period will be deducted from 5 years period. 5. Unit will have to remain in production at least for 5 years from the commencement of commercial production. 6. Unit getting subsidy from other scheme of State Government or any other State Agency under any other scheme will not get interest subsidy under this scheme. However, the unit receiving benefits under Government of India Scheme would be eligible to avail benefit under this scheme. 7. Unit will have to furnish information regarding production, employment etc., whenever asked by the Government. 8. Unit getting benefit under GBIFR scheme will not get incentive under this scheme. 9. If unit has any pending Government dues, it will not get assistance under this scheme unless it pays all such pending dues. Government Resolution No : APN/102003/1161(1)/I, Dated 10.06.2004 Operative Period : 10.06.2004 to 09.06.2009 The Scheme Gujarat Industrial Policy 2003 emphasis on quality upgradation in manufacturing industries. The Govt. of Gujarat recognizes the importance of this important factor and has therefore, decided to extend its scheme of quality upgradation to reimburse the expenses incurred for acquisition of quality certification by industrial units. Who will be eligible to get the benefit ? The Scheme is applicable to all SSI units which are registered as SSI/SSSBES with respective DICs or a medium or a large unit which has obtained approval under Industries (Development & Regulation) Act, 1951 as amended from time to time with respect to Industrial licensing policy. Eligible Expenditure and quantum of assistance An eligible unit incurring expenditure for acquiring quality mark such as BSI, ISO 9000 series, ISO 14000 series and ISO 18000 series and other products specific quality mark such as WHO GMP, CE, HACCP and others as recognized by the Government will be entitled to avail financial assistance towards expenditure incurred. Check List The eligible unit will have to apply to concern DICʹs in prescribed format along with following document within one year the date of received of certificate. 1. Copy of SSI registration/IEM acknowledgment. 2. Copy of Quality certificate 3. C. A Certificate for expenditure 4. expenditure statement 5. The unit will have to apply to concern DICʹs in prescribed format for assistance along with document as mentioned in check list with one year from the date of receipt of quality certificate. 2. On receipt of application with all details DIC will carryout inspection for verification of document and eligible expenditure as prescribed in G. R. They have to continuously upgrade technology and modernize their plants. To make SMEʹs globalize Competition State Govt. has introduce this scheme to assist such units for technology up gradation. Who will be eligible Any SSI unit having Permanent SSI registration with DIC or any medium and large industrial unit having approval under IDR Act having investment in gross fixed assets covering land, building and plant and machinery not exceeding Rs. 10 crore. Assistance Available Financial assistance in the form of interest subsidy @ 3 % per annum will be provided on term loan received from financial Institutions/banks towards purchase of equipments necessary for technology upgradation . The period of assistance will be for five years subject to maximum of Rs. 3 lacs per year. .Check List Unit along with prescribed application will submit following documents. 1. The unit will have to apply in prescribed format along with required documents as mentioned in Check list to Industries Commissioner office. 2. On receipt of complete application along with all required documents. I. C. office will scrutinize the application and will put up before State Level Committee within 15 days or will write to unit for missing details if any within 10 days. 3. State Level Committee will reject/approve the proposal on merit. The unit as well as DIC will be informed the SLC decision within 10 days. 4. The unit will submit following documents to DIC for disbursement. o Loan Sanctioned letter. o Loan disbursement letter o Prescribed Certificate from financial institute for interest payment (Click here) o Affidavit as prescribed in application form. o 1st Sale bill after completion of technology upgradation o GPCB Consent 5. The receipt of above document DIC within 15 days will verify above documents and will also carry out inspection to see that machineries for TUF are installed and run satisfactory. DIC will also verify local employment criteria. 6. After receipt of satisfactory report, DIC will issue Disbursement letter to the unit within 10 days. Government Resolution Industries and Mines Department, Government of Gujarat Resolution No. : TEX‐10‐2006‐1161‐T, dated 20‐01‐2007 Operative Period of the Scheme : From 20‐01‐2007 to 19‐01‐2012 Abstract of the Scheme : Technical Textile are defined as textile materials and products used primarily for their technical performance and functional properties rather than their aesthetic or decorative characteristics. Other terms used for defining technical textile include industrial textile, functional textile, performance textile, engineering textile and high‐tech textile. Depending on the product characteristics, functional requirements and end‐use applications, the highly diversified range of technical textiles have been grouped into 13 sectors application wise. Who is eligible to get the benefit : A Micro, Small, Medium or Large enterprise is eligible. This scheme is applicable both for existing units for expansion / up‐gradation or for a new unit in this field. The following enterprises, whether proprietorship, Hindu undivided family, association of persons, co‐operative society, partnership or undertaking of any other legal entity, by whatever name called engaged in the manufacture or production of goods are defined as, 1. A Micro enterprise, where the investment in plant and machinery does not exceed Rupees Twenty Five Lakh. 2. A Small enterprise, where the investment in plant and machinery is more than Rupees Twenty Five Lakh but does not exceed Rupees Five Crore. 3. A Medium enterprise, where the investment in plant and machinery is more than Rupees Five Crore but does not exceed Rupees Ten Crore 4. A Large enterprise, where the investment in plant and machinery is more than Rupees Ten Crore. 5. An entrepreneur who intents to set up a new Micro, Small or Medium enterprise has to file Entrepreneurs Memorandum Part‐I with the respective District Industries Centre. And, after going in to production, the entrepreneur has to file Entrepreneurs Memorandum Part‐II with the respective District Industries Centre. 6. Large enterprise must have Industrial Entrepreneurs Memorandum Acknowledgement / Letter of Intent / 100% Export Oriented Unit registration from Secretariat for Industrial Assistance, Department of Industrial Policy and Resolution, Ministry of Industry, Udyog Bhavan, New Delhi. Under the scheme, activities pertaining to all 13 areas and listed machinery of Technical Textiles under Textile Up‐gradation Fund Scheme of Ministry of Textiles, Government of India will be eligible to get benefit. However, addition of new technology over and above the specified list may be considered by the Committee from time to time and case to case after taking expert opinion from Ahmedabad Textile Industryʹs Research Association, Ahmedabad / Synthetic & Art Silk Mills Research Association, Surat / Man Made Textile Research Association, Surat or any other technical institution to be decided by State Level Committee from time to time. Assistance Available : 10% subsidy on purchase of plant and machinery of Technical Textiles The maximum subsidy amount will be Rs.100 lakhs paid only once for existing units for expansion / up‐gradation or for a new unit. Procedure for Sanction and Disbursement : 1. The Industrial Unit shall apply in prescribed application form along with the required documents as per checklist to the respective District Industries Centre. District Industries Centre will scrutinize the application form and documents. Completed application form along with documents shall be forwarded by District Industries Centre to Textile branch of Industries Commissionerate, Gandhinagar and for incomplete application form / documents, District Industries Centre shall write to concerned unit to complete the application form/ documents. (Time limit : 7 working days) 2. On receipt of completed application form, Textile branch of Industries Commissionerate, Gandhinagar shall prepare the agenda and put before State Level Committee for approval. (Time limit : 15 working days) 3. Textile branch of Industries Commissionerate, Gandhinagar shall issue sanction letter to the unit and respective District Industries Centre. (Time limit : 7 working days) 4. For getting disbursement of subsidy, the unit shall apply on their letter‐head and submit the following documents to respective District Industries Centre. o

Industrial Park is required to have minimum infrastructure facilities required for the park, namely internal roads, water distribution network, drainage treatment, effluent treatment, power distribution network, communication network and other facilities. 4. The Industrial Park must have minimum 50 % investment in infrastructure facilities excluding construction of sheds. 5. Infrastructure facilities in Industrial Park will be developed Minimum area to be allocated for industrial Units shall not be less than 50% of the total allocable area. 6. The Developer who availed the incentives under this scheme is not entitled to avail the incentive under any other schemes of the State.
