This Student Handbook is intended to provide students with up-to-date information about Telford’s current structures, policies and operations.
The information contained in this student handbook is accurate at the time of printing. It is intended for guidance purposes only, however, and does not confer a contractual obligation on the Council, Management or any department of Telford.

While undertaking this course of study you will be enrolled through
Telford, which is a Division of Lincoln University. Thoughtplanters is a delivery partner for Telford and in most instances representatives of
Thoughtplanters will be your primary point of contact.
Telford became a training Institute in 1964, it went on to become New
Zealand's twenty ‐ fifth polytechnic in 1991. Telford merged with Lincoln
University in 2011.
Lincoln University, New Zealand's specialist land-based university, it is ranked among the top 500 universities in the world.
The governing body of Telford is the Lincoln University Council. The
Lincoln Council is responsible for managing the affairs and concerns of
Telford. On academic matters it is bound (under the New Zealand
Education Act 1989 and subsequent amendments) to seek the advice of the Lincoln University Academic Board, which comprises representatives of Telford's academic staff, as well as suitably qualified representatives from the community and industry.

You are required to attend all timetabled activities relating to your course of study.
A medical certificate will normally be required as proof of absence for reasons of illness from compulsory timetabled sessions.
You must make arrangements to complete any course work that you miss.
You are reminded that continual absence from timetabled activities relating to your course of study may place your ability to graduate in doubt.
Telford recognises work experience as an integral part of vocational training.
Work experience placements with explicit learning objectives are integrated into the course of study. Every effort will be made to ensure that work experience placements represent a quality learning experience for you and provide you with wide range of learning opportunities.
All assessment of work experience activities will be carried out in accordance with Assessment Policies.
If you are enrolled in a full ‐ time course of study, you may apply to the
Head of School, for leave of absence from your course of study for a period not exceeding two weeks. You must complete a “Leave of
Absence” form (available upon request from enquiry@telford.ac.nz).

Leave of absence may be granted in circumstances where you:
ü are suffering an illness, or
ü have suffered the death of a family member/close friend, or
ü have other compelling personal reasons.
Leave of absence will be granted at the discretion of the Head of School, taking into account the circumstances/reasons why you are applying for leave, and your academic progress to date.
You should note that the offer of place made to you as a student, is a contractual agreement for the full duration of your chosen programme of study at Telford.
Course Fee Refunds
If you wish to withdraw formally from your programme of study before completion of course of study requirements, you must: o discuss this with the Head of School; and o complete the requirements of the Withdrawal from Course of Study form; and o ensure any outstanding financial accounts have been paid, or arrangements for their payment have been made.
Telford will consider the circumstances of each individual case on its individual merits.
For all qualifications of 60 credits or more
Cancellation within 21 days of Start Date o If you cancel within 21 days of the programme length after the programme start date, you will be entitled to a 100% course fee refund
Withdrawal after 21 days expiry of the Qualification o There will be no refund if you choose to withdraw from classes after the 21 days of the qualification start date has expired
A domestic student who withdraws late and is not entitled to a refund, but successfully appeals and is granted a retrospective refund may be charged at $200 late withdrawal fee.

For all qualifications of less than 60 credits
Cancellation within 10% of Start Date o If you cancel within 10% of the programme length after the programme start date, you will be entitled to a 85% course fee refund.
Withdrawal after 10% Expiry of the Qualification o There will be no refund if you choose to withdraw from classes after
10% of the qualification has expired, unless there are medical, bereavement, compassionate or immigration reasons
Refunds for Leave of Absence o If you wish to take leave from your programme must have studied continuously for six weeks or longer.
NOTE: Ensure that Leave of Absence does not compromise your eligibility to complete the qualification in which you are enrolled.
Depending on your course of study, loans and allowances may be available to New Zealand citizens.
If you are a student in work undertaking vocational training you will most likely not be eligible for loans and allowances.

It is Lincoln’s policy to support students with a disability, injury or illness. Its goal is to lessen the impact of a condition or situation on study and assessment. Students with a wide range of long-term impairments, such as sensory issues, a specific learning disability or medical and mental health conditions, obtain appropriate strategies to enable them to show their ability, subject to not compromising any health and safety requirements.
As a student studying through Telford you are expected to co ‐ operate to ensure Telford is a healthy and safe learning and living environment.
You are therefore required:
ü to observe and practice safe work methods at all times
ü to wear and use correctly, all safety equipment provided
ü to report any unsafe work conditions and equipment immediately to the authorised supervisor
ü not to place yourselves or others, or allow yourselves or others to be placed in a position which is beyond your capabilities of dealing with safely.
You may be refused entry to any part of the course if you are a safety risk to yourself or others. Such circumstances may arise, but are not limited to: o if you miss critical safety sessions o if you show signs of being under the influence of alcohol and/or drugs o if you appear extremely tired and are involved in practical activities where fatigue may pose a risk to yourself or others o if you wear inappropriate safety clothing, or clothing unsuited to the weather conditions in which you are to work
Not completing sections of the course (e.g. through being refused entry) may result in your not being able to complete the qualification in which you are enrolled.
Where you may pose a risk to health and safety, Telford reserves the right to have you tested for alcohol or drugs before permitting you to re ‐ join learning activities.

We are all responsible and accountable for our own actions or inactions
Unless in a training situation do not use equipment and techniques that you do not know how to use. Never use equipment other than for its intended purpose and never use equipment that you know or think is unsafe or defective.
New Zealand has strict laws about where smoking may take place. Most training environments are smoke ‐ free and smoking is not permitted indoors or during outdoor training activities. o Ask your trainer where the designated smoking areas are
You are expected to treat other students and staff in a polite manner.
Student relationships are to be conducted in a manner which is not outside the bounds of normally accepted responsible behaviour, and in a manner which will not cause offence to staff, other students or members of the public o Mobile phones are not to be used during class time

If you behave in an unacceptable manor, depending on the nature and severity of the offence, you can expect to receive one of the following:
ü informal reprimand
ü verbal warning
ü written warning
ü removal from the class or training event
ü expulsion form the course of study
Unacceptable behaviour includes, but is not limited to: · o insulting, abusive, offensive or threatening behaviour o disruptive behaviour in the classroom or training area o sexual harassment/discrimination o possession/supply, or use of alcohol or prohibited drugs o downloading/distribution of unacceptable material from the
Internet
For serious discipline matters, discussions about your behaviour may be reported to the Telford disciplinary committee.
If you are dissatisfied with any decision made under the Telford

The penalties for any form of cheating or plagiarism, whether in exams or term work, are severe. Written work submitted must be your own.
Any sources of information used in completing your work must be identified. Plagiarised written work will not be accepted and you should be aware that non-acceptance of a submission might, in some cases, lead to failure in the course. Lincoln University Regulations on

The University reserves the right to check the originality of any work submitted by a student. Lincoln University has subscribed to a software programme called Turnitin that helps to identify material that has been copied from other sources. An electronic version of any item of a student’s work might be submitted to Turnitin.

Students should note in particular the rule regarding the prohibited use of cell phones, electronic dictionaries or other electronic devices.
All arboricultural programmes delivered by Thoughtplanters have a high practical content; skills and knowledge taught need to be applied and practiced to reinforce and contextualise the learning.
To assist in the assessment process Thoughtplanters use various methods to help document that learning has taken place (that your skills and knowledge has been applied and practiced). These include; 3 rd party verification, logbooks and portfolios of evidence.
•
3 rd party verification involves someone that already has the required skills and knowledge (i.e. you supervisor, crew leader or line manager) confirming that you have undertaken work that requires the skill and knowledge being used. 3 rd party verification is also used to confirm that you are ready to be assessed
•
Logbooks are used to document the hours you spend completing tasks – they are a bit like a work diary but only with a summary of what was done, where it was done, and for how long (ideally you will also record the scientific plant names of the trees you worked on).
•
Portfolios of evidence is a moderation term that really just means photos and stuff. If you have a smart phone or a mobile device that is capable of taking pictures, then photograph some of the jobs that you have done (before and after shots – that sort of thing). Ideally you will be is some of the photos actually doing the work to prove that you were there doing it, but we don’t want a bunch of ‘selfies’ or for you to take so many photos that they interfere with your work – 2 or 3 clear pics per job type that show you and the work done will be ample.

The arboriculture program will comprise of lectures, workshops and monitored work experience with self-directed learning and practice.
Tutored Sessions: Are based in the classroom environment. The lectures and workshop teaching hours will run are between 8.30 am – 4.30 pm unless otherwise specified
Work experience and practice will need to be documented in terms of hours and tasks undertaken.
The learning and teaching strategies may include but are not limited to the following: o Instructions o Demonstrations o Individual Learning/Practice o Peer Learning/Group Discussions o Team Activities o Lectures and tutorials o Workshop including field work o Self-directed learning o Work diary o Ako
Upon successfully completing these programmes of study students may achieve:
ü Telford Foundation Certificate in Arboriculture (Level 2)
ü The National Certificate in Horticulture (Arboriculture) (Level 3)
ü The National Certificate in Horticulture (Arboriculture) (Level 4)
ü The National Certificate in Horticulture (Arboriculture) (Level 4
‘Advanced’)
Each of these programmes of study is designed to ‘staircase’ into the next programme. Students are required to hold all of the unit standards within a National Certificate before progressing onto the next one.

There are exit points at the completion of each Certificate in
Arboriculture.
The arboriculture programme is a competency based training course and the students are required to demonstrate the required competence to be declared competent/achieved.
Throughout the course you will be assessed against your lecture topics, most of these topics are based against NZQA Unit standards or learning modules (if units are not offered). All learning modules and/or NZQA
Unit standards must be successfully completed before the qualification can be gained.
NZQA Units below Level 4 will be assessed through theory and/or practical assessments. o Written theory assessments will involve short written answers. o Practical tests will require a safe and confident demonstration or demonstrations of the technique(s) required and/or clear and confident oral description of the item(s), technique(s) or situation(s) including when, where and how it may be used.
NZQA Units at Level 4 or above will normally be assessed through a project or a ‘take-home’ type assessment.
The arboriculture programme is a competency based and no grades or numerical scores will be given. Upon successful completion of an assessment, a student will receive a ‘C’, indicating that they have met the requirements of the assessment have been awarded the unit or the learning module.
Where a student is assessed `Not yet competent’ on the first sit of an assessment leading to credit for a unit standard, he/she must be given the opportunity for a re-sit to achieve the unit standard.

A student's prior learning - whether formal or informal – may be assessed for the purpose of considering the granting of credit towards learning within a unit standard, or a complete unit standard. The initiative for this to occur must be at the request of the student. This would require a specific assessment to be developed/run for the student and there may be a fee for the process to occur.
When granting RPL the assessor must be confident that the evidence of the prior learning provided by the student sufficiency addresses all of the current requirements of the unit standard or part of the unit standard the student is requesting recognition for.
