Though the Indian economy has certain positive aspects, yet it is a challenging time during the recession phase of the economy. The micro, small and medium enterprises that have an important role in the economy have also been experiencing the resonance of the impact. Though there is no readily available data in this regard, yet it is the phase these enterprises need to introspect on the ways and means of their working for improving and maintaining their competitiveness not only at the national level but also at the global level. The article highlights some of these areas to be concentrated upon. Present Economic Scenario The Global economic crisis has affected the Indian economy adversely. Economic growth decelerated in 2008-09 to 6.7 per cent. This represented a decline of 2.1 per cent from the average growth rate of 8.8 per cent in the previous five years (2003-04 to 2007-08). It has impacted the growth of industry, trade sectors as well as the services sectors too. The export-oriented industries, suffered during the second half of the year drastically. Dr. Om Prakash Mehta Director (Planning), O/o DC (MSME), Nirman Bhavan, New Delhi 4 The economy continues to face wideranging challenges of improving social and physical infrastructure to enhancing productivity in every field of activity. The growth of the agriculture sector is also expected to be retarded in the wake of late monsoon. Though there are some favourable indicators to the Indian economy like financially sound position of banks, comfortable position of foreign exchange reserves and external debt and inflation being under well control for the time being, but it will require all out efforts by the various actors of the economy to swing back it into overall comfortable position. In one sense the downturn of the economy has given an opportunity to the various stakeholders to improve continuously their economic activities not only at intra firm or organization level but also at the national and global level. The adverse effect of the global financial crisis was also felt on the export sector, mainly because of two reasons - Drying up of international financing and trade credit and a fall in global demand. During 2008-09, the growth in exports was robust till August 2008 but turned negative in October 2008 and remained negative till the end of the financial year. For the year as a whole, the growth in merchandise exports during 2008-09 was 3.6 per cent in US dollar terms and 16.9 per cent in rupee terms (compared to 28.9 per cent and 14.7 per cent respectively in Laghu Udyog Samachar A RT I C L E 2007-08). The large difference in growth in terms of the US dollar and in terms of the rupee was on account of the depreciation of rupee vis-à-vis US dollar during the year. 1.58 During the period (AprilFebruary) in 2008-09, the main drivers of exports growth were engineering goods and chemicals and related products. Challenges for MSME The micro, small and medium enterprises (MSMEs) have an important place in the Indian economy and the downfall in the economy will affect this sector as well. It is the crucial phase that demands that the entrepreneurs should focus more on the survival and development of their enterprises. In fact the problems of over production with low marketability and export have necessitated increased attention to pay in MSME sector with the ongoing global crisis, which need a focused attention by the entrepreneurs at intra firm level. The entrepreneur needs to focus on ways and means for not only to reverse the negative effect of the crisis in short run but also chalk out the long-term plan to meet the challenges of the coming time from manufacturing to marketing in an integrated manner. The challenges of competitiveness in IT including internet, Computer based technology, productivity, quality, non-conventional methods of production in manufacturing, easy and timely availability of finance/credit at reasonable rate of interest, marketability of products indigenous and global market are some of the important challenges for the entrepreneurs to deal with professionally for the survival. The enterprises need to work on emerging technologies and converging technologies. These are terms used to cover various cutting-edge developments in the emergence and convergence of technology. Emerging technologies are those which represent new and significant developments within a field; converging techologies represent previously distinct fields which are in some way moving towards stronger inter-connection and similar goals. The National Manufacturing Competitiveness Council (NMCC) was set up in September 2004 by the government to provide a continuing forum for policy dialogue to energize and sustain the growth of manufacturing industries in India. The NMCC in its report ‘The National Strategy for Manufacturing’ August, 2009 submitted to the government in March 2006 identified challenges being faced by Indian manufacturers and also recommended measures in consultation with different departments and industries. Though, it is true that the micro and small enterprises are set up by the individual entrepreneur and Government does not provide any direct assistance to the entrepreneurs for setting up of units on one hand but on the other hand these schemes facilitate the setting up of enterprises and it is the entrepreneur who has to develop his technomanagerial skills and knowledge to take the gains of theses schemes professionally. The wide publicity and awareness of the available facilities and schemes have the multiplier effect in this regard. National Level The role of governance in the development and maintenance of infrastructure, education, industry, transport, agriculture, export growth, inclusive development, institutions building, upliftment of weaker sections and masses as social and welfare goals, improving the public services and delivery system, an effective and transparent administration and investments in pivotal areas of public importance is much important particularly in the situations of recession phase of the economy as these measures provide a conducive environment for revival of the economy. The government has announced a number of short and medium-term proposals towards revival of the economy in these sectors in its budget 200910 besides funding measures on existing schemes of various ministries. These indicate priority areas in the governance. A number of measures have also been proposed on direct and indirect taxation and these are not specific service or industry wise. As the service sector apart from manufacturing has also been included in the Micro, Small and Medium Enterprises Development Act 2006, these provisions will have their impact in boosting the activities of the enterprises. Some of proposals on taxations are as under. Direct Taxes • Extension of Sun–set clauses for deduction in respect of export profits under Sections 10A and 10 B of the Income Tax Act by one more year for the financial year 2010-11. 5 A RT I C L E • Abolishing of Fringe Benefit Tax on the value of certain fringe benefits provided by employers to their employees. • Enhancement of scope of provisions relating to weighted deduction of 150% on expenditure incurred on in-house R&D to all manufacturing houses except for a negative list. • Incentives for businesses by providing investments linked tax exemptions rather than profit linked exemptions. • Increase of period allowed to carry forward the tax credit under Minimum Alternate Tax (MAT) from seven years to ten years and increase of MAT to 15% of book profit from 10%. • Abolishment of Commodity Transaction Tax (CTT); • Donations to electrol trusts allowed as a 100% deduction in the computation of the income of the donor; • Non-taxation of anonymous donations received by charitable organizations to the extent of 5% of their total income or a sum of Rs. 1 lakh, whichever is higher. • Scope of presumptive tax has been extended to all small businesses with a turnover upto Rs. 40 lakh; • Tax holiday under Section 80-1B(9) of the Income Tax Act has been extended to natural gas. Indirect Taxes • Reduction of customs duty on LCD panels for manufacture of LCD televisions from 10% to 5%. • Customs duty on 10 specified life saving drugs/ vaccine and their bulk drugs to be reduced from 10% to 5% with Nil CVD (by way of excise duty exemption). • Customs duty on specified heart devices, namely artificial heart and PDA/ASD occlusion device, to be reduced from 7.5% to 5% with Nil CVD (by way of excise duty exemption). • Customs duty on permanent magnets for PM synchronous generator above 500 KW used in wind operated electricity generators to be reduced from 7.5% to 5%. • Customs duty on bio-diesel to be reduced from 7.5% to 2.5%. • Concessional customs duty of 5% on specified machinery for tea, coffee and rubber plantations to be reintroduced for one year, upto 06.07.2010. • Customs duty on ‘mechanical harvester’ for coffee plantation to be reduced from 7.5% to 5%. CVD on such harvesters has also been reduced from 8% to Nil, by way of excise duty exemption. • Customs duty on cotton waste to be reduced from 15% to 10%. • Customs duty on wool waste to be reduced from 15% to 10%. • Customs duty on rock phosphate to be reduced from 5% to 2%. • CVD exemption on Aerial Passenger Ropeway Projects to be withdrawn. Such projects will now attract applicable CVD. • Extension of full exemption from 4% special CVD on parts for manufacture of mobile phones and accessories for one year. • Customs duty exemption on concrete batching plants of capacity 50 cum per hour or more to be withdrawn. Such plants will now attract customs duty of 7.5%. • Inclusion of five additional items in the list of specified raw materials / inputs imported by manufacturer-exporters of sports goods which are exempt from customs duty, subject to certain conditions. • On packaged or canned software, CVD exemption to be provided on the portion of the value which represents the consideration for transfer of the right to use such software, subject to specified conditions. • Expansion of the list of specified raw materials and equipment imported by manufacturerexporters of leather goods, textile products and footwear industry which are fully exempt from customs duty, subject to specified conditions. • Customs duty on inflatable rafts, snow-skis, water skis, surf-boats, sail-boards and other water sports equipment to be fully exempted. Central Excise Duties • Customs duty on unworked corals to be reduced from 5% to Nil. • Excise duty rate of 4% maintained on items of Specified food items including biscuits, sharbats, 6 Laghu Udyog Samachar A RT I C L E • • • • • • • • • • • cakes and pastries; Drugs and pharmaceutical products falling under Chapter 30; Medical equipment; Certain varieties of paper, paperboard and articles thereof; Paraxylene; Power driven pumps for handling water; Footwear of RSP exceeding Rs.250 but not exceeding Rs.750 per pair; Pressure cookers; Vacuum and gas filled bulbs of RSP not exceeding Rs.20 per bulb; Compact Fluorescent Lamps and Cars for physically handicapped. Specific component of excise duty applicable to large cars/utility vehicles of engine capacity 2000 cc and above to be reduced from Rs. 20,000/per vehicle to Rs.15,000 per vehicle. Excise duty on petrol driven trucks/lorries to be reduced from 20% to 8%. Excise duty on chassis of such trucks/lorries to be reduced from ‘20% + Rs.10,000’ to ‘8% + Rs.10,000’. Excise duty on Special Boiling Point spirits to be reduced to 14%. Excise duty on naphtha to be reduced to 14%. Duty paid High Speed Diesel blended with upto 20% bio-diesel to be fully exempted from excise duties. The ad valorem component of excise duty of 6% on petrol intended for sale with a brand name to be converted into a specific rate. Consequently, such petrol would now attract total excise duty of Rs.14.50 per litre instead of ‘6% + Rs.13 per litre’. The ad valorem component of excise duty of 6% on diesel intended for sale with a brand name to be converted into a specific rate. Consequently, such diesel would now attract total excise duty of Rs.4.75 per litre instead of ‘6% + Rs.3.25 per litre’. The scheme of optional excise duty of 4% for pure cotton to be restored. Full exemption from excise duty to be provided on goods of Chapter 68 of Central Excise Tariff manufactured at the site of construction for use in construction work at such site. Excise duty exemption on ‘recorded smart cards’ and ‘recorded proximity cards and tags’ to be made optional. Manufacturers have the option to pay the applicable excise duty and avail the credit of duty paid on inputs. August, 2009 • EVA compound manufactured on job work for further use in manufacture of footwear to be exempted from excise duty. • Benefit of SSI exemption scheme to be extended to printed laminated rolls bearing the brand name of others by excluding this item from the purview of the brand name restriction. • On packaged or canned software, excise duty exemption to be provided on the portion of the value which represents the consideration for transfer of the right to use such software, subject to specified conditions. • Excise duty on branded articles of jewellery to be reduced from 2% to Nil. Service Tax • Exemption from service tax being provided to inter-State or intra-State transportation of passengers in a vehicle bearing ‘Contract Carriage Permit’ with specified conditions. • Exemption from service tax (leviable under Banking and other financial services or under Foreign exchange broking service) being provided to inter-bank purchase and sale of foreign currency between scheduled banks. • Two taxable services, namely, ‘Transport of goods through road’ and ‘Commission paid to foreign agents’ to be exempted from the levy of service tax, if the exporter is liable to pay service tax on reverse charge basis. However, present cap of 10% on commission agency charges is retained. Thus there would be no need for the exporter to first pay the tax and later claim refund in respect of these services. • For other services received by exporters, service tax exemption to be operated through the existing refund mechanism based on self-certification of the documents where such refund is below 0.25 per cent of FOB value, and certification of documents by a Chartered Accountant for value of refund exceeding the above limit. • Export Promotion Councils and the Federation of Indian Export Organizations (FIEO) to be exempted from service tax on the membership and other fees collected by them till 31st March 2010. Rajasthan has emerged as the largest State of Indian Union, covering an area of 3.42 lakh Sq. Kms., after the division of the State of Madhya Pradesh. It also has a long international borders of 1,070 Kms. with Pakistan. It is a diverse State. The Agro and Food Processing Sector has good potential for development and fast growth in the areas of solvent extraction of oil, oleoresins (spices) orange & kinnow juice, malt extract, floriculture, garlic & onion powder, dehydrated vegetables and host of other food products. Sweets and namkeen, traditional snacks, have well known reputation not only in the country but also in overseas market and are being exported. Besides there items, mushrooms, tomato processing industries based on ber, pomegranate, mango and herbal and medicinal plant based products have promising future in the State. Sheep & got meat, poultry and poultry products and non edible oil processing industries have good potential for export. MSME-DI, Jaipur 9 POLICY Policy Package for Micro, Small & Medium Enterprises Preamble Rajasthan is endowed with plenty of physical resources, agro-surplus and outstanding skills. These provide ample opportunities of manufacturing, beneficiation and processing activities in the Small Scale Sector, which has been the strength of the State. In the context of the State, this sector, particularly handicraft and handloom have distinct indentities and play a crucial role in the process of economic development by value addition, employment generation, equitable distribution of income, removal of regional disparities, as well as through export earnings. However, there remains a vast untapped potential which, through proper harnessing and nuturing, can be translated into huge gainful employment generation and manifold increase in contribution to the State’s Gross Domestic Production. It is the vision and endeavour of the State to graduate its micro, small and medium enterprises to globally competitive competence level. For this, the weakness and the threats are to be evaluated and a proper strategy needs to be formulated based on appropriate level and types of inputs and policy support. To materialize this vision of the State and to achieve the desired goal, it will be imperative to reduce the transition and transaction costs supported by both, fiscal as well as non-fiscal incentives. Approach and Strategy The approach for policy initiatives and strategy adopted for the State would strive to develop the micro, small units in the state, except where specifically mentioned otherwise, to reduce transaction cost, develop essential infrastructure for SSI sector, particularly in the rural areas. It is also 10 proposed to strengthen the institutional framework for improving quality of SSI products through R&D, district laboratories, BIS and ISO Certification. It supports research & development, compliance with pollution control measures, both at individual level as well as common level. The package also would facilitate setting up of national institution and reputed research & training institutions in the State. The state would strive to encourage handloom units functions as cooperative bodies, to utilize services of agencies of national reputed and experience in cluster development to develop micro, small enterprises clusters; to provide appropriate support to geographically dispersed unique and individual enterprises; to facilitate micro, small enterprises, handicrafts and handloom units achieve optimum level of operation/productivity through Laghu Udyog Samachar POLICY design and technological intervention, financial assistance, marketing support and procedural simplification so as to provide global market competence and competitiveness. The strategy would include providing the assistance proposed in the policy package to the existing Micro and Small Scale Industry which possess acknowledgement of their Enterpreneurship Memorandum (EM) issued from the Industries Department. The Industries Department which has provided facility of e-filing of EM shall further encourage and promote this. Institutional Support for Quality Improvement In addition to any other grant given by Government of India, RIICO will provide land at 50% of capital cost for establishment of Common Effluent Treatment Plants (CETP)/facilities by industries associations of Micro, Small and Medium Enterprises in industrial areas/clusters. Operational/running/ maintenance cost of such plants and facilities will be borne by such industries associations. This support shall be initially provided to 10 such CETPs/ common effluent treatment facilities, subject to review thereafter. The State Government shall bear 50% of the capital cost incurred by the Small & Medium Enterprises for establishment of effluent treatment plant/facility provided the unit uses 80% of the recycled water. An industrial enterprise or R&D unit or testing laboratory filing and obtaining Patent/ISO Certification during the period between 1.4.2007 and 31.12.2011 will be provided reimbursement of the expenses incurred towards this, subject to a limit of Rs. 2.00 lac or 10 times of the fee, whichever is lower. To encourage Micro, Small and Medium Enterprises/Handicrafts/Handloom units to attain international quality benchmarks, the State Government will endeavour to get regional officers/ August, 2009 branches of national laboratories like, CLIR, CFTRI, etc. established in the State. State Government will provide land at 50% of the DLC rates and also provide part of the capital cost for setting up such laboratories/institutions. Research, development, and testing laboratories set up by Micro, Small & Medium Enterprises Associations will be given land at 50% of the DLC rates and may provide part of the capital cost incurred on establishment of such laboratories, subject to a limit of Rs. 2.00 crore, provided that such laboratories obtain accreditation from a national level Accreditation Board/Authority. Strengthening of MSME Support Agencies The State Government shall restructure Rajasthan Handloom Development Corporation, Rajasthan Rajya Bunker Sahkari Sangh Ltd, Rajasthan Small Scale Industries Corporation, Khadi and Village Industries Board, RUDA and other Companies/ Board/Societies under the industries Department to focus on their key development/commercial goals. The Government will restructure/write off the debt of these organization and consider additional infusion of equity so as to enable the re-structured organizations to carry their mandate without the baggage of past. The Office of the Commissioner of Industries shall be restructured to facilitate greater focus and emphasis on the development of handloom and handicraft sectors and development of clusters of the Micro and Small Enterprises. The State Government shall sponsor officials of the department for professional training in prestigious institutions/organizations like IIM, NID, NIFT, EDI, IRMA, etc. Easy and Smooth Flow of Credit to MSMEs To ensure easy and smooth credit flow to the artisans, the State Government will get at least 10,000 ‘Artisans Credits Cards’ issued per year from different banks in the next five years. 11 POLICY Infrastructure Development Skill Training/H.R.D. RIICO shall develop separate rural small industrial areas for Micro, Small and Medium Industry with 24 hours three-phase uninterrupted power supply and enabling infrastructure, viz. road connectivity, drainage system, street lighting, water supply, etc. in the potential growth areas to be identified by the State Government. Total area of such rural small industrial areas will be of at least 100 hectares with normal average plot size of 2,000 sq. metres and plots shall be allotted only to nonpolluting industries. RIICO shall develop such areas on no-profit-no-loss basis. The State Government shall provide 10% subsidy to RIICO towards the capital cost. For ensuring availability of skilled manpower in the State, training institutes set up in the State by National/State level institutions, may be provided free land and 50% of the capital cost involved. 30% plots will be reserved for Micro, Small and Medium Enterprises in new industrial areas to be developed by RIICO. The State Government will encourage private sector investment for setting up industrial parks and clusters by providing level playing field vis-à-vis RIICO i.e., the private investors shall be allotted government land and provided help/assistance in acquisition of land on the same terms and conditions as are being provided to RIICO. The State Government shall facilitate setting up of such parks and clusters by providing road, water supply, and power transmission lines (up to such areas) at the same terms as applicable to the RIICO areas. The State Government will suitably augment ‘Critical Infrastructure Fund’ and 50% of this fund will be earmarked for infrastructural needs of the Micro, Small Enterprises clusters, such as providing road connectivity, power lines and water availability. In addition to its regulatory functions, Pollution Control Board will also play an advisory and promotional role to facilitate MSMEs comply with pollution control norms. 12 Fiscal Incentives to MSMEs To facilitate setting up of MSMEs, the following concessions/incentives will be provided by the State Government: Exemption from Entry Tax on inputs (Raw materials, processing materials, packaging material except fuels). For Micro and Small industrial enterprises the CST shall be reduced to 0.25% only. Stamp duty chargeable on loan agreements and deposit of title deed and lease contract shall be reduced to Rs. 100 per document. Stamp duty chargeable for execution of simple mortgage either in cases when the possession of the properties not transfer to loanee or when possession of property is transferred to loanee shall be reduced to Rs. 500 per document. Exemption of 75% from Electricity Duty to the units located in rural areas. Rural areas mean areas outside the limits of Municipalities , Municipal Councils, Municipal Corporations, Urban Improvement Trusts and Urban Development Authorities. The tax structure applicable to the KVIB/KVIC registered units which was prevailing prior to introduction of Vat has been continued for all such units. A suitable arrangements shall be put in place for early refund/provisional payment of the due/ accruing because of difference between input VAT and selling CST/VAT on submission of undertaking by the registered micro/small enterprises. Development of the MSMEs in Cluster The State Government shall adopt cluster development approach and strategy for the development of Micro, Small and Medium Laghu Udyog Samachar The State Government would act as a facilitator by way of providing part assistance to the clusters to help them tide over the critical bottleneck of lack of quality and adequate support infrastructure in the existing clusters. For the existing clusters as well as five new greenfields cluster specific parks shall be developed in the next five years with self-sufficient and good quality infrastructure to support the production system. Following activities shall be undertaken: (a) Strengthening/creation of infrastructure in the existing clusters such as improvement of roads, water supply, sewerage/effluent clusters/ treatment/disposal, setting up industries specific common facility centres-cum-design/product display centres. (b) Creation of infrastructure of power supply and approach road at the door step/Greenfield Cluster Park. The cost of internal infrastructure of the park such as roads, water supply, power supply effluent treatment common facility centre shall be shared by the enterprises of the park. Marketing Support The State Government shall continue to provide the following facilities for purchases of stores/services from micro and small enterprises registered/having Entrepreneur Memorandum, with the Industries Department by its various department, PSUs and autonomous bodies: (a) Tender form shall be made available at 50% of the prescribed cost. (b) Earnest money shall be deposited at 0.5% of the estimated value of purchase/services. (c) Security deposit will be 1% of the value of the purchases/services. (d) Following the procedure prescribed in GF&AR, even in cases where prices quoted against a tender by the small and micro enterprises located in Rajasthan are not found competitive as per applicable rules and the price of a tendering enterprise(s) from outside the State or from Large or Medium enterprises or from any other source, is adjudged lowest, the requirement of 60% of stores/services, as mentioned in the tender, shall be obtained from the micro or small enterprise(s) located in Rajasthan, rendering for the items/ services of purchase/hire, if, they agree to supply, at the adjudged lowest rate, provided the quality and standard and schedule of delivery and other terms and conditions, are same. In cases of purchases through tenders, Rule 54 of GF&AR dealing with comparison of rates of firms outside and those in Rajasthan will be made applicable mutatis mutandis to State PSUs and Autonomous Bodies. The basic aim of strategy and approach would be creating additional employment opportunities for at least 1 lac people over the next five years by addressing critical infrastructure gaps, creating production base of critical mass to ensure economy of scale so that the clusters become dynamical manufacturing hubs. Sectors, namely Handicrafts and Handlooms, Gems and Jewellery, Agro based/Food processing MSMEs, Leather and leather products including footwear, Textile and apparels, Stone Ceramics and pottery, Light Engineering and auto engineering shall be taken up on priority for development in clusters. 50 clusters in next five years shall be taken up for intervention based on the identified missing links, level of nature of required support in the field of infrastructure, capacity building of human resource, market development assistance and technology adoption and product diversification. Inaugurating the conference, Secretary (MSME), Shri Dinesh Rai said that despite the catalytic role that micro, small and medium enterprises (MSME) play in the development process, historical experience shows that Indian equity markets are averse to funding smaller and early stage businesses, while banks are selective and cautious in lending to them. They also do not have easy access to funds from Angel Investors, Venture Capitalists and Private Equity players. Hence, there is a need to develop a platform, which will provide cost effective solution to SMEs by reducing the IPO cost and without undervaluing the companies. A dedicated SME exchange will provide such a platform. He also mentioned that there is a world-wide trend towards expansion of capital markets and investment listings 20 Shri Jignesh Shah, Chairman CII Task Force on Indian Financial Markets strongly supported the need of risk capital for the fund starved MSME sector. He informed that there are about 10,000 SMEs ready to be listed and another 10-20% of SMEs can be made ready for listing soon. Issues like whether the new exchange should be an independent exchange or as a platform at the existing exchange, minimum size of the IPO and capital base, need for specialized merchant bankers and market makers, provision of hand holding like the NOMADS at the AIM exchange, measures to increase liquidity of the issues, mechanism like the erstwhile Controller of Capital Issues for pricing of these issues, rating of SMEs etc. were discussed. Laghu Udyog Samachar NEW SCHEME Lean Manufacturing Competitiveness Programme for MSMEs Introduction The office of Development Commissioner (MSME) has just commenced implementation of Lean Manufacturing Programme (LMP) for Micro, Small and Medium Enterprises (MSME) on a pilot basis. This programme is highly significant in relation to the productivity and competitiveness in MSME Sector. This Scheme is one of the ten components under the comprehensive National Manufacturing Competitiveness Programme (NMCP). Objectives The main objective of the Lean Manufacturing Programme is to enhance the manufacturing competitiveness for the MSMEs by applying Lean Techniques to identify and eliminate waste in the manufacturing process and also to streamline the system. The focus is on making improvement in the entire process flow, not improving only a few operations. Worker empowerment is also emphasized throughout the effort. Scope The Scheme has been initially launched for implementation in 100 mini clusters in the industries having potential for improvement in competitiveness and productivity. These 100 mini clusters (each a group of about 10 units) will be selected from different parts of the country and will undergo Lean interventions for approximately one year. During the end of first year, an Impact assessment study will be carried out for these 100 clusters and the outcome of the report will form the basis for the upscaling of this programme to cover another 300 - 500 clusters in subsequent years. The Scheme Under the Scheme, initially Office of Development Commissioner will organize awareness programme in different industry clusters to explain the benefits of Lean manufacturing. Thereafter, competent Consultants will be deployed to identify the cluster specific needs and will suggest specific lean techniques for intervention in the selected mini clusters. The purpose of lean techniques will be to August, 2009 assist MSME units in reducing their manufacturing costs through proper personnel management, better space utilization, scientific inventory management, improved process flows, reduced engineering time and so on. Lean Manufacturing Programme also brings improvement in the quality of products and lowers costs, which are essential for competing in national and international markets. The broad techniques envisaged under the scheme include Total Productive Maintenance (TPM), 5S, Visual control, Standard Operation Procedures, Just in Time (JIT), Kanban System, Cellular Layout, Poka Yoke, etc. The larger enterprises in India have been adopting LMP to remain competitive, but MSMEs have generally stayed away from such techniques as they are not fully aware of the benefits. Besides, experienced and effective Lean Manufacturing Counselors or Consultants are not easily available and are quite expensive to engage for MSME units which have not seen the benefits/outcomes of such interventions. As part of this Scheme, the Government of India will be contributing upto 80% of the Consultant fee while the remaining charges will have to be borne by the beneficiary units. The designated consultants for each cluster will also implement and monitor the application of Lean techniques throughout the year and submit periodic reports to the Development Commissioner (MSME). Present Status Scheme has been approved as a pilot project for implementation of Lean Techniques to initially cover 100 Mini Clusters. Guidelines of the scheme have now been approved (available on www.dcmsme.gov.in) and the scheme has become operational with the filed level activities commencing very shortly.
