Questions and Answers Related to Addendum IEP Meetings and Amendment IEP Meetings 1. Why do we now have a new option to propose an IEP Amendment? The new regulations in IDEA Section §300.224 give teams the option to make certain changes without convening the entire team. This is in response to comments from school staff about the difficulty in reconvening entire IEP teams to make minor changes. 2. How does an IEP Amendment meeting differ from the more familiar IEP Addendum meetings that we have had previously? As you recall, the IEP Addendum meeting has been used when teams need to revise the original IEP by updating appropriate sections with new information. An IEP Amendment is held to amend the original IEP because of an omission of something discussed in the meeting, a clerical error or to address transportation. 3. Do you have to notify parents of an IEP Amendment using Invitation to Conference? No. All that is required is that parents be contacted, be in agreement with the changes, and receive a new finalized IEP. 4. What parts of the IEP need to be printed and resent to parents after either the Amendment IEP or Addendum IEP meeting? Parents must be given the entire IEP with the dated changes since it is the most current proposal of how the school is going to provide FAPE. 5. Do parents need to initial changes on the IEP copies? No. The date of the Amendment or the date of the Addendum is sufficient documentation. 6. What are some examples of when you should use the Amendment IEP option? Use the Amendment IEP process to add or delete special transportation, to correct clerical errors, or to reflect changes as a result of school system changes (e.g., changes in school hours, changes to or from block scheduling in the high schools) or for everyone that attends a certain school. How do you document Amendment IEP changes? o Document the Meeting Date and Meeting Purpose (folder 3) by selecting IEP Amendment o Document the names of the parent and the staff member who discussed the amendment with the parent in the Participants section (folder 4) o Document changes in the “Amendment” section of the Present Levels (folder 5). Include the following information: What you are changing Where the changes can be found in the IEP Who is making the changes; list names When were the parents contacted about the proposed changes How were the parents contacted Why you are amending the IEP 8. How do you notify all team members of the Amendment changes to the IEP? The quickest way is to e-mail team members to review the amended final copy of the IEP in Goalview. 9. Why would you convene an IEP Addendum meeting? Teams may need to revise portions of the IEP prior to the scheduled annual review or to consider the need for reevaluation. 10. How does a typical IEP meeting and an IEP Addendum meeting differ? In an IEP Addendum meeting the team will address all elements of the IEP (Present Levels through Procedural Safeguards (folders 3-15)) making changes in the affected areas. 11. How do you document IEP Addendum meetings in the IEP? Review all the elements of the IEP (Present Levels through Procedural Safeguards (folders 3-15)), update affected sections and date the changes in the text. The IEP will also have a new meeting date generated from the Invitation. 12. Which type of IEP meeting requires that parents receive the written Invitation to Conference? Parents must receive a written Invitation to Conference to any IEP meeting to develop, review, or revise an IEP. A written Invitation is not required for an IEP Amendment. January 2010
