FRANCIS J. BORIN ATTORNEY AT LAW Francis Borin is a partner in the Teaneck office of DeCotiis. He joined the firm in 1995 and became a partner in 2001. He is a member of the Government, Environmental and Green practice groups. Mr. Borin’s practice includes several disciplines and encompasses work in the areas of Public Utilities, Real Estate, Environmental Law and Government and Regulatory Affairs. Mr. Borin has extensive experience counseling both public and private entities in connection with large-scale development and redevelopment projects. He has successfully represented clients in connection with matters involving the state’s Local Redevelopment and Housing Law, as well as numerous real property, planning and environmental permitting issues. His work has involved the use of eminent domain to acquire properties for redevelopment projects, including the successful use of good faith negotiations for the purchase of a former petroleum tank farm and other contaminated properties. Mr. Borin currently serves as General Counsel to the North Jersey District Water Supply Commission, the largest public water supplier in the State of New Jersey. In that capacity, he has worked on numerous financing and constructionrelated issues associated with a large dam rehabilitation project and a major proposed plant improvement project. Mr. Borin has also assisted his client with the acquisition of properties deemed critical to the protection and enhancement of the watershed. Mr. Borin’s experience also extends to wastewater treatment matters. He previously served as General Counsel to both the Joint Meeting of Essex and Union Counties and the Edgewater Municipal Utilities Authority. His experiences there largely involved issues concerning public contracting and procurement, environmental permitting, and real estate. He recently represented the Edgewater Municipal Utilities Authority in the sale of its assets to the Bergen County Utilities Authority. That transaction involved significant issues of project finance, environmental permitting and real estate. Mr. Borin also assisted the Joint Meeting of Essex and Union Counties with its industrial pretreatment program and worked on numerous enforcement matters as a result of his client’s designation as a Delegated Local Agency of the New Jersey Department of Environmental Protection. More recently, Mr. Borin has represented the New Jersey Transit Corporation in connection with the acquisition of properties, both surface and subsurface, required for the construction of a new rail tunnel project connecting northern New Jersey with New York City. In that capacity, Mr. Borin has worked to develop legal strategies related to the acquisition of the required properties within the project timeline and has been responsible for the oversight of a number of attorneys working on various condemnation and property acquisition issues. Mr. Borin received his B.S., with a concentration in Finance, from Villanova University in 1990. He is a 1994 graduate of Fordham University School of Law, where he was a staff member of the Fordham Intellectual Property, Media & Entertainment Law Journal. Following law school, Mr. Borin clerked for the Honorable Kevin M. O’Halloran, Presiding Judge of the Superior Court of New Jersey, Bergen County, Chancery Division from 1994-1995. Mr. Borin has been a New Jersey resident for over 40 years.
