Introduction
This document details a TAFE SA state-wide approved approach for SA secondary schools wishing to deliver and
assess units of competency or the qualification from the following Training Packages:

UEE11 – Electrotechnology Training Package
RII – Resources and Infrastructure Industry Training Package
TAFE SA is only offering the units and/or qualification(s) listed in this document to schools under a VET in Schools
Arrangement (VISA).
TAFE SA as the Registered Training Organisation (RTO) requires that you use the enclosed information as a checklist
to ensure all physical and human resources are in place prior to delivery.
Teachers and VET Co-ordinators will need to have a thorough understanding of the requirements as presented in this
booklet.
For further information regarding the obligations of the School and TAFE SA involved in the auspice arrangement,
please refer to the overarching Memorandum of Administrative Arrangement (MAA) held with your school for VET
in Schools delivery.
TAFE SA is required to report all Auspice arrangements to ASQA.
How to go about setting up a VET in Schools Agreement
The following list provides a guide to get started.
1. Read through this booklet and ascertain if you and your school are willing to enter an auspice agreement
2. If the answer to item 1 is YES, then refer to the Self-Assessment Checklist and start gathering the required
information that demonstrates that you have these requirements in place
3. With your Self-Assessment Checklist underway, contact the TAFE SA Program Specialist with the details of
the course and/or units you wish to deliver
4. Your TAFE SA Program Specialist will make a time for themselves or another suitable program specialist to go
through the requirements with you
a.
Copies of teacher/trainers qualifications etc for submission to your TAFE SA Program Specialist will be
required
b.
You may need to submit other documentation or resources as evidence of your readiness
5. On successful demonstration that you and your school are ready for VET in Schools delivery you will receive
a letter of confirmation from TAFE SA – you must wait for this confirmation before you can commence
marketing or delivery with students
At the beginning of the academic year, or on confirmation of the agreement, you will need to work with your
students to set up their profiles through myTAFESA (online system). See section on School Obligations.

Teacher / Trainer / Assessor requirements
This section describes the requirements of secondary school teachers to deliver from the specified Training
Packages. The engagement of suitable teachers/trainers is a necessity for any VET in Schools delivery.
Requirements for delivery:
TRAINERS MUST:
i. hold the TAE40110 Certificate IV in Training and Assessment as a minimum qualification inclusive of the unit
TAELLN411(Address Adult language, literacy and numeracy skills)
ii. be able to demonstrate vocational competencies at least to the level being delivered and assessed; and
iii. be able to demonstrate current industry skills directly relevant to the training and assessment being provided
and;
iv. be able to demonstrate their current knowledge and skills in vocational training and learning that informs their
training and assessment.

TAFE SA has a range of options to assist teachers to obtain training and assessment qualification.
Contact your local campus or see the advert overleaf for further details.
Vocational competence required for each of the qualifications presented within this guide is listed under “Specific
Teacher/Trainer Requirements” for each qualification.
Mandatory 2016 Staff Development
TAFE SA is conducting a mandatory short PD session for VET Co-ordinators and VET Teachers. This session will cover
the administrative aspects of the VET in Schools Agreements and compliance requirements in readiness for VET
delivery in 2017.
This session will be held on: Thursday November 17th 2016, 2pm – 4pm (Online)
School Obligations
Schools are required to pay $250 per VISA schedule per qualification annually. TAFE SA will invoice the School on
approval of the VISA Schedule.
Schools must ensure that all students undertaking study under a VISA Schedule must be recognised as full-time
secondary school student.
The school will need to make a commitment to providing information in a timely manner that accommodates both
TAFE SA and Secondary School Sector reporting requirements. TAFE SA will make every attempt to provide the
school with as much notice as possible when requesting information, however this could be a minimum of 5 days in
extreme cases.

Schools are required to keep all assessment and resulting evidence for a minimum of 2 years.
Promotion of VISA Courses
A school can only promote a VISA program when the head agreement and appropriate VISA schedule have been
signed by both TAFE SA and the school.
Anytime a VISA program is promoted to students or is referenced in any print form it must contain the following
quote:
“In partnership with TAFE SA”
Should a school need to promote a VISA program before the appropriate documentation has been finalised then
consent from TAFE SA is required and print materials must include the words “anticipated delivery”.

Opportunity for Teachers
Certificate IV in Training and Assessment
TAE40110
To deliver VET in a school setting, you need to
hold the Certificate IV in Training and Assessment
(TAE40110) as well as have industry competency
and currency.
This program is for teachers who have completed the
Bachelor of Education (or equivalent) OR hold current
registration as a teacher with the Teachers
Registration Board of SA (or equivalent regulatory
agency)
Option 1: Certificate IV in Training & Assessment

Option 2: Upgrade from TAA40104 to TAE40110
For teachers who currently work within the VET
environment and deliver and assess competency based
training AND hold a current Certificate IV in Training and

Job Roles / Employment Outcomes
There are no specific job outcomes to the Certificate I in Engineering, but the skills achieved will assist in successfully
undertaking a Certificate II pre-vocational program or job outcome qualification, or will facilitate entry into an
Australian Apprenticeship.
Application
This qualification provides an introduction to the engineering/manufacturing industry, its culture, occupations, job
roles and workplace expectations. The units of competency cover essential work health and safety requirements, the
industrial and work organisation structure, work planning, and basic use of tools and materials. The qualification is
built around basic operations that integrates the skills and embeds the facets of employability skills in context. The
qualification is suited to VET in Schools programs or learners with no previous connection to the engineering
industry or relevant employment history.
Note on application of the Certificate II in Engineering
The Certificate II in Engineering is not suited, and should not be used for people who are not employed in an
engineering production or manufacturing environment. It should not be used for school students unless they are
formally engaged in a traineeship in accordance with the Australian Apprenticeships policy. Refer to training

The qualification has been developed on an assumption that competency will be developed through a combination
of on and off-the-job learning strategies such as those delivered through a formal traineeship. This qualification is
designed to provide an industry recognised skills profile related to production work as an Engineering/
Manufacturing Employee - Level III. Assessment of some units of competency must include evidence of the
candidate's performance in a productive work environment where there is a sufficient range of appropriate tasks
and/or materials to cover the scope of application of those units.
Specific Teacher / Trainer Requirements
In order to deliver this qualification teachers need to meet the requirements for delivery as specified on page 3
under Teachers / Trainer / Assessor Requirements AND the following:
• Evidence of current, relevant industry experience where the competencies have been applied (preferred).
• Experience that is specifically relevant to the current role in training and assessment.
• Comprehensive current knowledge of the industry and current practices.
• If you do not hold the required accredited units in relation to Vocational Competence TAFE SA offers
Recognition of Prior Learning (RPL) or Gap Training in these units of competency. For further information
contact the Program Specialist.
PD or Strategies for Maintaining Currency of Experience
• Familiarity with the VQF National Standards www.asqa.gov.au/about-asqa/national-vet-regulation/vet-qualityframework.html.
• Recommended: 5 day / year PD in the Engineering Industry.
• An application for Recognition of Prior Learning (RPL) based on the above previous learning / experience and
current knowledge can be made, by contacting your Program Specialist.
• Recent industry professional development which may include conferences, meetings with industry,
exhibitions/trade shows, excursions/visits to industry, subscriptions to relevant magazines, industry events,
industry guest speakers, industry placement.
• TAFE SA Annual PD Workshops may be mandated.
Facilities and Equipment
• Prior to any school seeking a VISA arrangement with TAFE SA in Engineering, a full audit of the facility and the
proposed equipment needs to be conducted by TAFE SA. In most instances these units require specialised
equipment that meets the requirement of the specific unit of competency and / or qualification requested.

• Lesson Plans and modified assessments reflecting the current Training Package (MEM05)
• Assessment and Delivery Strategies according VET Quality Framework National Standards http://www.asqa.gov.au
Other Resources

• Note that VET in SACE choices made in school may affect the eligibility of the individual to access government
subsidised vocational education and training after SACE completion.

There are no specific job outcomes to the Certificate I in ElectroComms Skills, but the skills achieved will assist in
successfully undertaking a Certificate II pre-vocational program or job outcome qualification. Sectors in the industry
are electronics, electrical, communications, including telecommunications, lifts, refrigeration and air conditioning
and renewable/sustainable energy.
Application
This qualification provides competencies to perform basic work activities, including identifying and using a range of
components, accessories, materials, tools, equipment, technologies, and customs for carrying out work in the
Electrotechnology/ Communications Industry. The qualification is suited to VET in Schools programs or learners
with no previous connection to the Electrotechnology/Communications industry.
Specific Teacher / Trainer Requirements
In order to deliver this qualification teachers need to meet the requirements for delivery as specified on page 3
under Teachers / Trainer / Assessor Requirements AND the following:
• Evidence of current, relevant industry experience where the competencies have been applied (preferred).

There are no specific job outcomes to the Certificate I in Resource and Infrastructure Operations, but the skills and
knowledge will assist in preparing for work.
Application
The Certificate I in Resources and Infrastructure Operations is an introductory qualification aimed at individuals
entering the resources and infrastructure industry. It allows individuals to develop basic skills and knowledge to
prepare for work. They may undertake a range of simple tasks under close supervision. The range of technical skills
and knowledge is limited.
* A copy of the students HLTAID003 Provide First Aid certificate needs to be submitted with the VET in Schools
results, so that this result can be verified.

AUR10112 – Certificate I in Automotive Vocational Preparation
Packaging Rules - To be awarded this qualification, competency must be demonstrated in 8 units of
competency, consisting of 5 core units plus 3 elective units of which:
o up to 3 elective units may be chosen from the elective groups listed below.
o up to 2 elective units may be chosen from this Training Package or another endorsed Training Package or
accredited course, provided that the units chosen contribute to the vocational outcome of this qualification and
do not duplicate the outcome of another unit chosen for the qualification.

Description
The AUR10112 Certificate I in Automotive Vocational Preparation qualification is an introductory qualification to
the automotive retail, service and repair industries and an entry to further training in several sectors. It is
designed for application in a highly supervised context, such as VET in schools or other equivalent introduction
or induction to industry environments. The range of technical skills and knowledge is limited.
Job Roles / Employment Outcomes
The Certificate I in Automotive Vocational Preparation offers entry- level training for those working or seeking to
work in any of the automotive sectors covered by this Training Package such as:
• Bicycle
• Automotive Electrical
• Outdoor Power Equipment
• Light vehicle
• Vehicle Body and Paint - Detailing
• Motorcycle
• Marine
• Heavy Vehicle
They may undertake a range of simple tasks under close supervision. The qualification targets introductory
employment, such as induction or probationary periods for automotive retail, service and repair employment. It
may also be suitable for a cadetship, or part time and casual employment positions where a full range of skills are
not required.

This qualification is suitable for an Australian Apprenticeship pathway.
Licensing / Regulatory Considerations
There are no specific licences that relate to this qualification. However, some units in this qualification may have
licensing or regulatory requirements, depending on the work context. Local regulations should be checked for
details.
Specific Teacher / Trainer Requirements
In order to deliver this qualification teachers need to meet the requirements for delivery as specified on page 3
under Teachers / Trainer / Assessor Requirements AND the following:
• Evidence of current, relevant industry experience where the competencies have been applied (preferred).
• Experience that is specifically relevant to the current role in training and assessment.
• Comprehensive current knowledge of the industry and current practices.
• If you do not hold the required accredited units in relation to Vocational Competence TAFE SA offers Recognition
of Prior Learning (RPL) or Gap Training in these units of competency. For further information contact the
Program Specialist.
PD or Strategies for Maintaining Currency of Experience
• Familiarity with the VQF National Standards www.asqa.gov.au/about-asqa/national-vet-regulation/vet-qualityframework.html.
• Recommended: 5 day / year PD in the Automotive Industry.
• An application for Recognition of Prior Learning (RPL) based on the above previous learning / experience and
current knowledge can be made, by contacting your Program Specialist.
• Recent industry professional development which may include conferences, meetings with industry,
exhibitions/trade shows, excursions/visits to industry, subscriptions to relevant magazines, industry events,
industry guest speakers, industry placement.
• TAFE SA Annual PD Workshops may be mandated.

Packaging Rules - To be awarded this qualification, competency must be demonstrated in 12 units of
competency, consisting of 7 core units plus 5 elective units, of which:
o up to 5 elective units may be chosen from the elective units listed below
o up to 2 elective units may be chosen from a Certificate I or Certificate II qualification in this Training Package or
another endorsed Training Package or accredited course, provided that the units chosen contribute to the

Description
The AUR20712 Certificate II in Automotive Vocational Preparation qualification covers the skills and knowledge
required to perform a limited range of tasks related to familiarisation and inspection of mechanical and electrical
components and systems of cars, heavy vehicles, outdoor power equipment, bicycles, marine craft and
motorcycles.
This qualification also covers the skills and knowledge required to perform minor maintenance and repair of an
automotive vehicle body. The range of technical skills and knowledge is limited.
Job Roles / Employment Outcomes
The Certificate II in Automotive Vocational Preparation prepares prospective employees to undertake work in the
broader automotive industry.

skills needed. It is an appropriate level for an individual undertaking work experience, or in a probationary period in
