SFE Austraclear System - DSS Series ID
This paper outlines the standard to be adopted for the creation of the DSS Series ID. In December 2004,
SFE sent out a questionnaire in regard to the formulation of the DSS Series ID. As indicated in that
questionnaire the SFE Austraclear System currently allows the Series ID for Discount Securities to be
determined by the Issuer. During Pilot IWT and IWT, Participants indicated that they would prefer to have
the DSS Series ID automatically generated by the system rather than have it as ‘Issuer determined’. The
questionnaire sought Participants' feedback on a suggested guideline on which the automatic generation
of the DSS Series ID would be based.
The feedback received from the market generally endorsed the guideline but suggested a slight change
to the way in which the sequence of information was presented. This amended guideline has now been
submitted to the software developer for inclusion in a change to have the DSS Series ID automatically
generated by the system. As previously agreed with Participants this change will be introduced in the first
post go-live software release. SFE anticipates that this release will be 2-3 months after implementation of
the new system.
As indicated previously to Participants what this means is that, for the initial implementation of the system
and up until the change is introduced, the DSS Series ID will remain Issuer determined. To ensure a
smooth transition from this situation to one where the DSS Series ID is automatically generated by the
system a consistent approach needs to be adopted. Accordingly the suggested guideline should also be
used by Issuers of DSS during the period between go-live and when the change is introduced. Issuers
may wish to trial this approach during any periods of Industry Wide Testing (IWT).
The guideline to be used is as follows:
The DSS Series ID will be 14 or 15 characters long (depending on the Series Sub-Type). There should
be no spaces between the characters.
First 4 Characters Next 6 Characters -
Issuer Participant Code - e.g. WPAC
Maturity Date - in the form DDMMYY e.g. 310605. Please note that the year is
essential as the system will ensure uniqueness of the Series ID over a number of
years (up to 7 years).
Next 2/3 Characters - Series Sub-Type e.g. EBA, BA, CD, ECD etc
Last 2 Characters Sequence Number to be used where an Issuer has multiple issues of the same
sub-type for any given maturity date - e.g. 01 to 99. If there were more than 99
of the same sub type for the same maturity date then this number would then go
to A1-A9 to Z1-Z9, giving a further 234 possibilities.
To give a working example of the above, 2 EBAs issued by WPAC for the same maturity date, 31/06/05
would become:
WPAC310605EBA01; and,
WPAC310605EBA02
