TEKS Review Update
• The State Board of Education (SBOE) has authority for the Texas Essential Knowledge and Skills (TEKS).
• Typically, the SBOE reviews/revises one or more subject areas each year.
• Review and revision process takes between one to two years from start to finish.
• Multiple opportunities for public input throughout the process.

Public School Network Capabilities Survey
• TEC §32.005 directs the commissioner to assess the network capabilities of each school district
• As part of the study, each district and charter school technology coordinator is asked to complete a survey from the Texas Education Agency (TEA) • To the Administrator Addressed letter published on TEA website January 6th; survey distributed January 8th • Survey response due to TEA February 19th • Questions? Innovative Courses
• Innovative courses allow districts to offer state‐approved coursework to enable students to master knowledge, skills, and competencies not included in the essential knowledge and skills of the required curriculum. (TAC 74.27)
• Currently, there are 37 CTE courses available for use statewide.
• On the Foundation High School Program, innovative courses can be considered as part of the coherent sequence of CTE courses to fulfill endorsement requirements for STEM, Business & Industry, and Public Services endorsements [TAC 74.13(f)(1)(A), 74.13(f)(2)(A), 74.13(f)(3)(A)]
• Applications for innovative courses are accepted annually. The window for applications for the 2015‐2016 school year is currently open but will close February 27, 2015.

Special Education Graduation Rules
Texas Administrative Code (TAC) §89.1070
• Effective January 2, 2015
• Updates graduation requirements for students who receive special education services and are graduating on the Minimum High School Program (MHSP), the Recommended High School Program (RHSP), or the Distinguished Achievement Program (DAP)

Endorsements
A student receiving special education services may earn an endorsement if the student:
• satisfactorily completes all of the Foundation High School Program requirements with or without modified curriculum;
• satisfactorily completes the courses required for an endorsement without any modified curriculum; and
• performs satisfactorily on the required state assessments.

Special Education Graduation Rules
Please Note—
In order for a student receiving special education services to use a course to satisfy both a Foundation High School Program requirement and an endorsement requirement, the student must satisfactorily complete the course without any modified curriculum.

Counseling
Counseling Regarding Postsecondary Education
• School counselors must advise student and parents during the first year a student is enrolled in high school.
• Counseling must take place during each year of a student’s enrollment in high school.
• Information must include the advantages of earning an endorsement and a performance acknowledgement and of completing the distinguished level of achievement.

Academic Achievement Record
TAC §74.5 identifies the requirements for the academic achievement record (AAR) and high school diploma. Each of the following must be clearly indicated on the transcript and the diploma if earned or completed by a student on the Foundation High School Program:
• endorsement(s)

Locally‐Developed Courses
• Under TEC §28.002(g‐1), a district may offer a locally developed course or other activity, including an apprenticeship or training hours needed to obtain an industry‐recognized credential or certificate.
• The district must partner with a public or private institution of higher education (IHE) and local business, labor, and community leaders to develop and provide the course(s).
• These courses must be approved by the local board of trustees.

Locally‐Developed Courses
• Each school district must annually report to TEA the names of the locally developed courses/activities in which the district's students have enrolled under TEC, §28.002(g‐1).
• The Locally Developed Course/Activity District Form will be made available on the Foundation High School Program website. • TEA shall make the information provided on the form available to other districts.
