APR Process Redesign Executive Summary Final 4.12.10 D M A I C Define Measure Analyze Improve Control X X X X N/A Project: HR Appointment Creation Team Click here for more information Project Summary: (Problem Statement) Beginning in 2011, the University of Wisconsin System, including UW‐Madison, will be launching PeopleSoft (aka HRS), a new human resources management software application. This project was initiated in order to understand the current appointment creation process and potential changes that might be needed in anticipation of HRS. Proposed Solution: Person and appointment data will be entered into a front‐end system (modified PVL/CHRIS) prior to the appointment begin date. This data entry can be carried out at a level closest to where the need for the appointment arose (e.g, often at the department level). Approvals for the appointment will happen through electronic work flow thereby eliminating the need for data re‐entry. Funding data can be entered at a later time but will need to be entered in advance of the first payroll. Project Status: This team completed the first three phases of the DMAIC (define, measure and analyze) and to complete the improve phase, presented a recommendation for a future process flow to sponsors Darrell Bazzell and Steve Lund on September 22, 2009. The sponsors approved of the recommendations of the team and asked that they be handed over to the Office of Human Resources for implementation (which was not part of the original charter for this team). Metric Chart: Current Future (anticipated) On‐time Data Entry: person and appointment data entered and approved 33% >= 7 days prior to appointment start 99% >= 7 days prior to appointment start Electronic Data Flow: # of times data is entered 2 to 3 times 1 time Separation of Person/Appt and Funding Data: # of divisions that have separated person/ appointment data entry and approval from funding data entry and approval <10 >25 Click here for more information about the HR Appointment Creation Project
