(65677-8) 132 3 2 122.—Supply of and Accounting for D.G. Stores in D.G. Wiping-Deperming Mobile Units, and for Fixed Stations Quadruplicate ... ... Quintuplicate ... ... (N.S. 016878/43.— 6 Jan. 1944.) General. D.G. fixed stations and mobile units for carrying out wiping and/or deperming operations have been set up at various ports, at home and abroad. 3. The drifters used as mobile units are not in all cases large enough to carry all the cable required for D.G. deperming operations and it has been necessary to supply either a wooden or steel lighter or ketch to some units to accommodate the cable. Demands fo r additional equipment 12. D.G. officers in the U .K . are to obtain approval from Admiralty when additional equipment, not listed in Appendices 1—7, is required. The demands when approved w ill be forwarded to the store depot concerned. D.G. officers abroad are to obtain the approval o f the local S.I.D.G. before demanding any additional equipment. There is no necessity to forward demands to Admiralty i f the equipment can be obtained locally. D etails of the equipment acquired are to be reported to Admiralty. Spares fo r Lincoln Shield A rc S .A .E . 200 petrol generator sets 13. The spares for Lincoln Shield Arc S.A.E. 200 petrol driven generator sets, detailed in Appendix 8 , are held and will be maintained by Superintending Naval Store Officer, Stanley Mills, Stroud, Gloucestershire. Replenishments will be obtained by local purchase as required from Automotive Products Ltd., Leamington Spa, Warwickshire, and/or Messrs. Lincoln Electric Co., W elwyn Garden City, Herts. 14. D.G. officers requiring the spares shown in Appendix 8 should demand direct on Superintending N aval Store Officer, Stroud. Other spares required, but not listed in Appendix 8 , should be demanded from the nearest Naval Store Officer who is to obtain the necessary parts by local purchase from Messrs. Automotive Products Ltd., Leamington Spa, and/or Messrs. Lincoln Electric Co., Welwyn Garden City, Herts. Keel-hauling magnetometers and associated equipment 15. The keel-hauling pistol magnetometers, etc., referred to in Appendix 1, will be supplied to stations and units b y the A.S.D.G., Helensburgh. 4. Fixed stations and mobile units are supplied, if necessary, with a power boat, 30—40 ft. in length, to facilitate the rigging of the cables around the ship being depermed or wiped. 5. The establishment lists of the maximum permanent and consumable stores required by each fixed station and mobile unit are given in Appendices 1 and 2. Many units and stations will not require the full allowances of these stores and it is emphasised that D.G. officers should demand only the items actually required to enable them to carry out their normal work. It will be found that the requirements will vary, depending upon the types o f ships being treated and local working conditions. 6 . The establishment o f D.G. wiping-deperming electrical equipment for the various fixed stations, mobile units, and submarine flotillas is shown in Appendices 3 to 7 inclusive. 7. Separate instructions have been issued regarding the Naval Store accounting procedure for the D.G. Establishment, Helensburgh, and D.G. Ranges, see A.F.O. 123/44. Store-keeping procedure 8 . The permanent stores detailed in Appendix 1 (including O.U. and B.R. publications) are to be accounted for in an inventory store account (S. 1099) and the consumable stores detailed in Appendix 2 are to be accounted for in a simple manuscript record to show particulars o f receipts and expenditure of maintenance stores. The D.G. Wiping Officer is responsible for maintaining both these accounts. 9. The naval store account, maintained at the ship’s operational base, o f deck and engine room stores, etc., on board the vessel, has no connection with the accounts (for D.G. stores) referred to in paragraphs 7 and 8 . Forms S.331 are to be numbered serially and prepared in accordance with the instructions contained on the cover of the book of forms, the several copies being disposed of as follows :— Original and duplicate ... Triplicate ... ... ... To be forwarded direct to the consignee. To be placed inside the case, package, etc. This copy will be subsequently returned by the consignee duly receipted. It should then be compared and retained with the quadrupli­ cate copy, and differences being immediately investigated as necessary. To be retained with the inventory store account (S.1099). Any receipts received from the railway company or Post Office should be attached to this copy. To be retained in the book of forms for reference. R epairs to electrical equipment 11. Stores required to enable repairs to be effected to the electrical equipment detailed in Appendices 3-6 are to be demanded on the store depot concerned. Replacement parts for item s marked “ A ” are to be demanded (except where otherwise stated) from the nearest Naval Store Officer who should obtain them by local purchase, direct from the manufacturers. I f the cost is estimated to exceed £10, the details should be reported to Admiralty. A ny item marked “ A ” requiring complete renewal is to be demanded fr-m S.D.G., Admiralty. 2. The fixed stations are located on some convenient stone or wooden jetty ; and the mobile units are either wooden drifters, or lighters, or other convenient type of craft carrying the necessary machinery, and equipment, and able to move from port to port as required. 10. Any naval stores listed in Appendices 1 and 2 no longer required and defective items of electrical equipment as listed in Appendices 3-6, except those marked “ A ”, are to be returned to the nearest Naval Store Officer, with the exception of the D.G. measuring instruments which are to be returned to the A.S.D.G., Helensburgh. Any electrical equipment held in excess o f establishment is to be returned to nearest N.S.O. Forms S.331 are to be used for this purpose. Demands (S.134d) for articles to replace defective items should always accompany the original and duplicate copies of Forms S.331. 122 4 Disposal o f defective cells 16. All defective “ LL ” type cells are to be disposed o f in accordance w ith C.A.F.O. 2428/41. The disposal o f defective ex S/M cells and cells type K.C. 45/55 will be arranged by Admiralty. D.G. u n its and fixed stations abroad 17. Except for cable shown in Appendix 7, no establishment list o f electrica* gear fitted in D.G. mobile units and fixed stations abroad is included in this instruc­ tion, but the general principles of storekeeping outlined in paragraphs 5, 7, 8 , 9, 10 and 11 should be followed. 18. Much o f the gear fitted in units abroad has been obtained locally; generally it consists o f second-hand equipment which has been adapted to local requirements. Some gear has also been supplied from the U .K . A record o f equipment fitted in units abroad is held b y S.D.G., Admiralty. 19. Authorities abroad are requested to forward full details, including a wiring diagram, to Admiralty whenever alterations and additions are made to the equip­ ment fitted in D.G. mobile units and fixed stations. Transfer o f stores 20. A ny transfers o f stores between station and/or units should be dealt with on Forms S.549 (prepared in quadruplicate), permanent stores being dealt with on separate vouchers from consumable stores. The four copies are to be disposed of as follows :— One copy to be retained by the officer supplying the stores. One copy to be retained by the officer receiving the stores. Two copies to be forwarded to the Director o f Stores, Admiralty, by the officer supplying the stores. (S5677-8) A 2 122 The copies of Forms S.549 retained by the D.G. officers should be used for posting the accounts, and should afterwards be retained therewith. M e te r in g and safeguarding of stores 21. When a change of officers responsible for the stores at the station or in units takes place the stores on charge are to be mustered and the relevant certificate on the cover of the S. 1099 inventory store account is to be completed by the officer relinquishing charge o f the stores and by the officer assuming their custody. Special precautions should be taken to safeguard all valuable and important stores (e.g., binoculars, watches, and clocks) by keeping them under lock and key when n ot in service. Frequent musterings o f stores should be carried out and particular attention should be paid to the valuable item s referred to above and also to clothing, etc., on loan tool account. Any stores carried in excess of the scales detailed in Appendices 1 and 2 should be returned to the nearest N.S.O. Loss o f stores 22. All losses of, or damage to, naval stores o f major importance or where fraud, arson, or gross carelessness is proved or suspected, are to be investigated as soon as discovered by the Officer-in-Charge, and the result reported immediately in writing to the Admiralty. The occasion of the loss or damage is to be fully described, and it is to be stated what means, if any, were used for the recovery o f the stores lost. 23. In the event o f the loss of stores or materials being known (or believed) to be due to theft, a report is to be made to the Admiralty through the Administra­ tive Authority as soon as possible after the discovery of the loss, whether the articles have been recovered or not, giving full particulars of the articles and furnishing precise information on the following points (King’s Regulations and Admiralty Instructions, Article 1838) :— (a) The circumstances in which the articles were stolen, or believed to have been stolen, together with their value (if known) and the date of the loss. (b) In whose custody the articles were at the tim e o f the actual or supposed loss. (c) Whether any enquiry was held, and if so, w ith what results. (d) Whether the articles were recovered, and if not, what steps were taken to recover them. (e) Whether the local police were informed, and if so, with what result. Copies of police statements should be forwarded. (/) Whether any person can be considered to have been negligent. I f so, the names o f the persons concerned should be forwarded. (g) Whether local disciplinary action has been taken. I f so, full particulars should be furnished. The stores should not be removed from charge in the store account pending Admiralty approval. 24. Any discrepancies in the descriptions or quantities of the items listed in Appendices 3-8 inclusive are to be reported to S.D.G., Admiralty. Appendices Stores concerned 1. Permanent naval stores. 2. Establishment at Helensburgh and to Ranges administered by the Superintendent of Demagnetisation, Admiralty, are promulgated for the information and guidance of all concerned. Separate instructions have been issued regarding the procedure for the supply of, and accounting for, equipment for D.G. Wiping-Deperming Mobile Units, and Fixed Stations (see A.F.O. 122/44). 2. In the case of Ranges administered by a Dominion, Colonial, or Allied Government, the necessary stores have been supplied by arrangement with the Governments concerned. Subsequent demands for additions or replacements of stores unobtainable outside the United Kingdom will be made through the usual channels b y the Government concerned. M EM O RAND U M A. D.O. Establishment, Cairndhu House, Helensburgh— N aval Store Accounting Procedure. N aval store accounts are to be kept as follows :— Permanent stores ... ... to be accounted for on ledger sheets (S. 153) enclosed in binders (S.154). Consumable stores ... ... to be accounted for on ledger sheets (S. 151) enclosed in binders (S.155). O.U. and B.R. Publications ... to be accounted for on ledger sheets (S. 123A) enclosed in binders (S.154) (see accounting instructions contained in Catalogues O.U.2A and B .R .l). Note.— The furniture and other chattels taken over with the premises requisitioned for Admiralty purposes should be accounted for in accordance w ith the procedure outlined in A.F.O. 3590/40. 2. Provision and replenishment of stores.— Demands on forms S.134d for require­ ments o f naval stores are to be forwarded to the Superintending N aval Store Officer of the storing yard. Local purchase m ay be resorted to, subject to the provisions of A.F.Os. 968/42 and 4345/42. 3. R eturn of defective stores.— Forms S.331 (requisition for survey) are to be prepared for all defective stores, and, when despatched elsewhere for survey and disposal, the distinguishing number of the case, package, bundle, etc., in which they are packed should be shown on the forms. Forms S.331 are to be numbered serially and prepared in accordance with instructions contained on the cover of the book o f forms, the several copies being disposed of as follows :•— Original and duplicate to be forwarded direct to the consignee. Triplicate to be placed inside the case, package, etc. (see N ote (a) below). Quadruplicate to be retained as a supporting document to the naval store account (see note (b) below). Quintuplicate to be retained in the book o f forms for reference. Notes.— (a) The triplicate copy will be returned subsequently by the consignee duly receipted. It should then be compared and retained w ith the quadruplicate copy, any differences being immediately investigated as necessary. (b) The receipts received from the Railway Co. or Post Office should be attached to the quadruplicate copy. 4. Conversions.— The following transactions are to be dealt with as “ con­ versions ” :— (а) Manufacture of articles from items in stock or purchased locally. (б) Rem oyal o f certain components from complete articles, or total d is­ mantling of complete articles into their component parts, in order to m eet an urgent requirement. (c) Replacement o f component parts to complete articles previously dismantled. For these transactions, form S .127 is to be prepared and dealt w ith in accordance w ith the instructions contained in B .R .4, article 38. The form S .127 is to be used to issue off charge the articles to be converted, and also for taking on charge the 123 34 converted article. If preferred, however, a separate form, S .156 or counterbook S. 149, m ay be used instead o f issuing off charge the articles to be converted. (Note.—The value columns of the form S. 127 need not be completed in war time.) 5. Ariaings.— The various descriptions o f arisings resulting from condemned stores or experimental work are to be kept separate from each other as far as possible to facilitate their disposal. They should be taken on charge on separate pages at the end o f the “ consumable ” ledger. Every effort is to be made to dispose o f them to authorised local merchants on advantageous terms, the Superintending Naval Store Officer, Clyde Area, being consulted if necessary. (See A.F.O. 1055/42.) 6. Supplies to and returns fro m Ranges in Great B ritain and Northern Ireland.— Forms S.134d (demands) and S.331 (returns) will be prepared at the Ranges and forwarded to the Storekeeping Officer, Helensburgh (see separate instructions in memorandum “ B ” for Ranges). 7. Internal transactions.— Permanent loan (S.1099). Permanent stores required for continuous use within the establishment should be dealt with in accordance with articles 50 and 96, B.R.4. Temporary loan (S.1092). Permanent stores required for casual purposes are to be issued in accordance w ith article 51, B .R .4. Consumable stores required for use in the establishment should be issued oft charge b y means of forms S .156 or counter book S .149 (see Chapter V III, B.R.4). 8. Supplies to Colonial, Allied, and Neutral Governments.— (a) Stores supplied to Colonial, Allied, or Neutral Governments are to be issued off the charge o f the A.S.D.G., Helensburgh, by means o f a S.134d voucher. This voucher is always to be endorsed with a reference indicating the number and date of the demand or request from the Government concerned. (6) After the stores have been shipped and in order that the necessary receipts m ay be obtained, three copies of the relevant S.134d voucher are to be forwarded to Director o f Stores (6B) in connection with supplies to Allied or Neutral Govern­ ments, or to the representative or agent in the United Kingdom of any Dominion or Colony to which supplies have been made. (c) Two copies of the receipted S.134d vouchers shall be returned to the A.S.D.G., Helensburgh, to enable the necessary accounting action to be taken. The receipted duplicate copy of the S.134d is to be subsequently forwarded to the Director of Expense Accounts to enable the necessary claims to be raised. 9. General procedure.—The instructions contained in the Naval Storekeeping Manual, B.R.4, except where modified by the foregoing procedure, are to be followed. special attention being given to the following :— Losses o f stores ... ... Open Ranges and Fixed Wiping Ranges. 2. N aval store accounts are to be kept as follows :— Permanent stores (including to be accounted for in an inventory store O.U. and B.R. Publications). account (S.1099) prepared in duplicate at Helensburgh for each Range, the two copies being dealt with as follows :— Original—standard copy for Degauss­ ing Range or Wiping Officer. Duplicate—for use o f the Storekeeping Officer at Helensburgh as a record of the first outfit of stores supplied. Note.—The certificates on the S .1099 covers are to be completed as necessary. Consumable stores ... ... to be accounted for in a simple manuscript record to show particulars o f receipts and expenditure o f maintenance stores. 35 123 3. Replenishment and replacements of stores and entry into accounts.— (i) Replace­ ment of permanent stores found defective or lost, or additional items required, are to be demanded on forms S.134d by Ranges in Great Britain or Northern Ireland through the Storekeeping Officer at Helensburgh, except that very urgent require­ ments may, if necessary, be obtained direct from the nearest dockyard, base or store depot, covering approval o f the A.S.D.G., Helensburgh, being obtained later. Normally, the Storekeeping Officer, Helensburgh, will either arrange supply from his stocks or forward the demand, with a covering reference sheet (copy to D.G.R.O. or D.G. Wiping Officer concerned for information), to the nearest dockyard or base for compliance. (ii) Supplies of permanent stores required by Ranges outside Great Britain or Northern Ireland should be demanded on forms S.134d from the nearest dockyard under the authority of the Administrative Authority, whose approval is to be sought for any special or abnormal requirements. (iii) Replenishments o f consumable stores required by all Ranges for m ainte­ nance purposes are to be demanded periodically on forms S.134d as necessary from the nearest dockyard or base. (iv) The triplicate copies (supply notes) o f the demand forms S.134d will be returned to the Range and, on receipt, should be used for recording the transactions in the store account and then retained with the account. Transactions in permanent stores which do not affect the quantities in the inventory store account S. 1099 (e.g., an article received in lieu of one of the same description returned defective) need not, however, be entered in the account, but the vouchers are to be retained. 4. Return of stores.—Permanent stores no longer required at the Range are to be returned to the Storekeeping Officer at Helensburgh, except that, if found more convenient, articles o f R ate Book description m ay be returned to the nearest dockyard, or base. Forms S.331 are to be used for this purpose. Forms S.331 are to be numbered serially and prepared in accordance with the instructions contained on the cover o f the book o f forms, the several copies being disposed o f as follows :— Original and duplicate ... to be forwarded direct to the consignee. Triplicate ... ... ... to be placed inside the case, package, etc. (see note (a) below). Quadruplicate ... ... ... to be retained with the inventory store account (S.1099) (see note (6) below). Quintuplicate ... ... ... to be retained in the book of forms for reference. Notes.— (a) The triplicate copy will be subsequently returned by the consignee duly receipted. It should then be compared and retained with the quadruplicate copy, any differences being immediately investigated as necessary. (6) The receipts received from the Railway Co. or Post Office should be attached to the quadruplicate copy. 5. Defective stores.— (a) Disposal instructions for special stores should be sought from Assistant Superintendent of Demagnetisation, Helensburgh. Where instruc­ tions are to send these to contractor for repair the following procedure will apply :— Form 331 : Original, duplicate to be forwarded to A.S.D.G., Helensburgh, and triplicate. Quadruplicate ... ... ... to be retained with the inventory store account. Quintuplicate ... ... ... to be retained in the book for reference. Where instructions are to return the stores to A.S.D.G., the procedure in paragraph 4 applies. (6) Defective stores other than those referred to in paragraph 5 (a) above returned to a dockyard for repair, should be dealt with in accordance with paragraphs 3 and 4. 6. Transfer of stores between Ranges or Fixed W iping/Deperming Stations and/or Mobile W iping I Deperming Units.—Any such transactions should be dealt with on forms S.549 (prepared in quintuplicate), permanent stores being dealt with on separate vouchers from consumable stores. The five copies are to be disposed o f as follows, after having been receipted by the Officer receiving the stores :— One copy to be retained by the Officer supplying the stores. One copy to be retained by the Officer receiving the stores. Two copies to be forwarded to the Director o f Stores, Admiralty, by the Officer supplying the stores. One copy to A.S.D.G. 123 36 The copies o f the forms S.549 retained by the supplying and receiving Officers should be used for posting the accounts and should afterwards be retained therewith. 7. Transfer of charge between Storekeeping Officers.—When a change of Officers responsible for the stores at the Ranges takes place, the stores on charge are to be mustered, and the relevant certificate on the inside of the cover of the S. 1099 inventory store account to be completed by the officer giving up charge and by the officer assuming custody of the stores. 8. Stores lost or damaged by accident or neglect.—All losses of, or damage to, naval stores of major importance, or where fraud, arson, or gposs carelessness is proved or suspected, are to be investigated as soon as discovered by the Officer-inCharge of the Range and the result reported immediately in writing to the Admiralty, through the Administrative Authority, a copy being sent to Helensburgh for information. The occasion o f the loss or damage is to be fully described, and it is to be stated whether any, and if so, what means were used for the recovery of thé stores lost. Special precautions should be taken to safeguard all valuable and important , articles (e.g., binoculars, watches, clocks) by keeping them under lock and key \ when not in use. 9. Losses due to theft.—In the event of the loss o f stores or materials being known, or believed, to be due to theft, a report is to be made to the Admiralty (copy to Helensburgh) through the Administrative Authority, as soon as possible after the discovery o f the loss, whether the articles have been recovered or not, giving full particulars of the articles and furnishing precise information on the following points (K.R. and A.I. Article 1938) :— (a) The circumstances in which the articles were stolen or believed to have been stolen, together with their value (if known) and the date of the loss. (b) In whose custody the articles were at the time of the actual or supposed theft. (c) Whether any enquiry was held, and if so, with what results. (d) Whether the articles were recovered, and if not, what steps were taken to recover them. (e) Whether the local police were informed, and if so, with what result. Copies of police statements should be forwarded. (/) Whether an^ person can. be considered to have been negligent. I f so, the names of the persons concerned should be forwarded. (g) Whether local disciplinary action has been taken. If so, full particulars should be furnished. The stores should not be removed from charge in the store account pending Admiralty approval.
