RENSSELAER COUNTY LEGISLATURE
HISTORY AND ROLE IN COUNTY GOVERNMENT
The Rensselaer County Legislature is composed of 19 members who represent
the more than 150,000 county residents. Legislators are elected at a general election in
odd numbered years for a four-year term, and represent six legislative districts. The
Legislature is the policy-making body of Rensselaer County.
Established in 1970, the Legislature replaced the Board of Supervisors as the
legislative unit of the county, following the reorganization of the city wards and towns
into five legislative districts. The results of the 2000 census determined the need for a
sixth district. In 1972, Rensselaer County voters approved, by referendum, a proposed
county charter that restructured county government based on the separation of
executive and legislative functions and redefined the powers and duties of the
Legislature.
As outlined in the Charter, the powers and duties of the Legislature include
primary responsibility for the finances of the county. The Legislature adopts the annual
county budget, levies taxes, and makes fiscal appropriations. The Legislature is also
empowered to establish and oversee county services and programs through the
enactment of local laws and resolutions and the appointment of county officials.
The Legislature conducts monthly meetings at 6:00 P.M., on the second Tuesday
of every month (Wednesday if Tuesday is a Holiday) and public forums on the
Wednesday preceding the monthly meeting (Tuesday if Wednesday is a Holiday). It may
also convene in special session at the request of the Chairman.
Meetings are held in the Legislative Chambers, third floor of the Rensselaer
County Government Center, 1600 Seventh Avenue, Troy, New York.
