Major Subdivision Process Summary
A step by step generalized overview of the Major Subdivision process…
A major subdivision involves:
 the creation of more than 5 lots (including the remainder) from the original tract, and/or
 the creation or extension of any public or private roads or easements of access, and/or
 all land divisions not excepted (See Section 1.8), adjacent property transfers (See Section 3.16), or covered by the minor land division process
(See Section 3.1) must follow the regulations for creating a major subdivision. Section numbers referenced are from the Subdivision, Land
Division, Development and Congestion Prevention Regulations for Licking County, Ohio.
1. Meet with Licking County Planning Commission (LCPC) staff for a pre-application conference to discuss plans
(recommended).†
2. Submit a completed Sketch Plan Application Form along with a sketch plan for review by the Technical Review

Submittals must be in accordance with Section 3.3: Sketch Plan of the Subdivision Regulations, Land Division, Development and Congestion Prevention
Regulations for Licking County, Ohio.
 In lieu of Section 3.31 (2, 5), the applicant or their designee is now responsible for submitting completed applications and plans directly to
the applicable reviewing agencies. Please contact LCPC staff for a listing of TRC members and materials to be submitted to the TRC
Members. The LCPC will continue to coordinate the scheduling of TRC meetings and send out meeting notices.
Application fees are paid upon submission of the Preliminary Plan to the LCPC staff. Please refer to the Licking County Planning Commission

Applications are reviewed by the TRC during regularly scheduled meetings as published in the Licking County Planning Commission Meeting

There is no formal approval of a Sketch Plan, though it is a critical submittal in the eyes of the Planning commission Staff where opportunities
and constraints are jointly identified and reviewed. The developer is expected to incorporate the comments of the TRC into the Preliminary
Plan application documents.
3. Submit a completed Preliminary Plan Application Form along with a preliminary plan to the LCPC for review by

Preliminary Plan submittals must be in accordance with Section 3.4: Preliminary Plan of the Subdivision Regulations, Land Division, Development and
Congestion Prevention Regulations for Licking County, Ohio.
 In lieu of Section 3.44 (2, 3, 4, 7), the applicant or their designee is now responsible for submitting completed applications and plans
directly to the applicable reviewing agencies. Please contact LCPC staff for a listing of TRC members and materials to be submitted to the
TRC Members. The LCPC will continue to coordinate the scheduling of TRC meetings and send out meeting notices.
Plan must consist of for following:
 Article 4 – Subdivision Design Standards
 Article 6 – Urban Soil & Sediment Pollution Control & Stormwater Management
 Article 8- Congestion Prevention and The Licking County Thoroughfare Plan
 Other sections as applicable.

The approval of a Preliminary Plan shall be for a period of twenty-four (24) months from the date of the LCPC Board approval (Section 3.48).
The preliminary plan approval of phased subdivisions will be automatically extended for a period of twenty-four (24) months from the date of
the recording of the final plat of any phase of the subdivision.
**If needed, any VARIANCE approval from any regulatory requirement of a government entity is required before final review approval of
the preliminary plan is granted.**
4. Construction Plans and Pre-Construction Conference


The developer shall submit a complete set of construction plans according to the Subdivision, Land Division, Development and Congestion Prevention
Regulations for Licking County, Ohio (Articles 4, 5 ,6 ,7 , & 8) and must have received complete approval from the appropriate authorities prior to
beginning any on-site improvements (Section 3.49).
 In lieu of Section 3.49 (1, 4), the applicant or their designee is now responsible for submitting completed applications and plans directly to
the applicable reviewing agencies. Please contact LCPC staff for a listing of TRC members and materials to be submitted to the TRC
Members. The LCPC will continue to coordinate the scheduling of TRC meetings and send out meeting notices.

All developments NOT exempt from construction plans shall be required to have a Pre-Construction Conference prior to any earth disturbing
activity.
**Construction Plans may be submitted and reviewed in conjunction with the Preliminary Plan submission.**
5. Inspections



After a pre-construction conference is conducted, the developer may start construction. 48 hours prior to the start of construction the
developer shall notify the inspection agencies of the date construction will commence.
Inspections will be conducted by the Licking County Engineer’s Office (and/or designee), Licking County Soil and Water Conservation
District, Licking County Planning Commission and the Water and Wastewater District having jurisdiction. Items inspected may include but
may not be limited to soil and erosion control measures, stormwater infrastructure, roadways and water and wastewater infrastructure. Other
agencies may have inspections as well depending on the type of development. The inspecting agencies may require fees for inspection. Please
contact the agencies to inquire about inspection fees.
The Licking County Engineer’s Office conducts inspections in accordance to Appendix XIII: Development Inspection Schedule.


Upon completion of construction the developer shall have the engineer for the project prepare as-built survey and plans in accordance with Section
7.14: Acceptance of Improvements and/or Release or Reduction of Guarantee, and Appendix XVII: As-Built Survey Minimum Requirements.
Once construction is complete, the developer is responsible for contacting the LCPC for a final walkthrough inspection to be conducted. Once all
inspecting agencies verify in writing that the development is compliant with applicable regulations a letter of compliance will be issued to the
developer stating that the development is complete and in compliance with the approved construction plans, applicable regulations and conditions of

**All improvements must be constructed, receive final inspection and approval, along with any required petitions for dedication shall be submitted
prior to a final plat being reviewed and approved by the LCPD board.**
6. Final Plat Application and Plat Review



The subdivider shall submit a final plat of the subdivision as well as drawings and specifications of the improvements in accordance with Section 3.5:
Final Plat of the Subdivision, Land Division, Development and Congestion Prevention Regulations for Licking County, Ohio.
 In lieu of Section 3.49 (1, 4), the applicant or their designee is now responsible for submitting completed applications and plans directly to the
applicable reviewing agencies. Please contact LCPC staff for a listing of TRC members and materials to be submitted to the TRC Members. The
LCPC will continue to coordinate the scheduling of TRC meetings and send out meeting notices.
An application for approval of a final plat shall be submitted on forms provided by the LCPC not less than 25 or more than 30 days prior to the next
meeting date of the LCPC.
The purpose is to ensure that all conditions, engineering plans, and other requirements have been completed or fulfilled and that required
improvements have been installed, or guarantees properly posted for their completion, prior to recording the Final Plat of the Subdivision.
7. Final Plat Approval or Disapproval
The LCPC shall approve or disapprove the final plat within 30 days after it has been officially accepted and it is in compliance with all regulations (See
Section 3.54). Failure of the Commission to act upon the final plat within 30 days shall be deemed as an approval (section 3.55).
 Approval (Section 3.56):
The original plat drawing shall be filed with the Licking County Recorder within 12 months from the date of approval by the LCPC
after all necessary certificates and signatures are received.
o Prior to recording the final plat, the subidvider shall have installed the required improvements or shall have furnished a guarantee
pursuant to Article 7 for the amount of the estimated construction cost of the ultimate installation of the required improvements.
**The LCPC may grant a one (1) year extension of the approval period of the final plat one (1) time.**

 Disapproval (Section 3.55):

Grounds for disapproval shall be stated in the records of the LCPC.
The subdivider may make the necessary corrections and re-submit the final plat to the Commission for its approval.
A petition may be filed within 60 days after disapproval in the Court of Common Pleas of Licking County.
8. Recording
As noted above the developer has up to one-year from the date of LCPC board approval to record the final plat. The plat is recorded by through the
following going to the following County agencies in the following order:

Licking County Engineer’s Office, this office will enter the plat on the official tax map, and then stamp, sign and date the plat.
Licking County Auditor Office, this office will enter that plat into the auditor’s records and then stamp, sign and date the plat.
Licking County Recorder’s Office, this office will enter the plat into the official plat records for Licking County, Ohio.
† Developers new to Licking County or who are unfamiliar with the Major Subdivision process are strongly encouraged to meet with the LCPC staff
prior to submitting a sketch and preliminary plans.
