Purpose
This National Certificate recognises the skills and knowledge required by the New Zealand
Institute of Surveyors for surveying industry assistants working for professional surveyors
or survey technicians. It is designed for people entering or working in the land surveying
sector of the surveying profession. The holder of this qualification is able to work safely in
the surveying industry, collect basic survey information, and apply practical land surveying
skills under the supervision of a professional surveyor or survey technician.
The Compulsory section recognises basic skills in surveying, communications, temporary
traffic management, mathematics, computing, and computer aided drafting.
The Elective section enables people to select from a range of complementary skills in
computing and surveying that may be required in their workplace.
This certificate leads to the National Diploma in Surveying (Level 6) with an optional strand
in Mine Surveying [Ref: 0453].

Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications

Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet

Version 5 was issued following a revision to remove and replace expiring standards and
update revised or reviewed standards.
Changes to structure and content
• Standard 2977 was replaced by standard 25060.
• The titles of standards 2788, 2791, and 5236 were updated.
• The level of standard 2780 decreased from 2 to 1.
• The credit values of standards 2780, 2788, and 5236 were updated.
• Expiring standards 6401, 6402, 1272, 5245, 5246, 5251, and 12318 were removed from
the Compulsory section of the qualification.
• Expiring standard 2798 was removed from the Elective section of the qualification.
• The purpose statement and credit table were updated to reflect the changes made to
the content of the qualification.
• The total credit value of the qualification decreased from 83 to 68.

For the purposes of this qualification, people who have gained credit for the expiring
standards are exempt from the requirement to gain credit for the replacement or substitute

People enrolled on programmes or courses leading to the award of version 4 of this
qualification may choose to complete that version or transfer to this version.
People who want to complete version 4 should note that standard 2798 in the Elective
section and standards 5245, 5246, 5251, and 12318 in the Compulsory section will expire
on 31 December 2012. Assessment against these standards must therefore take place
before this date.
All new trainees will be enrolled in programmes or courses leading to the award of this
version.
It is the intention of InfraTrain New Zealand that these transition arrangements are fair and
do not disadvantage any existing candidate. Candidates who believe that they have been
disadvantaged by these transition arrangements should, in the first instance, contact
InfraTrain New Zealand at the address below.
Previous versions of the qualification
Version 4 was issued following the planned review of the qualification and taking account
of a review of surveying unit standards, and industry requirements to provide a pathway for
people working in the surveying industry.
Version 3 was issued in January 2003 following a review of the structure of the national
certificates in surveying. The Hydrographic Surveying strand was removed and the title
updated; land administration standards were moved to the elective section; titles and
compliance standards were added to the elective section; and total credits changed from
105 or 118 to 107.
Version 2 was issued in July 1999 after a review undertaken by the Design and
Construction Consultants Industry Training Organisation following consultation with
traditional providers and industry representatives.
