Purpose
This certificate provides a nationally recognised qualification for those working or seeking
work as a senior corrections officer engaged in providing safe, secure and humane
containment of prisoners whilst working towards reducing re-offending.
The qualification builds on the National Certificate in Offender Management (Level 3)
[Ref: 0678], and equips the trainee for more senior roles in the prison environment by:
• broadening the professional skills at level 3, so that the trainee has competence across
a greater range of activities performed in a normal prison;
• adding word processing and report writing skills to improve administrational capability;
• adding interpersonal communication skills mostly at level 4 to prepare the trainee for
increased levels of responsibility in relation to management and prisoners; and
• adding skills at level 4 and 5 relating to adult training to allow for facilitation of staff
training programmes for more junior levels.
The qualification is obtained by achieving credits for all compulsory unit standards. A
number of optional unit standards are available for use in some employment situations.
The qualification has been designed for training in the workplace, although the generic unit
standards could be achieved off-job.
Holders of this certificate may progress to the National Certificate in Offender Management
(Level 5) [Ref: 0975].
Special Notes
Prerequisite: The National Certificate in Offender Management (Level 3) [Ref: 0678], or
demonstrate equivalent skills and knowledge.
Recognition of prior learning: applications for recognition of prior learning may be made to
ElectroTechnology Industry Training Organisation or accredited providers.

Requirements for Award of Qualification
This qualification will be awarded to people credited with all the unit standards in the
compulsory section.
Award of NQF Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided in the Qualifications Authority Rules
and Procedures publications available at www.nzqa.govt.nz/ncea/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (Id). Any version of a standard with the same Id may be used to meet
qualification requirements that list the Id and/or that specify the past or current classification of the standard.

Version 2 of the qualification was issued following a major review of the offender
management unit standards by the industry. The review reflected the experience of
training, assessment, and industry experience since the last review as well as changes to
industry standards, policy, terminology, and procedure.
Changes to structure and content
• the Inmate Management domain was reclassified as Prisoner Management
• unit standard 14645 removed as an option because case management processes are
no longer used
• unit standard titles updated to reflect current standards, terminology, and processes
• reviewed Interpersonal Communications unit standards were updated
• the credit total was changed from 81-105 to 84.

Trainees may either complete the requirements of version 1 of the qualification or transfer
to version 2.
All new trainees will be enrolled in programmes leading to version 2 of the qualification.
It is not intended that anyone be disadvantaged by this review, and the above
arrangements have been designed for a smooth transition. However, anyone who feels
they have been disadvantaged may appeal to the ElectroTechnology Industry Training
Organisation at the address below.

Providers and Industry Training Organisations must be accredited by a recognised Quality Assurance Body
before they can register credits from assessment against standards. Accredited providers and Industry
Training Organisations assessing against standards must engage with the moderation system that applies to
