Program Specialist - MDR-TB
Job Description: The Program Specialist, MDR-TB, TB CARE II/Bangladesh, is a senior technical position
at the URC/Bangladesh country office. The incumbent is responsible for overall planning, managing and
coordinating MDR-TB and Infection Control (IC) activities implemented under the TB CARE II
Bangladesh.
Major Duties and Responsibilities:














Work closely with the National TB Control Program (NTP), WHO, NGO partners and other
stakeholders in identifying program priorities, developing strategies and coordinating
implementation of MDR-TB activities;
Work in teams to develop TB CARE II Bangladesh annual work plan; identify and incorporate
appropriate MDR-TB and IC related actions in work plan consistent with project objectives and
aligned with national program needs;
Provide technical support to sub-grantees in developing work plan in accordance with project
objectives and scope of work;
Provide technical directions and support to the NTP and sub-recipient NGO partners in planning
and implementing MDR-TB activities as required;
Assist NTP and other collaborating partners on developing training strategies and materials, and
facilitate planning and conducting TOT and training of health care staff;
Provide technical assistance to NTP and collaborating NGOs in developing infection control
plans and developing human resource in infection control;
Participate in workshops, seminars, task force and expert committees to identify policy,
technical and programmatic gaps in MDR-TB diagnosis and treatment and Infection Control;
update partners and stakeholder on TB CARE II project activities;
Provide technical support in developing systems, tools, job aids, IEC materials as required for
improving diagnosis and treatment of TB/MDR-TB, infection prevention, monitoring and
supervision;
Participate in discussion with NTP, NGO partners, USAID and other stakeholders to identify
research needs and priorities and develop concept papers as needed;
Organize, lead and facilitate project-related meetings, including the creation of agendas and
preparation of materials;
Monitor implementation of planned activities through periodic consultations, monthly progress
review meetings, reports review, and field trips. Provide written feedback for improving
performance.
Monitor project deliverables and timeliness, notify the Team Leader when issues arise, and take
corrective actions, as needed;
Provide technical support, supervise and facilitate the District Expansion Coordinators in their
day to day activities.
Assist the Team Leader in developing quarterly and semi-annual reports, and tracking budgets
and expenditures.

Program Specialist - M&E
Job Description: The Program Specialist, Monitoring and Evaluation, will be responsible for managing
and coordinating the monitoring and evaluation activities of the TB CARE II Bangladesh project funded
by USAID/Bangladesh.
Major Duties and Responsibilities:
 Take lead in the design of the M&E tools and frameworks for the project;

Prepare annual and quarterly M&E plans in consultation with the Team Leader and other
technical staff of the project;

Prepare/write technical reports;

Collaborate with NTP and other implementing partners in developing national and district level
capacity in M&E;

Meet regularly with NTP and other stakeholders as appropriate to identify issues and to report
program accomplishments and challenges;

Ensure timely collection of data on project indicators and develop quarterly and annual
performance reports;

Analyze routine reporting data and conduct periodic dissemination meetings to present results
of the TB CARE Bangladesh project;

Participate in discussion with NTP, NGO partners, USAID and other stakeholders to identify
research needs and priorities and develop concept papers as needed;

Monitor project deliverables and timeliness, notify the Team Leader when issues arise, and take
corrective actions, as needed;

Assist Team Leader in developing work plans; identify and incorporate M&E actions in the work
plan;

Participate in workshops, seminars, task force and expert committees to identify gaps and
weaknesses in M&E and plan appropriate actions for improvement;

Supervise and facilitate Training officer in terms of training related activities;

Ensure timely collection and updating of training information and develop quarterly and annual
training reports.

Technical Director
Job Description: The Technical Director, TB CARE II Bangladesh Project, is a senior position at the
URC/Bangladesh country office. He/she will provide strategic and technical support to the Team
Leader, TB CARE II Bangladesh project and will work under the guidance of Team Leader. He/She will
provide support to the Team leader in positioning the project as a catalyst for bringing appropriate
strategic changes and technical innovations to meet challenges in the TB Control programme of
Bangladesh. The Technical Director will provide professional and technical input in developing yearly
work plan, identify TA needs, and provide management support to timely implementation of planned
activities. The incumbent will assist TL for monitoring project performance and assist in developing
technical and financial reports as required.
Major Duties and Responsibilities:
 Provide overall strategic and managerial support to the Team Leader of the TB CARE II
Bangladesh project;

Assist TL in designing and operationalizing an annual project planning cycle which formulates
comprehensive annual work plans and budgets in accordance with the USAID annual planning
cycle;

Provide technical support to planning and implementing all project components including
DOTS strengthening and expansion, PMDT, TB/HIV, and Health Systems Strengthening;

Assist TL in monitoring implementation of planned activities through periodic consultations,
monthly progress review meetings, reports review, and field visits. Provide written feedback for
improving performance;

Assist TL in negotiating and coordinating with NTP, GF, and implementing partner NGOs on the
identification of project technical assistance and training needs, development of scopes of
work, recruitment of consultants as needed, and execution of technical assistance contracts;

Assist TL to Work closely with the National TB Control Program (NTP), WHO, NGO partners and
other stakeholders in identifying program priorities, developing strategies and coordinating
implementation of MDR-TB activities;
Work in teams to develop TB CARE II Bangladesh annual work plan; identify and incorporate
appropriate MDR-TB and IC related actions in work plan consistent with project objectives and

Senior Technical Advisor, Lab Support
Job Description: The Senior Technical Advisor, Laboratory Support, is a senior technical position
responsible for managing all laboratory strengthening activities of the TB CARE II Bangladesh Project.
The incumbent will provide technical support to NTP and implementing partners on developing or
updating lab strategy, and will take the lead on planning and implementing activities to improve quality
and performance of lab services. The incumbent will work under the supervision and guidance of the
Team Leader of the TB CARE II Bangladesh project.
Major Duties and Responsibilities:
 Serve as project lead on implementation of activities to strengthen and improve management and
quality of lab services, which includes coordinating directly with the National TB Control Program
(NTP), WHO, NGO partners and other stakeholders to identify program priorities and develop
implementation strategies;
 Assist in the introduction of new TB and MDR TB diagnostic technologies;
 Develop and implement master trainers training programs covering new technologies;
 Work in teams to develop TB CARE II Bangladesh annual work plan, focusing on identifying and
incorporating appropriate lab related activities consistent with project objectives and aligned with
national program needs;
 Assist the project to identify, plan and provide TA to expand culture and DST services through
National and Regional Reference Laboratories;
 Support lab procurement activities, especially GeneXpert, LED microscopy, and other related
procurement, and coordinate training, workshops, etc related to lab materials and procurements;
 Assess and provide TA support to National and Regional Reference Laboratories (RRLs) and smear
microscopy facilities to improve their capacity and quality in providing diagnosis services for TB and
MDR-TB;
 Provide technical direction and support to NTP and sub-recipient NGO partners in planning and
implementing lab support activities including quality assurance of sputum collection, processing,
transportation, and testing;
 Assist NTP and other collaborating partners on developing training strategies and materials, and
facilitate planning and conducting TOT and training of lab/health care staff on lab management
including AFB Microscopy, Florescence Microscopy, TB culture (both liquid and solid), Drug
Sensitivity Testing (DST) (both liquid and solid) procedures;
 Provide TA to strengthen and improve EQA and expand EQA coverage as needed;
 Take lead in developing infection control plans for lab including lab waste management and assist
NTP and NGO partners to implement IC plan at the facilities;
 Provide TA to improve recording, reporting and data analysis of diagnostic services;
 Provide technical support in developing systems, tools, job aids, IEC materials as required for
improving diagnosis of TB/MDR-TB, infection prevention, monitoring and supervision;
 Monitor implementation of planned activities through periodic consultations, monthly progress
review meetings, reports review, and field trips. Provide written feedback for improving

Regional Coordinator
Job Description: Regional Coordinator will be responsible for coordinating, facilitating and supervising
the activities planned under TB CARE II project in collaboration with National TB Control Programme
(NTP) and the implementing NGO partners. He/she will closely work with the Civil Surgeons of his/her
assigned districts for successful and timely execution of the project activities. He/she will be placed in
the office of Divisional Director and will report to the Deputy Team Leader of TB CARE II project.
Major Duties and Responsibilities:



Assist TB CARE II Bangladesh and NTP in planning, implementation, monitoring and evaluation
of TB CARE II project activities in the respective division;
He /she will closely work with Dhaka based project staff in developing the district
plans/activities in line with the approved project workplan;
Guide, coordinate, facilitate and monitor implementation of planned activities for the assigned
districts and upazilas in close collaboration with the respective Civil Surgeons, UHFPSs and NGO
partners;

Conduct training needs assessment and prepare training plan in TB control activities; organize
and participate in training/orientation of GOB and NGO staff, and prepare report on the
training/workshops;

Organize and supervise the field activities on supervision and monitoring of DOT centers,
strengthening laboratory services, infection control activities, cPMDT activities, PPM and ACSM
activities in collaboration with the respective Civil Surgeons and NGO partners;
Organize and facilitate district level TB Coordination meeting; document meeting proceedings.
and follow-up and update on recommendations from the meeting;
Visit assigned districts/upazilas on a quarterly basis to collect TB performance data for reporting
by the project;
In coordination with central project staff, monitor and supervise sub-grantee performance in
implementing project activities against approved work plan.
Coordinate with the respective Civil Surgeons to ensure supply or drugs and supplies as needed
to implement project activities by the sub-grantees;
Prepare field reports, supervision and monitoring reports , monthly action plans and progress
reports on the planned activities and submit them to the project supervisors based at Dhaka;
Develop quarterly action plan for continuous quality improvement with TB control team at the
upazilla and district level;
Identify and inform central project staff on implementation/operational issues and challenges;
plan appropriate actions to address them in discussion with the supervisors;
Any other duties assigned by the Team Leader of TB CARE II Project.









Program Officer- Pediatric TB
Job Description: The Program Officer, Pediatric TB, is responsible to assist in planning, implementing
and coordinating activities related to pediatric TB. The incumbent will work under the supervision and
guidance of the Program Specialist, Clinical TB, TB CARE II Bangladesh project.
Major Duties and Responsibilities:
 Work closely with the National TB Control Program (NTP), WHO, NGO partners and other
stakeholders in identifying program priorities, developing strategies and coordinating
implementation of activities for strengthening and expanding of Pediatric TB.

Work in teams to develop TB CARE II Bangladesh annual work plan; identify and incorporate
appropriate Pediatric TB related actions in work plan consistent with project objectives and
aligned with national program needs;

Developing and implementing strategies to improve access to Pediatric TB services;

Work in team to provide technical support to NTP and sub-grantees in developing appropriate
strategies and plans to implement management of Pediatric TB.

Assist NTP and other collaborating partners on developing training strategies and materials;

Facilitate NTP in planning and conducting training of health care staff on Pediatric TB;

Participate in workshops, seminars, task force and expert committees to identify policy,
technical and programmatic gaps in increasing case notifications, diagnosis and treatment of
Pediatric TB;

Provide technical support in developing systems, tools, job aids, IEC materials as required for
improving diagnosis and treatment of Pediatric TB;

Monitor implementation of planned activities through periodic consultations, monthly progress
review meetings, reports review, and field trips. Provide written feedback for improving
performance and take corrective actions, as needed.

Assist the Program Specialist, Clinical TB in developing quarterly and annual reports, and
tracking budgets and expenditure.

Program Officer - Training
Job Description: The Program Officer- Training will be responsible for managing and coordinating the
training activities of the TB CARE II Bangladesh project funded by USAID/Bangladesh.
Major Duties and Responsibilities:

Coordinate all training activities of the TB CARE II Bangladesh project.

Take lead in the design of the Training management and information system (TMIS) tools and
frameworks for the project;

Prepare training plans in consultation with the respective specialists and other technical staff of
the project;

Work in team to prepare technical reports on training and ensure timely compilation of training
information and develop monthly, quarterly and annual training reports;

Assist in developing national and district level training /orientation/workshop plan;

Assist in organizing training /orientation/workshop at different levels;

Participate in discussion with NTP, WHO and NGO partners to identify training needs;

Any other job assigned by the supervisor/ project.

Program Officer - ACSM
Job Description: The Program Officer- ACSM will be responsible for managing and coordinating the
ACSM component and will play an important role in educating and creating awareness about TB in the
communities. Under this component, communication plans and a variety of materials and messages
will be developed for improving the quality of provider/client communications regarding TB prevention
and treatment.
Major Duties and Responsibilities:

Assist in implementing ACSM activities of the TB CARE II Project in line with strategic plan.

Conduct field visit to identify the areas to be covered through TB CARE II project and developing
action plan accordingly

Facilitate and monitor the selected partner’s activities on ACSM component

Assist in developing ACSM materials in different technical components (TB, MDR TB, EP-TB and
Childhood TB)

Arrange campaign focusing on increasing awareness among all kinds of health care providers
with the aim of increasing compliance with the national TB guidelines/standards.

Coordinate PPM activities especially on ACSM and expand and strengthen PPM activities
through continuous monitoring under the guidance of Program Specialist (Clinical TB) of the TB
CARE II Bangladesh project.

Take lead in the designing the ACSM tools and frameworks for the project;

Prepare annual and quarterly training plans on ACSM activities in consultation with the
respective specialists and other technical staff of the project;

Collaborate with NTP and other implementing partners in developing national and district level
ACSM training /orientation/workshop plan ;

Meet regularly with NTP and other stakeholders as appropriate to identify ACSM issues and to
report program accomplishments and challenges;

Participate in discussion with NTP, NGO partners, USAID and other stakeholders to identify
ACSM needs;

District Expansion Coordinator
Job Description: District Expansion Coordinator will be responsible for coordinating, facilitating and
supervising the activities planned under TB CARE II project in collaboration with Local Health authority
and the implementing NGO partners. He/she will closely work with the Civil Surgeons of his/her
assigned districts for successful and timely execution of the project activities. He/she will work closely
with the respective Regional Coordinator and will be reportable to Program Specialist, MDR-TB, of TB
CARE II project.
Duties and Responsibilities:



Assist TB CARE II Bangladesh in planning, implementation, monitoring and evaluation of TB
CARE II project activities in the respective district;
He /she will closely work with Respective Regional Coordinator and Program Specialist, MDRTB,in developing the district plans/activities in line with the approved project work plan;
Assist , coordinate, facilitate and monitor implementation of planned activities for the assigned
district and upazilas in close collaboration with the respective Civil Surgeon, UHFPSs and NGO
partners;

Conduct training needs assessment and prepare training plan in TB control activities; organize
and participate in training/orientation of GOB and NGO staff, and prepare report on the
training/workshops;


MIS Officer
Job Description: The Program Officer- MIS will be responsible for collecting, compiling and managing
the entry and processing of data of TB DOTS, MDR-TB and Pediatric TB, Training and ACSM activities,
etc. of the TB CARE II Bangladesh project funded by USAID/Bangladesh.
Major Duties and Responsibilities:
 Responsible for data management and compilation including collection, entry, verification,
analysis and computer processing of data of TB DOTS, MDR-TB and Pediatric TB, Training and
ACSM activities, etc.

Follows standard sequences and coding in entering and/or keying in data in correcting, editing
and verifying all types of data and frameworks for the project;

Provide assistance/ support to MIS Assistant in collecting, entering the data in to the computer.

Maintain central filling system and electronic calendar of incoming data.

Assist in filling reports and program documents, both electronic and hard copies.

Work in team to prepare technical reports on various activities and ensure timely compilation
of data information and develop monthly, quarterly and annual reports;

Submission of periodical reports (monthly, quarterly and annual reports);

Maintain contact with NTP, NIDCH, WHO, GFATM and NGO partners on regular basis;

Routine and regular analyzing the report under the guidance of Program Specialist- M&E;

Any other job assigned by the supervisor/ project.

Administrative Assistant for TB CARE II
Job Description: The Administrative Assistant will provide general administrative and logistical support
to the TB CARE II Bangladesh Project, implemented by URC. The incumbent will work under the
supervision and guidance of the TB CARE II Bangladesh Team Leader and the URC/Bangladesh Country
Director.
Major Duties and Responsibilities:

Support the TB CARE II team, especially Team Leader, F&A Manger, and Administrative officer by
providing administrative and logistical support as needed to planning and implementing project
activities including organizing meeting, training, workshops, seminars;

Arrange tickets, hotel reservations, and transportation as needed for project staff and local and
international consultants;

Assist with logistics and preparations for official meetings and appointments with USAID, NTP,
other donors, other government agencies, and implementing partners;

Assist admin and project staff in collection of quotations for procurement of goods and services for
TB CARE II, when needed;

Maintain inventories of all properties and equipment procured for TB CARE II, in coordination with
Administrative Officer;

Manage vehicle support system of the projects and field offices in conjunction with administrative
team; coordinate with the Drivers on their assignment, check the log book, overall supervision and
process payments to the vendors

Any other official tasks as assigned;

Administrative Assistant
Job Description: The Administrative Assistant will provide general administrative and logistical support
to the TB CARE II Bangladesh Project, implemented by URC and also other organizational support to
URC.
Major Duties and Responsibilities:

Support the URC/Bangladesh office by providing administrative and logistical support as needed to
planning and implementing project activities including organizing meeting, training, workshops,
seminars;

Arrange tickets, hotel reservations, and transportation as needed for project staff and local and

Assist with logistics and setup for official meetings and appointments with USAID, NTP, other
donors, other government agencies, and implementing partners;


the entire URC/Bangladesh office, when needed;

Coordinate with admin team to keep up separate inventories of all properties and equipment
procured for TB CARE II and TRAction projects;

Manage and supervise security system of the URC Bangladesh office, monitor in-out records,

Assist office to smooth delivery of materials/letter etc to different organizations/institutions;



Job Description: The Office Assistant will provide general administrative and logistical support to the
TB CARE II Bangladesh Project, implemented by URC and also other organizational support to URC.
Major Duties and Responsibilities:

Assist admin department to deliver and receive letters/memo/circular to and from different
stakeholders including USAID Dhaka office and NTP

Provide support to the program team during the period of training/workshop conduction in
terms of material distribution, logistical support

Assist admin team in store keeping, inventory management and related record keeping

Support to collect, distribute and facilitate the process of material printed by TB CARE II and
other projects of URC

