Riverside Cemetery board member Harlan Schavey was present to discuss the
proposed meter addition to the cemetery. It was agreed, the Cemetery will pay for the
meter ($2450) at the time of install and be responsible for the one inch meter fee and
water volume charges on a monthly basis, this is consistant with other similar cemetery
charges.

The payables totaled $734,646.59. large accounts included $261,615.62 for Energy,

required CIP rebates. $19,240 for elctric and water meter upgrades.

CIP Low Income Assistance Policy
The policy is designed to help “low income” residents to upgrade their electric meter
socket. Once upgraded, BELW will be able to install Load Management metering
equipment, assisting BELW with meeting the low income requirements to the
Minnesota Department of Commerce, Division of Energy Resources, Conservation
Improvement Program (CIP.)

I.Purpose:
The policy is designed to help “low income” residents to upgrade their electric meter
socket. Once upgraded, BELW will be able to install Load Management metering
equipment, assisting BELW with meeting the low income requirements to the
Minnesota Department of Commerce, Division of Energy Resources, Conservation
Improvement Program (CIP.)
The staff is identifying unsafe or discontinued meter sockets. As BELW upgrades the
meters throughout the system, unsafe and/or non NEC compliant meter sockets must
be replaced to safely meter the electric usage.
II.Scope:
BELW reserves the right to supply electricity until a safe meter socket is provided,
acceptable to BELW specifications. If a meter socket is inspected by BELW and
found to be substandard, the customer will be required to replace the meter socket, in
severe cases, electric service may be terminated until the repair is made. Customers
have the following options as listed in the “Payment Options” below:
III.Payment Options :
A.Customer pays directly - Customers will be required to have the substandard socket
updated within 30 days. The customer will make arrangements with an electrician of
their choice. Residential meters sockets will meet BELW minimum standards of
meeting all current National Electrical Code (NEC) The meter socket will support at
minimum a 2S (200 amp) meter.
B.Customer needs financial assistance - Customers who need additional help can
contact the City of Blue Earth’s Housing and Rehabilitation/Demolition program or other
financial institution for financial assistance. The customer will make arrangements with
an electrician of their choice. The meter socket requirements include: BELW
minimum standards of meeting all current National Electrical Code (NEC) The meter
socket will support at minimum a 2S (200 amp) meter.
C.Customer meets low income requirements – The customer needs to be referred to
the City of Blue Earth, Housing Program within Faribault County development
Corporation (FCDC.) FCDC will verify low income eligibility for BELW referred
residents according to existing FCDC/HRA guidelines. Residents who don’t qualify for
low income may qualify for the City of Blue Earth’s Housing and
Rehabilitation/Demolition. FCDC will provide BELW a written letter of Low Income
Eligibility. BELW will manage the remaining project, paying for the contracted
electrician to install new service, BELW will install load management metering
equipment. All funds will remain with BELW throughout the process until final payment
to the electrician.
D.All Low income participant s are required to have Load Management qualified
equipment such air conditioners and electric hot water heaters enrolled into BELW’s
Load Managements program.

New Substation agriculture annual lease agreement. David Frundt drafted a lease
agreement for the newly purscheased future site of the sub station. The Board
approved the excution of the lease agrement for the 2.01 acres.
