CODE 1362 PG-41 EXEMPT TECHNICAL SERVICES MANAGER (Information Technology) Must have the physical, developmental and mental ability to perform job tasks, work efforts, responsibilities and duties of the job illustrated. MAJOR FUNCTION Responsible for managing the Technical Services section within the County Information Technology (IT) Division. Technical Services includes traditional Client Server/Network, PC Desktop Support, Telecommunications/Telephones, Service Desk and Data Center operations. Responsible for planning, directing/coordinating, and overseeing quality control, cost effectiveness and timely production efforts including systems installation/support, capacity planning, strategic planning, budget, and vendor coordination. Users include, but are not limited to the Polk County Board of County Commissioners, and limited support for the Clerk of the Courts, Judiciary, Supervisor of Elections, Property Appraiser, Tax Collector, and Sheriff's Office. ILLUSTRATIVE DUTIES Personnel Management Responsible for acting on or making recommendations to the IT Director on assigned personnel management needs and requirements (i.e.: personnel administrative matters/functions, employee performance appraisals, resolution and/or follow-up necessary regarding employee issues , complaints and job related inquiries, etc.). Responsible for staffs’ adherence to established Polk County BoCC and IT standards and policies. Project Management Responsible to coordinate efforts between all Technical Support sections and staff. Oversees the Technical Services sections work assignments to ensure efficiency, productivity, quality supervision and monitoring of various work projects to ensure timely completion and implementation. Interfaces with the Applications Manager for equipment, licensing, and project needs from the Applications, Web, Oracle, Records and GIS sections as required. Oversees Technical Services staff resources responding to users with creative and effective solutions to meet service needs and requirements incorporating new or existing technologies and solutions. Attends, plans, schedules, assists and/or conducts training sessions as required. Technical Skills Responsible to comprehend and communicate technical requirements to staff, users, and management to solve problems and make recommendations for the county wide Client Server/Network, PC Desktop Support, Telecommunications/Telephones, Service Desk, and Data Center needs. Technical duties include skills to plan, develop, maintain, and implement technical projects including long term and short term goals and utilize annual budgets to maximize the county’s investments. Coordinates all allocations of changes to hardware, system software and network resources. Responsible for providing and ensuring comprehensive system security on all platforms. Written and Oral Communications Confers in writing and/or orally with division directors, staff, users, vendors, and the IT Director to convey information, conduct feasibility studies, provide cost estimates, prepare system development plans and schedules, and to identify and/or understand users needs to develop systems and install technology. Administrative The Technical Services Manager may represent the BoCC on internal and external technical matters relating to their section. Responsible for planning, arranging means to accomplish a purpose, goal, method or small scale actions serving a larger purpose/goal. Researches, evaluates, recommends, documents and monitors budget impacts of Technical Services needs/requirements for personnel staffing, equipment/supplies and other resource enhancements and/or user needs/requirements. Assists the IT Director in budget recommendations, preparation and monitoring of expenditures. Responsible for recommending and developing short and long range user goals, and researching technical/administrative concerns and requirements for the IT Director. Evaluates existing divisional technical support procedures and makes recommendations for revision of existing and acquisition of new application software/technologies to implement ongoing improvements. Performs related duties as required. KNOWLEDGE, ABILITIES AND SKILLS Knowledge of technical support systems, telecommunications, management, and project control. Knowledge of business and administrative principles, practices, methods and techniques. Knowledge of the use, application and operations of software and systems and equipment utilized within the Polk County BoCC IT operation. Knowledge of computerized network, personal computers, Telecommunications, and Service Desk support. Knowledge of the principles of system documentation and vendor productivity tools. Ability to recognize incorrect information or work and take remedial actions independently. Ability to plan, assign, train, coordinate and supervise the work of others. Ability to use good judgment in administrative and personnel situations/matters and make independent decisions. Ability to research, investigate, experiment, detect, inspect, verify, recognize, and recommend solutions. Ability to work as part of a team. Ability to maintain an effective working relationship with employees, users, officials and other divisions. Ability to communicate effectively both orally and in writing. MINIMUM QUALIFICATIONS Graduate of an accredited four (4) year college or university and have a minimum of six (6) years of technical experience with emphasis on large voice and data network support, telecommunications, and personal computers, including three (3) years of experience as a supervisor or manager of information technology professionals. Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
