EXPRESSION OF INTEREST
FOR EMPANELMENT OF CONSULTANTS FOR RESEARCH STUDIES

PURPOSE OF EXPRESSION OF INTEREST (“EOI”)
Exim Bank has an in-house Research and Analysis Group undertaking research activities viz. regional /
country studies, sectoral studies and policy related studies on international trade and investment (each
a “Project”). These studies are published in the form of occasional papers, working papers and books.
Exim Bank now intends to supplement the activities of its Research and Analysis Group by empanelling
Individuals, Research Institutions/Entities or Corporates (“Consultants”) for conducting such research
studies on behalf of Exim Bank.
DISCLAIMER
This EOI does not constitute an offer or an invitation by Exim Bank to prospective Consultants. The
purpose of this EOI is to elicit information from interested parties, as regards their eligibility to bid, with
a view to shortlist and empanel pre-qualifying prospective Consultants.
This EOI does not purport to contain all the information, a prospective applicant may require. Each
prospective applicant should conduct an independent assessment of the information in this document.
Exim Bank reserves the right to accept or reject any or all of the offers at any stage of the process and
also reserves the right to change any or all of the provisions of this EOI, which change would be updated
on this website.
Exim Bank reserves the right to change, modify, add or alter the bidding process including inclusion of an
additional stage for short listing of pre-qualified Consultants based on detailed evaluation of capabilities.
ELIGIBILITY CRITERIA FOR QUALIFICATION
The following Eligibility Criteria has to be met by each Consultant.
 By a Corporate /Research Institution:
1. The Consultant should preferably have a minimum professional staff strength of twenty (20)
employees with an office in Mumbai.
2. The Consultant should have been in business for at least three financial years.
3. The Consultant with an office/ presence or tie up outside India, especially in countries
where Exim Bank has its overseas representative offices viz. Addis Ababa, Dubai,
Johannesburg, Singapore, Washington DC and Yangon, will be preferred.
 By an Individual:
1. Consultants with a PhD in economics/ related discipline or those with domain expertise will be
preferred
2. The Consultant should have to his credit paper publications in national and international journal
of repute.

In addition to the aforesaid, each Consultant would need to note / comply with the following:
General Terms:
i.
The Consultant should not be disqualified/blacklisted or under any investigation for
being disqualified or blacklisted by Reserve Bank of India, Indian Banks’ Association
and/or by any other Bank/Financial Institution. A declaration by the Consultant to that
effect is to be enclosed with the Application.
ii.
The Consultant shall have sufficient experience in working with financial institutions /
corporate houses in Private and Public sector.
iii.
Exim Bank reserves the right to terminate the services of the Consultant at any point of
time, without assigning any reason thereof.
iv.
Exim Bank reserves the right to reject all or any application/proposal without assigning
any reason thereof.
v.
The Consultant shall maintain confidentiality on all matters disclosed till proper
instruction is issued for publication. Exim Bank reserves the right to impose penalty in
case of any violation of the above.
vi.
All intellectual property of the material /papers/research studies submitted by the
Consultant for evaluation shall be the original work credited to the name of the
Consultant and should not be disputed.
vii.
All intellectual property developed during the course of the study (including research
reports, data, etc.) shall be the exclusive property of Exim Bank, and Exim Bank will
have full authority and discretion towards the manner in which it is utilised, with or
without acknowledging the Consultant. An undertaking by the Consultant to that effect
is to be enclosed with the Application.
viii.
Conditional or Incomplete Applications for empanelment are liable to be rejected.
ix.
Short Listing of the Consultant will be done strictly on the criteria given in this EOI
document.
x.
Exim Bank reserves the right to amend, modify, add or delete, accept or reject in part or
full any conditions mentioned as above without assigning any reason thereof and the
decision of Exim Bank will be final.
xi.

xii.
Exim Bank’s decision will be final in selection of the Consultants. The Consultants
selected by Exim Bank will be informed accordingly.
xiii.
Any disputes or differences arising / relating to this EOI will be subject to the laws of
India and the parties submit to the exclusive, jurisdiction of the Courts in Mumbai.
SELECTION PROCESS
Exim Bank proposes to utilize both this EOI and a subsequent Request for Proposal (RFP) as a selection
process for execution of a Project.
Exim Bank shall follow a two stage selection process as detailed below for empanelment of Consultants.
First Round:
The EOI submitted by the Consultant, per format prescribed at Annexure I or Annexure II (as applicable)
would be evaluated based on the profile and eligibility criteria for qualification set out in this EoI at the
Schedule and Consultants would be shortlisted.
Second Round:
The Consultant(s) shortlisted as above, will then be invited to make a presentation to Exim Bank’s Senior
Executives at the Head Office of Exim Bank in Mumbai. Based on the aforesaid, Consultants would be
selected for empanelment with Exim Bank as Research Consultants (“Empanelled Consultant”) for a
period of 2 (two) years subject to the satisfaction of the Bank. This period can be extended at the
discretion of Exim Bank.
Note : Empanelment of a Consultant does not ensure any liability on the part of Exim Bank for award of
the work. As and when, the need arises, in the sole discretion of Exim Bank a separate RFP may be
invited.
Request For Proposal
As and when the need arises for commissioning of a Project, such Empanelled Consultant(s), with
expertise in the focus area of the Project, would be asked to submit a RFP. After evaluation of the RFP,
an Empanelled Consultant will be selected for execution of the Project.

SUBMISSION OF EOI
The completed EOI should reach the undermentioned address before close of business hours on
September 28, 2015. The sealed envelope containing the EOI shall be clearly superscribed

PAYMENT TERMS:

The Project(s) will be for specific research assignments on a retainership basis, on a mutually
agreed fee and payment schedule.
All applicable taxes including Income Tax etc will be deducted at source as required under
Income Tax, 1961 and other relevant provisions of law as applicable.
DISQUALIFICATION
The following among other conditions to be determined in the sole opinion of Exim Bank would qualify
for disqualification of the Consultant
1. Failure by the Consultant to adhere to the minimum submission requirements.
2. Submission of EOI after the response deadline.
3. Making misleading or false representation in the forms, statements and attachments submitted
in proof of the eligibility requirements.
4. Record of poor performance such as abandoning work, not properly completing the contract, in
ordinate delay in completion, litigation history, or financial failures.
5. Consultants who canvass or attempt to influence the qualification or selection process shall be
disqualified from the process at any stage.
