This charter, a Task 1 Deliverable (Deliverable 1.2) for the Department of Energy’s (DOE) Rooftop Solar
Challenge II grant, presents a summary of the Go SOLAR – Florida partner 1 grant goals, outlines
commitments to realize the goals, describes the organizational structure of the management team, and
identifies key partner contacts.
Go SOLAR – Florida seeks to increase the installations of grid-tied solar at Florida residences and small
businesses, particularly within the partner jurisdictions, by making permitting of solar installations
consistent, fast and simple and by exploring and promoting additional options for financing solar
installations 2.
1. A primary DOE goal is a consistent, fast, simple and replicable permitting process. The Go Solar –
Florida solution must address all four of these components to be successful, with emphasis on a
consistent solution. Consistency means a permitting experience with the same look, feel, and cost
across all partner jurisdictions. The team’s solution begins with Section 377.705 of the Florida
Statutes (Solar Energy Center; development of solar energy standards). This statute mandates that
the Florida Solar Energy Center (FSEC) develop standards for solar energy systems manufactured
or sold in Florida, establish testing criteria for these systems, and then testing of the systems.
Finally, the statute requires all solar energy systems manufactured or sold in Florida to meet FSEC
standards. Accordingly, Go SOLAR – Florida will implement a methodology by which all
components of a solar energy system (panels, mounting system, and electrical) are approved by a
single body – FSEC. Further, plans for those components will be made available through a single
FSEC online portal.
Then, each permitting jurisdiction partner will create an online permitting system by one of three
methods: create a new system, leverage an existing system, or adapt the Go Solar – Broward
System developed by Broward County. Each partner’s system will electronically allow contractors
to access the FSEC approved plans and apply for a permit within that jurisdiction. By virtue of the
plans having been approved by FSEC, partner jurisdictions will no longer have to conduct extended
plan reviews, but can quickly approve the installation of solar energy systems (an approach that
mimics the Miami-Dade County product control process). Each of these seven partner permitting
systems will use the FSEC plans portal, use the same application process, and each of the seven
systems will be accessible through a single online presence (www.gosolarflorida.org).
2. The financing component consists of developing a State of Florida Solar Financial Options Action
Plan. Here, partner and not-for-profit financial option solutions will be catalogued and presented
in a strategic plan to develop a robust, statewide solar financing industry. Next, the Go SOLAR
team will reach out to all Florida counties and request support for the Action Plan, market the Plan,
and conduct targeted education at the state level to promote adoption and implementation of the
plan.
Table 1 provides a brief summary of the level of effort required by each partner to realize the vision above
and will be used in developing the Scope of Work for each partner contract, Figure 1 describes the
governance of the grant, and Figure 2 provides contact information for key partner participants. Attachment
A includes more detail about staffing within the partner agencies.
