This important event will consider the lessons learned in respect of Child Sexual Exploitation (CSE)
and how such knowledge must shape future responses to children and young people at risk.
This event will also enable delegates to examine a range of studies sponsored through BASPCAN’s
annual research awards that have all explored crucial areas relating to CSE. As with all BASPCAN
events the day will be relevant to a broad range of professionals working in both statutory and non
statutory partner agencies.
2016 marks the 25th Anniversary of our journal ‘Child Abuse Review’.

KEYNOTE SPEAKERS
GARY RIDGWAY is an interim Assistant Director with Rotherham Metropolitan Borough Council with
specific responsibility to support the partnership response to CSE. He is jointly funded by the Local Authority
and South Yorkshire Police and provides support to a number of non-recent and current multi victim/multi
offender sexual exploitation enquiries in Rotherham involving children and adult survivors. He also chairs the
CSE sub group of the LSCB and reports directly to a government appointed commissioner and the Assistant
Chief Constable.
Gary retired in 2015 as Detective Superintendent Head of the Public Protection Department (PPD) for
Cambridgeshire police where he led a three year proactive CSE operation targeting groups of men exploiting
girls (which included engaging with adult survivors of exploitation). This led to five successfully contested
criminal trials including two at the Old Bailey. Gary has been a nationally accredited Police Senior
Investigating Officer since 2004 and has spent most of his police career in various detective roles, mainly
within the public protection environment.
DR ROSALEEN MCELVANEY is the Chair of the Doctorate in Psychotherapy programme in Dublin City
University. She worked as a clinical psychologist for a number of years in the public service in Ireland,
primarily in services for those affected by sexual abuse and has a special interest in how children and adults
confide such experiences.
She has served on the National Board for Safeguarding Children in the Catholic Church in Ireland and as a
board member of Crime Victims Helpline and One in Four. Rosaleen is a past president and Fellow of the
Psychological Society of Ireland and currently serves on the Nursing and Midwifery Board of Ireland. She is
the author of Finding the words: Talking Children through the tough times (Veritas publications) and has a
new book coming out in 2016 with Jessica Kingsley Publishers on talking with children about sexual abuse.
DR PHILIP GILLIGAN is a visiting research fellow at the University of Bradford. He qualified as a social
worker in 1976 and worked in social work practice until 2004 when he became a full-time academic. His
practice focused on work with children and families, notably with Bradford Family Service Unit’s Alma Street
Project for children and young people who have been sexually abused. His research has focused on issues
arising from social work, culture, religion and belief and on child sexual abuse and exploitation.
DR JANE DODSWORTH is Director of the BA in Social Work in the School of Social Work at the University
of East Anglia. Her current research interests are in child sexual exploitation, risk and protective factors and
issues of victimhood and agency for those involved in sexual exploitation and sex work and in sex workers as
mothers. She is the author of Pathways into Sexual Exploitation and Sex Work: Experiences of Victimhood
and Agency (2015, Palgrave Macmillan). She is a member of the National Working Group for Sexually
Exploited Children and Young People and a member of an LSCB Child Sexual Exploitation Sub-Group.
DR ELIZABETH AHERN is currently a postdoctoral researcher at the University of Cambridge in the
Department of Psychology. Her research focuses on child interviewing techniques that encourage children’s
willingness to disclose maltreatment without risking false alarms. Additional interests of hers include
interviewing techniques designed to foster the emotional richness of children's verbal reports and means to
increase children's comfort in forensic settings. Dr Ahern has worked first-hand with investigation teams,
conducted hundreds of child investigative interviews, testified in criminal court and led monthly child
interview peer reviews attended by practitioners throughout the USA and Canada.
BINA PARMAR graduated with a law degree from Nottingham Trent University and has always had a keen
interest in child protection. Bina has a background of working in forensic science for Nottinghamshire
Constabulary and then moved to Derbyshire Constabulary as a forensic intelligence analyst, assisting the
Operation Retriever investigation team. Bina spent two years as a CSE coordinator before moving to the
National Working Group to continue to raise the profile and awareness of CSE at a national level. Bina works
closely with the Children’s minister’s team and national organisations such as the Child Exploitation Online
Protection Centre (CEOP), National Police Improvement Agency (NPIA) and the UK Human Trafficking Centre
(UKHTC).
