This qualification is expiring. The last date to meet the requirements is 31 December
2014.
Purpose
This is an intermediate/supervisory level qualification for people who are working or
intending to work in the retail industry. This qualification will be completed in the
workplace or through the combination of the workplace and an education provider.
The qualification contains core compulsory and core elective sections, which recognise
that the holder has skills and knowledge relating to staff, customers, products,
communication, and administration in a retail environment. The elective allows trainees,
employers, and/or providers, the flexibility to tailor programmes to meet individual skill
needs that reflect the diverse roles in the retail industry. People who achieve this
qualification also have the ability to undertake a range of retail tasks at a supervisory level.
The optional strands recognise that the holder has specialised skills and knowledge in
Bicycle Sales and Servicing, Garden Retail, Visual Merchandising, Delicatessen, or
Produce, enabling the qualification to be tailored to meet the particular situation in different
types of retailing.
This qualification builds on the National Certificate in Retail (Level 2) [Ref: 0993] and may
also lead to the National Certificate in Retail (Level 4) [Ref: 0995].
Special Notes
People already in the workforce may have demonstrated competence in the outcomes
specified in individual unit standards of this qualification. These candidates should seek
recognition of their current competence wherever it is relevant to this qualification.
Application for recognition of prior learning (RPL) or recognition of current competency
(RCC) should be made to ServiceIQ.
Recognition of current competency must be carried out by accredited providers or
registered workplace assessors in accordance with NZQA guidelines.

Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the

Version 6 was republished to correct the last date for assessment for versions 5 and 6 to
31 December 2014.
Version 6 was issued to indicate that this qualification is expiring. This qualification has
been replaced by the National Certificate in Retail (Level 3) [Ref: 1689].

Previous versions of the qualification
Version 5 was revised to increase the flexibility of the elective section. Changes to
structure and content included: expanding the Core Elective to include all credits in the
Business Administration Services and Interpersonal Communications domains and the
Retail, Distribution, and Sales subfield; including standards 4098, and 18203; and reducing
credit value of standard 15954 in the Produce Strand from 8 to 6.
This qualification contains standards that replace earlier standards. For the purposes of
this qualification, people who have gained credit for the expiring standards are exempt
from the requirement to gain credit for the replacement standards – see table below.

Version 4 was issued following the addition of the Garden Retail strand following the
transfer of standard setting responsibility for Garden Retail from Horticulture Industry
Training Organisation to ServiceIQ. The National Certificate in Horticulture (Plant and
Garden Supply Retailing) (Level 4) [Ref 0085] was reviewed and designated expiring as it
no longer met the needs of industry. It was decided the target group required a Retail
qualification and that adding an optional strand in Garden Retail to this qualification would
be more appropriate for the sector. Any person working towards the National Certificate
Horticulture (Plant and Garden Supply Retailing) (Level 4) [Ref: 0085] may either complete
the requirements for that qualification by 31 December 2008 or transfer to this

qualification. Changes to structure and content included: addition of Garden Retail strand;
removal of standards 67, 420, 422, and 22013 from the Core Elective as were included in
the optional strand for Visual Merchandising; updating titles, credits and classifications of
reviewed standards; replacing expiring standards 9706 and 55 with standards 9694 and 66
respectively; and reducing credit total for the optional Produce strand from 114 to 112.
Version 3 was issued following a review. Changes to structure and content included:
change to title to reflect the introduction of optional strands; Elective 1 was removed and
Elective 2 was renamed Core Elective; two Core Generic standards were removed and a
wider choice of retail standards were added; standards 1312, 11939, 11968, and 376 were
moved from the Core Compulsory to the Core Elective; standards 17593 and 11097 were
moved from the Core Elective to the Core Compulsory; the minimum total credits for the
qualification decreased from 67 to 60.
Version 2 of this qualification was issued following a revision to increase its flexibility.
Version 1 of this qualification replaced the National Certificate in Retail and Wholesale
(Level 3) with strands in Retail and Warehouse [Ref: 0383]. The transition arrangements
for that qualification expired in December 2005.
