Atma Ram Sanatan Dharma College, a co-educational constituent College of the University of Delhi, was founded on August 3, 1959 by the Sanatan Dharma Sabha (Rawalpindi) Delhi.
The College is located at Dhaula Kuan. The picturesque campus covers an area of 12.31 acres. ARSD, as it is popularly called, is an outstanding institution with highly qualified teaching staff and extremely efficient non-teaching staff.
LOCATIONAL ADVANTAGES
The college is located on Ring Road 2Km from the University of Delhi South Campus. The
College is located less than 1 Km from Dhaula Kuan Metro Station, Airport Express Line. The bus stop next to the college allows enhanced connectivity.
LIBRARY
The College has a vast collection of over
1,00,000 books on matters of common interest and different subjects taught in the College. It has an up-to-date Textbook Section besides a
Book Bank and Students Aid Fund Section. The
Library subscribes to over 60 periodicals and popular magazines and newspaper. The Library operates on an ‘Open Access’ system. For general rules regarding the use of the library, students are advised to see the Library notice board. Computerization of the Library is currently under way.
COMPUTER LABS
The College has well-equipped computer labs with latest and higher configuration along with all necessary peripherals and internet connectivity installed and available for use.
LABORATORIES
The College has Biology/Chemistry/ Electronics/ Physics and Analytical Laboratories which are well equipped and maintained with all the necessary instruments and apparatus in good condition.
PLACEMENT CELL
A Placement cell has been started from the academic year 2008. The need for this was felt by the students and the staff of the college. This greatly facilitates the interaction of the students in the final year with the representatives from companies/ Institutions/ Banks, who visit the college to recruit students for suitable jobs. Thus the students can enter the job market as soon as they graduate from the college.

SPORTS
The College provides both indoor and outdoor sports facilities. The College has play field for
Cricket, Football and Hockey and well planned courts for Basket Ball, Badminton etc. It also provides facilities for indoor games like T.T., Carrom, and Chess etc. The students are required to join at least one of the following co-curricular activities: NCC, NSS or any sport.
NSS
NSS of the College is engaged in many community activities. Chief among these are adult literacy, blood donation camps, working with Blind Relief Association and Spastic Society, campaigns against drug abuse and projects related to environmental issues.
NCC
Our College maintains two Platoons of the NCC
(Army wing). Our students (both boys and girls) also join Air and Naval wings of NCC. After two years of successful training the cadets become eligible for B Certificate and with one additional year of training they qualify for C Certificate. C
Certificate holders become eligible for direct commission in the Armed Force through the
Service Selection Board (SSB). They also get preference for recruitment in Police and other
Para Military Forces.
CULTURAL ACTIVITIES
The college provides excellent opportunities for students to express their talent in the fields of dramatics, music and dance. The Cultural
Society and Rangayan - The Dramatic society are the two most active creative avenues for students. The Cultural Society organizes the Tide
Festival; the annual inter college cultural festival. The Dramatic Society gives training in stagecraft, acting, direction and offers excellent opportunity to students. Abhinay Manch is provided for potential actors, students organise skit competitions, street plays and one act play. The Dramatic Society Rangayan and the Cultural Society are an exceptional and ingenious forum of creative fulfillment of students.
CANTEEN
The College canteen provides high variety of hygienically prepared food, snacks and beverages at very reasonable rates. It has both indoor and outdoor sitting arrangements and has a nice ambience for the students to relax and interact with one another.

Each Department in the College runs its own

Dr. Suman Dudeja is an organic chemist, actively working in the field of Computational chemistry, Molecular Electronics and Astrobiology. Her interests lie in modeling organic molecules for molecular electronics. She has computational facilities sponsored by

Theoretical Physics, Italy.
Dr. Jyotika Jogi is with the Department of electronics and is working in the field of microelectronics. Her interests lie in modeling of novel materials for semiconductor applications. She has a theoretical computational laboratory sponsored by the University Grants
Commission.
Dr. Aranya Bhattacherjee is a theoretical physicist. His research interests are in the field of Quantum degenerate gases,
Quantum optics, Nano-Opto-mechanics,
Molecular Electronics and Astrobiology. He has won many international fellowships particularly from International Centre for
Theoretical Physics, Italy, Max Planck
Institute, Germany, German Academic
Exchange Programme, German Science
Foundation, and Endeavour Research
Fellowship, Australia. His works are cited by
Nobel laureates. He has high performance computational facility of Quad-Core Xeon processor sponsored by Department of
Science and Technology.
Recently, Dr. Sunita Bansal and Dr. Kavita Bhatia of Chemistry Department and Dr.
Swati Biswas of Biology Department were jointly awarded the Innovative research project from University of Delhi. Ten undergraduate students are working in this project and are awarded stipend for their work.
In Department of Political Science Dr. Rajvir Sharma is a senior fellow, Indian council of social science research, MHRD, New Delhi and is working on "Improving the environmental quality of megacities: A study of the role of the citizen and the state in Delhi". He has also undertaken another research project sponsored by Indian Institute of Public Administration.
Dr. Indra Mohan Jha from the Department of Political Science is actively engaged in research activities pertaining to international relations in general and United Nations,
Regional Organisations, India's Foreign Policy, Human Rights, Gandhism and its application to study the problems of peace and conflict. He is author of the book, SAARC: The Road
Ahead. Currently, he is working on a book on Human Rights in South Asia.
Dr. A. Sudha Devi of Sanskrit Department has recently completed a project on Sanskrit and
Manipuri language. She has been guiding Ph.D and M.Phil students in Sanskrit research.
Dr. V.S. Dixit of Computer Science Department is actively working on Queuing theory,
Distributed Computing, Peer to Peer Computing, Web Usage Mining, Web Recommender
Systems. He has written numerous books on computers and published research papers in
International Journals/conferences.

All applicants seeking admission to the College should also read the relevant Bulletin of
Information issued by the University of Delhi.

Every student must apply for admission on a centralized form issued by the University of Delhi or
Preliminary Application Form of the College. The forms have to be submitted on or before the last date notified by the University of Delhi.
3.
Admissions are made purely on merit and subject to the satisfaction of the Admission Committee of the concerned course. Admission to a course will be stopped once the seats are filled.
4.
Those who are placed under compartment may be admitted provisionally. They have to submit the compartment examination result to the College office immediately on the declaration of the result.
5.
At the time of admission the candidate should also fill the University Enrollment form.
6.
Applicants seeking admission to the M.A. / M.Com. courses are required to get themselves registered with the respective Faculties of the University of Delhi.
7.
Candidates belonging to the Scheduled Castes and Scheduled Tribes are required to get their names registered with the University Office. They should submit a certificate from the appropriate authority that they belong to SC / ST category.
8.
Candidates belonging to OBC Category (Non creamy layer) should submit a certificate from the appropriate authority.
9.
Candidates claiming the benefit of being the children of the officers and men of the Armed Forces killed or disabled in action are required to get their names registered with the University Office.
10. Registration of the Physically Challenged candidates will be done only at the Office of the Dean,
Students Welfare, North Campus as per dates notified by the University. Application forms are available at the same office.
11. Admission of foreign students is handled by the Foreign Students Advisor of the University of Delhi.
The foreign students registration is done at the office of the Foreign Students Advisor, Faculty of
Management Studies, University of Delhi, Delhi-11 0007. The foreign student will get a letter from the Foreign Students Advisor to get admission in a College.
12. While admitting students to B.A.(Hons.) / B.Com. (Hons.) and B.A.(Program) / B.Com. weightage may be given for the marks secured in one or more individual subjects. The weightage given, if any, will be duly notified by the College.
13. All admissions made by the College are provisional and subject to the approval of the University.
14. The eligibility requirements for admission to various courses in the College and the subjects taught are subject to change by the University of Delhi.
15. Incomplete applications in any respect or if not accompanied by the required certificates will not be entertained.
16. Registration / admission sought on fake certificates / marks sheet will be cancelled as and when detected and the matter will be reported to the appropriate authority for legal action.
17. No individual intimation regarding admission will be sent. All announcements regarding admissions will be displayed on the notice board of the College.
18. Applicants admitted to the College will have to deposit the prescribed fees within the specified period in the Notice of Admission. Failure to do so will automatically lead to cancellation of admission.
19. Candidates who are unable to complete the admission formalities by the dates notified by the
College will lose their priority for admission.
20. The College does not admit the following categories of students:
(a) Those who have failed in a University Examination.
(b) Those whose results are withheld due to use of unfair means.

21. Gap year cases will be considered on individual merit within the relevant University rules.

A few seats are reserved in the courses offered by the College for students having outstanding merit in Sports and Cultural/Extra Curricular Activities (ECA).
The following are the admission criteria:
(1) All candidates must submit separate application forms under sports and ECA categories from 4th June, 2012 to 18th June, 2012 upto 1.00 p.m.
(2) The application must be supported by relevant certificates etc.
(3) Admission of short listed candidates will be according to University Criteria IGuidelines.
(4) Selection of the candidates will be through a process of screening (on the basis of certificates etc). trials and interview with the respective admission committees. The decision of the admission committee will be final.
(5) The students admitted on the basis at sports I ECA will be compulsorily required to participate in sports and cultural events respectively. Refusal or failure to do so will invite disciplinary action, which could also involve cancellation of admission.
(6) Should vacancies arise in any sports/ECA, these will be filled only from amongst those candidates whose names figure in the duly formulated waiting list.
(7) The dates of the trials for Sports and ECA quota will be notified as per the instructions from the University of Delhi.
(8) The students can check the trial dates for Sports and ECA Quota on the College website and the notice board of the College .

* It has been noticed that a large number of students face difficulty in getting their photographs and other documents attested for submission to the University. To avoid this difficulty, the University has decided to accept the self-attested copies of documents/papers provided by the students. It is made clear that if any false attestation/falsified records are detected, the student will be debarred from attending any course in the University or its college(s) for next five years and in addition, a criminal case under relevant section of IPC (viz.470, 471, 474 IPC etc.) will be instituted against him, to subject him to the requisite criminal proceeding.
Candidates who have passed their last examination from a Board or University outside Delhi will be required to submit their Migration Certificate from the Board or University latest by

(1) (i) That Internal Assessment be made applicable to the students admitted from the academic session 2003-04 onwards (i.e. to begin with for the first year students) in both undergraduate and post-graduate degree courses.
(ii) That Internal Assessment marks be shown separately in the Marks Sheet issued by the
University and these marks be added to the annual/semester examination marks for determining the division of the student.
(2) (a) That 25% of the maximum marks in each paper in undergraduate courses be assigned for Internal Assessment and the remaining 75% marks for the annual/semester
University Examination. That with the introduction of Internal Assessment, the maximum marks for the University Examination in each paper shall stand reduced accordingly. (For Example) for a 150 marks paper, the University Examination shall be of 112 marks. for a 100 marks paper, the University Examination shall be of 75 marks. for a 75 marks paper, the University Examination shall be of 55 marks. for a 50 marks paper, the University Examination shall be of 38 marks. for a 33 marks paper, the University Examination shall be of 25 marks.
The 25% marks for Internal Assessment will be divided as follows
(i) 10% weightage be assigned to House Examinations to be conducted by each College.
(ii) 10% weightage shall be for written assignments, and project reports / presentations / term papers / seminars. Each student shall be given at least one written assignment per paper in each term, subject to a minimum of 12 written assignments per year for all the papers taken together.
(iii) (b) For B.Sc. Physical Sciences and B.Sc. Applied Physical Sciences 50% marks in practical paper will be reserved for internal assessment.
(3) (a) That 5% weightage be given for regularity in attending lectures and tutorials. That the credit regularity in each paper, based on attendance, shall be as follows

(b) Benefit of Medical Certificate is NOT given while calculating marks to be awarded for regularity. However, medical certificates shall continue to be taken into account for the purpose of calculating eligibility to appear for examinations as per the existing provisions of Ordinance VI1.2.(9)(a)(ii) quoted below under “Conditions for Admission to Examinations”.
That the promotion criteria shall be as per the existing Ordinances for University
Examinations, as applicable to respective courses. In addition, the same criteria shall apply to the total of the University Examination and the Internal Assessment taken together.

That in the case of students who repeat once or more paper(s), or all papers or Part
1, Part 11 or Part III, the Internal Assessment marks shall be carried forward.
That at least 25 per cent marks be assigned for Internal Assessment in each paper of the postgraduate courses. That departments may assign 5 per cent for attendance,
10 per cent for class tests and house examinations, 10 per cent for written assignments and projects / term papers / seminars / field work.
(7) (i) That in the case of a student who is selected as a member of the N.C.C. to participate in the annual N.C.C. Camps or is deputed to undertake Civil Defense work and allied duties, or in the case of a student who is enrolled in the National Service Scheme and is deputed to various public assignments by or with the approval of the Head of the institution concerned, or a student who is selected to participate in sports or other activities organized by the Interuniversity Board or in national or international fixtures in games and sports approved by the Vice-Chancellor, or a student who is required to represent the University at the Inter University Youth Festival, or a student who is required to participate in periodical training in the Territorial army, or a student who is deputed by the College to take part in Inter-College sports, fixtures, debates, seminars, symposia or social work projects, or a student who is required to represent the College concerned in debates and other extra-curricular activities held in other Universities or such other activities approved by the Vice-
Chancellor, the following provisions will apply:
(a) A student participating in activities listed in 7(i) above will also have to fulfill the above conditions regarding written assignments, projects & Half yearly examinations.
(b) For students participating in activities listed in 7(i) above while calculating the total no. of lectures delivered in the College, for their course of study in each academic year, the no. of lectures etc., in each subject delivered, during the period of absence for that purpose shall not be taken into account [Ord.VII.2.(9)(a)(i)]
(c) A student in the categories listed in 7(i) above, will get the benefits of attendance for
Internal assessment for the classes missed as per the existing provisions of
Ordinance VII.2.(9)(a)(i).
Ord.VII* Conditions for Admission to Examinations

Every student is supposed to attend not less than two-third of lectures and practicals delivered in the College separately for his course of study in each academic year.

The Principal of a College may consider, on the basis of the Medical Certificates produces, exceptionally hard cases of students who had fallen seriously ill or had met with an accident during the year disabling them from attending classes for a certain period, with a view to determining whether the lectures etc. delivered during the said period, or a part thereof, could be excluded for purposes of calculation of attendance of the year and decide each case on its own merits.
Ord.VII2.(9)(c)
The benefit of exclusion of lectures contemplated in Ord.VI12.(9)a(i) above, either separately or jointly, shall in no case exceed 1/3 of the total number of lectures delivered.
*Certain provisions of Ord.VII have been reproduced below for the benefit of students. In case of any doubt the complete Ord.VII should be consulted.
(1) In the matter of attendance in lectures / tutorials / preceptorials and practicals, students of the College are governed by the rules and regulations of the University of Delhi (University
Calendar, Vol. II, Page 36, 37). No student is eligible to take a University Examination unless he / she has attended separately at least two thirds of the lectures, tutorials / preceptorials, practicals held. The parents / guardians of the students are requested to ensure that their ward(s) fulfill the requirement of attendance so as to avoid detention from taking the
University Examination at the end of the academic year. The College displays the list of students with shortage of attendance at the end of first and second term. The College also sends warning letters to parents/guardians at the end of first and second term giving attendance position of their respective ward(s).
(2) All application for leave of absence due to illness must be supported by a medical certificate from competent authority and should be submitted within seven days of resumption of class.
This rule will be strictly enforced while giving benefit of attendance on medical grounds.
(3) Students can check there monthly attendance on the college website www.arsdcollege.net
(1) Every student admitted to the College is required to maintain discipline and good conduct in and outside the College during the period of his / her stay in the College. A student shall be liable to disciplinary action for any act of indiscipline. Disciplinary action may involve warning and / or fine and / or suspension from classes or even from the College (Ordinance XV(B) and
XV(C) of the University).
(2) Students shall conduct themselves in a civil and dignified manner and desist from any offensive behaviour towards any section of the College community. Uncivilized behaviour and
/ or language shall be strictly dealt with.
(3) Any act of violence, ragging and any form of sexual harassment will invite severe punishment.
Complaints regarding the above may be directed to the Principal, Members of the Discipline
Committee or Members of the Sexual Harassment Committee (Committee against sexual harassment).
(4) The students are advised not to bring outsiders with them in the College premises. If any outsider is found indulging in activities resulting in indiscipline, he / she shall be invariably handed over to the police and strict disciplinary action shall be taken against the student who brought such outsiders in the College premises.
(5) Students shall maintain silence in class room and desist from disorderly behaviour. They must not loiter in the corridors or in front of class rooms. During their free periods, students are advised to work in library, or spend time in the common room without causing any disturbance.
(6) Student shall take proper care of the College furniture and fixtures. They must not cause any damage to the College property.
(7) Students are not allowed to park their cars in the College premises (including the parking space).Students, are, however, allowed to park their scooters / motorcycles only in the parking space provided for this purpose.

The College awards prizes to the meritorious students who excel in the Annual University
Examination. The Scholarships and Prizes awarded are as under :
(I) Atma Ram Chadha Memorial Scholarship: instituted by Shri Chander Mohan Chadha,
Chairman Governing Body, in the memory of his father, is awarded every year to all students who are Position Holders (ranking 1 to 10) in the University in any Class / Course in the
Annual University Examinations and secure at least 60 per cent marks. The value of the
Scholarship is Rs. 200/- per month for 10 months.
(ii) S.K. Batra Memorial Prize in the memory of late Sh. S.K. Batra, Reader in the Department of
Physics in the College, instituted by S. K. Batra Memorial Trust is awarded:
(a) to the student who gets the maximum marks in Physics (Hons.) in the College (Rs.500/-) and (b) to the best Science student of the College (Rs. 500/-)
(iii) Sanjeev Arora Memorial Prize of Rs.1 000/- instituted by Shri Harish Chander, former
Administrative Officer, in the memory of his son, is awarded to the best student of Computer
Science in the College.
(iv) Jitender Arora Memorial Prize of Rs. 1000/- instituted by Shri Harish Chander, former
Administrative Officer, in the memory of his son, is awarded to the best student of BA (Prog) course in the College.
(v) Naresh Kumari Memorial Prize of Rs. 1500/· instituted by Dr. S.K. Shastri, former Reader,
Department of Hindi, in the memory of his wife, is awarded to the best student of Hindi
(Hons.) in the College.
(vi) Principal C.L. Suri Memorial Prize of Rs. 1500/- instituted by Mrs. Motia Suri, in memory of her husband, is awarded to the best girl and the best boy student of Political Science (Hons.) in the College.
(vii) Sultan Chand Memorial Scholarship of Rs. 250/- per month instituted by Shri Sultan Chand
Trust, is awarded to the best student of B.Com (Hons.) lInd and IIlrd years in the College.
(viii) Rukman - Tara Prize of Rs. 300/- each instituted by Dr. K.C. Trikha, Reader Deptt. of
Chemistry, in memory of his parents, are awarded to the students getting the highest marks in the College in Chemistry (Hons.) 1st and lInd years.
(ix) Inder Raj Dhawan Memorial Prize of Rs. 500/- instituted by Dr. V. K. Dhawan, Reader, Deptt. of Physics in memory of his father is awarded to the students getting the highest marks in
B.Sc. (Hons) Phys. I/II/III yr.
(x) Raj Kumari Dhawan Memorial Prize of Rs. 500/- instituted by Dr. V.K.Dhawan, Reader,
Department of Physics in memory of his mother is awarded to the students getting highest marks in B.Sc. (Hons) Electronics I/II/III yr.
(xi) All students who stand 1st and lInd in the College in any class/course and get atleast 60 percent marks in the Annual University Examinations, are recognized and awarded scholarships (in the form of Books) valued at Rs. 500/- and Rs. 300/- respectively, A recognition certificate by the College is also given to every prize / scholarship awardees.
Students belonging to scheduled castes / scheduled tribes / backward classes and children of political sufferers can apply for scholarships on the prescribed application forms.
Information regarding the receipt of these forms from the Directorate of Education, Delhi and regarding the payment of scholarships shall be given through a notice on the College Notice Board.
Ordinance XV-B
1.
All powers relating to discipline and disciplinary action are vested in the Vice-Chancellor.
2.
The Vice-Chancellor may delegate all or such powers as he/she deems proper to the Proctor and to such other persons as he she may specify in this behalf.
3.
Without prejudice to the generality of power to enforce discipline under the Ordinance, the following shall amount to acts of gross indiscipline :
(a) Physical assault, or threat to use physical force, against any member of the teaching and non-teaching staff of any Institution / Department and against any student within the
University of Delhi.
(b) Carrying of, use of, or threat of use of any weapons.
(c) Any violation of the status, dignity and honour of students belonging to the scheduled castes and tribes.
(d) Any practice - whether verbal or otherwise derogatory to women.
(e) Any attempt at bribing or corruption in any manner.
(f) Willful destruction of institutional property.
(g) Creating ill-will or intolerance on religious or communal grounds.
(h) Causing disruption in any manner of the academic functioning of the University system:
(i) Ragging as per Ordinance XV-C.
4.
Without prejudice to the generality of his/her powers relating to the maintenance of discipline and taking such action in the interest of maintaining discipline as may seem to him / her appropriate, the Vice Chancellor, may in the exercise of his her aforesaid order or direct:
(a) that any student be expelled; or
(b) any student or students be, for a stated period, rusticated; or
(c) be not, for a stated period, admitted to a course of study in a College, department or institution of the university; or
(d) be fined with a sum of rupees that may be specified; or
(e) be debarred from taking a University or College or Departmental Examination or
Examinations for one or more years; or
(f) that the result of the student or students concerned in the Examination or Examinations in which he/she or they have appeared be cancelled
5.
The Principals of the College, Head of the Halls, Deans of Faculties, Head of Teaching
Departments in the University, the Principal, School of Open Learning and Librarian shall have the authority to exercise all such disciplinary powers over students in their respective
Colleges, Institutions, Faculties and Teaching Departments in the University as may be necessary for the proper conduct of the Institutions, Hall and teaching in the concerned
Departments. They may exercise their authority through, or delegate authority to, such of the teachers in their Colleges, Institutions or Departments as they may specify for these purposes.
6.
Without prejudice to the power of the Vice Chancellor and the Proctor as aforesaid, detailed rules of discipline and proper conduct shall be framed. These rules may be supplemented, where necessary, by the Principals of Colleges, Head of Halls, Deans of Faculties and Head of
Teaching Departments in this University. Each student shall be expected to provide himself / herself a copy of these rules.
7.
At the time of admission, every student shall be required to sign a declaration that on admission he / she submits himself / herself to the disciplinary jurisdiction of the University who may be vested with the authority to exercise discipline under the Acts, the Statutes, the
Ordinances and the rules that have been framed there under by the University.

In it’s strictest measures to curb the menace of ragging, the Supreme Court has set punishment for it. In case of harassment either physically or mentally of freshers by seniors or any other student, such students will be booked by the police (by registering F.I.R.), expelled from the College and denied future admissions.
Ordinance XV-C
1. Ragging in any form is strictly prohibited, within the premises of college / department or
Institutions and any part of Delhi University system as well as on public transport.
2.
Any individual or collective act or practice or ragging constitutes gross indiscipline and shall be dealt with under this Ordinance.
3.
Ragging for the purposes of this Ordinance, ordinarily means any act, conduct or practice by which dominant power or status of senior students is brought to bear on students freshly enrolled or students who are in any way considered junior or inferior by other students and includes individual or collective acts or practices which
(a) involve physical assault or threat or use or physical force;
(b) violate the status, dignity and honour of women students;
(c) violate the status, dignity and honour of students belonging to the scheduled castes and tribes;
(d) expose students to ridicule and contempt and affect their self-esteem;
(e) Entail verbal abuse and aggression, indecent gestures and obscene behaviour.
4.
The Principal of a College, the Head of the Department or an Institution, the authorities of
College, or University Hostels, of Halls of Residence shall take immediate action on any information of the occurrence of ragging.
5.
Notwithstanding anything in Clause (4) above, the Proctor may also enquire into any incident of ragging and make a report to the Vice-Chancellor of the identity of those have engaged and the nature of the incident.
6.
The Proctor may submit an initial report establishing the identity of the perpetrators of ragging and the nature of the ragging incident.
7.
If the Principal of a College or Head of the Department or Institution or the Proctor is satisfied that for some reason, to be recorded in writing, it is not reasonably practical to hold such an enquiry, he / she may so advise the Vice-Chancellor accordingly.
8.
When the Vice-Chancellor is satisfied that it is not expedient to hold such an enquiry, his / her decision shall be final.
9.
On the receipt of a report under Clause (5) or (6) or a determination by the relevant authority under clause 7 disclosing the occurrence of ragging incidents described in Clause 3 (a) (b) and
(c), the Vice-Chancellor shall direct or order rusticating of a student for a specific number of years.
10. The Vice-Chancellor may in other cases of ragging order or direct that any student or students be expelled or be not for a stated period, admitted to a course of study in a college / departmental examination for one or more years or that the result of the student or students concerned in the examination or examinations in which they appeared be cancelled.
11. In case where students who have obtained degree or diplomas of Delhi University are found guilty under this ordinance, appropriate action will be taken under Statute 15 for withdrawal of degrees or diploma conferred by the University.
12. For the purpose of this ordinance abetment to ragging will also amount to ragging.
13. All institutions within the Delhi University system shall be obligated to carry out instruction / directions issued under this ordinance, and to give aid and assistance to the Vice-Chancellor to achieve the effective implementation of the Ordinance.
Every student admitted in the college and his/her parent have to submit an Affidavit in the prescribed proforma on Non Judicial Stamp Paper of Rs.10/- at the time of admission.
1. Short Title and Extent
The present ordinance is based on the Policy against Sexual Harassment by the Delhi University and seeks to maintain and create an academic and work environment free of sexual harassment to students, academic and non teaching staff of the Delhi University, The ordinance will also apply to outsiders and residents, on the Delhi University campus, to the extent specified herein these rule and procedures.
2. Definitions
(i) “Students” Includes regular students as well as current ex-students of Delhi
University,
(ii) “Teaching Staff” includes any person on the staff of the Delhi University or of any
College or institution affiliated who is appointed to a teaching and/or research post, whether full time temporary, adhoc, part-time, visiting, honorary, or on special duty or deputation and shall also include employees employed on a casual or project basis.
(iii) “Non-Teaching Staff” includes any person on the staff of the Delhi University or of any
College or institution affiliated to it, who is not included in the teaching staff. It includes employees who are full-time, temporary, ad-hoc, part, time, visiting, honorary, or on special duty or deputation, and employees employed on a casual or project basis.
(iv) “Member of the University” includes all those included in categories (i)-(iii) above.
(v) “Resident” includes any person who is a temporary or permanent resident of any of the accommodations or premises allotted to an employee by the University of Delhi or any of its affiliated Colleges or institutions.
(vi) “Outsider” includes any person who is not a member of the University or a resident, it also includes, but is not limited to, any private person offering residential, food and other facilities to students, teaching staff or non-teaching staff of the Delhi University or any College or in institution affiliated to Delhi University.
(vii) “CAMPUS includes all places of work and residence in the Delhi University or any
College or institutions affiliated to the Delhi University,Jt includes all places of instruction, research and administration, as well as hostel, health, centers, sports grounds, staff quarters and public places (including shopping centers, eating places, parks, streets and lanes) on the Delhi University campus or the campus of any College or institution affiliated to the Delhi University.
(viii) “Sexual Harassment” includes any unwelcome sexually determined behaviour, whether directly or by implication and includes physical contact and advances, a demand or request for sexual favours, sexually coloured remarks, showing pornography or any other unwelcome physical, verbal or non-verbal conduct of sexual nature.
Explanation: “Sexual harassment” shall include, but will not be confined to the following:
(a) When submission to unwelcome sexual advances, requests for sexual favours, and verbal or physical conduct of a sexual nature are made, either implicitly or explicitly, on ground for any decision relating to employment, academic performance, extracurricular activities, or entitlement to services or opportunities at the Delhi University.
(b) When unwelcome sexual advances, and verbal, non-verbal and/or physical conduct such as loaded comments remarks or jokes. letters, phone calls or e-mail, gestures, exhibition of pornography, lurid stares, physical contact, stalking, sounds or display of

44 | Page a derogatory nature have the purpose and for effect of interfering with an individual’s performance or of creating an intimidating, hostile, or offensive environment.
(c) When a person uses, with a sexual purpose, the body or any part of it or any object as an extension of the body in relation to another person without the latter’s consent or against the person’s will, such conduct will amount to sexual assault.
(d) When deprecatory comments. conduct or any such behaviour is based on the gender identity, sexual orientation of the person and I or when the classroom or other public forum of the University is used to denigrate/discriminate against a person or create a hostile environment on the basis of a son’s gender identity I sexual orientation.
3. Scope of the Ordinance
This Ordinance shall be applicable to all complaints of sexual harassment made
(i) by a member of the University against any other member of the University irrespective of whether the harassment is alleged to have taken place within or outside the campus.
(ii) by a resident against a member of the university or by a member against a resident irrespective of whether the sexual harassment is alleged to have taken place within or outside the campus.
(iii) by an outsider against a member of the University or by a member of the University against an outsider if the sexual harassment is alleged to have taken place within the campus, by a member of the University, against an outsider it the sexual harassment is alleged to have taken place outside the campus, in such cases the Committee shall recommend that the University College authorities initiate action by making a complaint with the appropriate authority. Further the committee will actively assist and provide available resources to the complainant in pursuing the complaint.
4. Complaint Mechanism
Implementation of the University policy against sexual harassment shall be achieved through
(i) The Apex Complaints Committee, Which shall be an apex regulatory and appellate body of the University of Delhi for redressal and resolution of complaints.
(ii) University Units Complaints Committee, which shall be set up in clusters of University
Departments / Centres as complaints and redressal bodies.
(iii) College Complaints Committees, which shall be set up in each College of the University of Delhi as complaints and redressal bodies.
(iv) Central Pool Complaints Committees, which shall be complaints and redressal bodies
(one each for the North and South Campuses) for those units that are not affiliated to any College / department / institution and have not been included in either CCC or
UUCC·.
*The composition of the Committees, mode of election nomination powers, duties and procedure to be followed is outlined in the Appendix to Ordinance XV-D, which will be read as part and parcel of Ordinance XV-D.
5. Redressal
(i) UUCC/CCC/CPCC/ACC may ask the College / University to suspend the alleged harasser from an administrative post/class if his/her presence is likely to interfere with the enquiry.
(ii) The victim of sexual harassment shall ‘have the option to seek transfer of the perpetrator or her/his own transfer where applicable.
(iii) Notwithstanding the contents of any other ordinance relating to service conditions etc., the head of the institution upon receipt of the enquiry report, shall refer the same to the Governing Body / Executive Council (EC) and take disciplinary action on the basis of recommendations of the Complaint Committees provided that in the case of termination of service the existing rules of the university will also be forwarded.
(iv) The disciplinary action shall commensurate with the nature of the violation.
A.
In the case of University / College employees: disciplinary action may be in the form of
(i) Warning
(ii) Written apology
(iii) Bond of good behaviour
(iv) Adverse remarks in the Confidential Report (v) Debarring from supervisory duties
(vi) Denial of membership of statutory bodies (vii) Denial of re-employment
(viii) Stopping of increments/promotion (ix) Reverting / demotion
(x) Suspension
(xi) Dismissal
(xii) Any other relevant mechanism
B.
ln case of student, disciplinary action may be in the form of
(i) Warning
(ii) Written apology
(iii) Bond of good behaviour
(iv) Debarring entry into a hostel/campus
(v) Suspension for a specified period of time
(vi) Withholding results
(vii) Debarrring from exams
(viii) Debarring from contesting elections
(ix) Debarring from holding posts
(x) Expulsion
(xi) Denial of admission
(xii) Declaring the harasser as “persona non grata” for a stipulated period of time.
(xiii) Any other relevant mechanism.
C.
In the case of third party harassment, the University/College authorities shall initiate action by making a complaint with the appropriate authority.

A new personalized system of guidance and mentoring has been introduced for all the students in Colleges such that each student is assigned to a particular member of the faculty for the entire duration of his undergraduate studies. The role of the Faculty Advisor would be to provide guidance to the student on all matters, academic as well as non-academic.
The College has an Alumni Association to keep alive interest and involvement of our alumni/ alumnae in the life of the College. All the students are required to enroll themselves as members of the Association.
Under the guidelines of the Supreme Court of India and the Executive Council decision to combat the social menace of sexual harassment at work place, the College constituted a committee to deal with complaints related to sexual harassment. The Chairperson of the committee is Dr.
Kavita Bhatia, Reader in the Deptt. of Chemistry. The committee organized awareness programmes in the College highlighting that sexual harassment at work place is punishable by law. Ordinance XV-D on ‘Sexual Harassment’ has been reproduced later in the bulletin.
The use of Mobile phones is strictly prohibited in the classroom / Library / Corridors / Laboratories.
Any student found violating this rule will face stringent action and imposition of fines.
Smoking is strictly prohibited within the College Premises.

1.
Securities are refundable within 3 years from the date the student leaves the College.
2.
College Development Fee of Rs. 150/- p.a. shall be charged from 1st year students along with examination fee in one instalment in the second term.
3.
Special fee equivalent to US $ 100 p.a. shall be charged from the Foreign Students.
4.
College dues are to be paid in CASH ONLY. Cheques, Pay Orders, Drafts etc., are not accepted.
5.
In case a student fails to pay his / her dues within one month of the due date as notified, his/ her name will be struck off from the College rolls. Fine on late payment of fee is Re. 1.00 / day.
6.
Fine on Library books: General Re. 1/- per day & Overnight Rs. 2/- per day. nd rd
7.
Membership fee of Rs. 200 for the Alumni Association will be charged from II and III Yr.
Students.
8.
A fine of Rs. 50/- per paper shall be imposed on a student who fails to take .the home examination.

A fine of Rs. 100 will be imposed for loss of Identity Card.
If a candidate withdraws his / her admission, he / she shall be entitled to refund of fees as per
University rules as amended from time to time. The relevant rules, subject to change, by the
University at any time are as under.
1.
If a student applies for the withdrawal of admission before 31st of July of the year, in which the admission was taken, all fees after deducting Rs. 500/- shall be refunded.
2.
If he / she applies for withdrawal after the dates mentioned in the above provision but on or before, 16th August, all fees after deduction of Rs. 1000/- shall be refunded.
3.
In other cases only security deposit shall be refunded.
4.
In all refund cases, Fees shall be refunded after obtaining clearance by the students from concerned departments. Refund cheque shall be sent to the Res. Address by speed post in the first week of November 2010
B Sc (H) Computer Science course
1.
If a student applies for the withdrawal of admission on or before 16th of August of the year, in which the admission was taken, he/she may be refunded all fees after deducting Rs. 1000/- as processing fee.
2.
In other cases only security deposit shall be refunded.
