3.0 Definition: A scissor lift is a motorized vehicle that has a railed platform which can be raised
straight up in order gain access and perform work on areas that are difficult to reach. In this case, it
will be safe hauling and transporting manufacturing supplies, spare parts.
4.0 Objective: The primary purpose of a scissor lift is to provide a highly mobile means of reaching
areas that are difficult. Scissors lifts allow workers to perform maintenance and other tasks at areas
high above ground level without having to worry about balance when loading.
4.1 Scope: The Contractor shall provide all labor, travel, parts, materials, transportation, equipment,
tools, training, supplies, management and supervision and all other items and services necessary to
supply, deliver and install new scissors lift (hereinafter “scissors lift”) at the RFP; Southeast Area Transit
District on or before December 1, 2014.
5.0 Scissors lift Requirements: The following represent the minimum requirements for the scissors lift to
be delivered and installed and RFP’s Southeast Area Transit District:
5.1Factory assembled Elevating Dock with electric-hydraulic power unit and operating controls and
installation manual.
5.2 Product to conform to ANSI MH29.1-1994 – “Safety Requirements for Industrial Scissor.

5.3 Related work specified elsewhere to include: Structural steel for strength.

6.0 Scissors lift Specifications: The following represent the minimum specifications for the scissor to be
delivered and installed at the RFP: Southeast Area Transit District
6.1 Lifting capacity >500lb. Capacity to be based on an evenly distributed load with single axle load
capacity (2) occupancy over ends and 50% over sides. 250lb extended
6.2 Platform size stowed to be 2’. 5” wide x 5’ 4" long
6.3 Unit Lowered Height stowed 6”, 7”
6.4 6” long tapered safety toe guards to be provided on each platform side.
6.5 Bolt on guard/handrails 42” high with mid rail and 4” high safety kick plates to be provided on each
long side.
6.6 Slide out deck extension 3’ extended 8’ 4”
6.7 Platform height 19’ work height 25’
6.8 Safety chain with hooks provided across fixed end of lift, with forklifting capacity.
6.9 Built-in hinged safety maintenance stop to be provided on base frame.
6.10
Nominal lifting speed to be 16/25 sec or equal with full load.
6.11
Nominal lowering speed factory adjusted to 10 fpm.
6.12
Unit to have paint finish with safety striping on edges.

7.0 Scissors lift Controls and Power Source: The following represent the minimum controls and
power source for the scissor to be delivered and installed at the RFP: Southeast Area Transit District.

7.1 Power unit to be TEFC with continuous duty designed motor and include a steel reservoir with
external oil level site gauge and drain. Pressure relief, check, flow control and solenoid valves are to
be supplied in aluminum manifold. In line and oil reservoir filters to be provided.
7.2 Remote handheld push-button control to be provided with 10 feet of cord from power unit.
Individual pushbuttons for up and down travel functions will be included.
7.3 Control box shall be NEMA 12
7.4 Control voltage shall be 24 volt.
7.5 Motor voltage shall be 220/1phase. 110 with charger.
8.0 Scissors lift Controls and Power Source: The following represent the minimum construction for
the scissor to be delivered and installed at the RFP; Southeast Area Transit District
8.1 Drive dual front wheel, brakes multi disk
8.2 Gradeability 30%
8.3 Platform deck shall include positive retaining device at rolling end of lift to prevent platform
separation from end frame in the event of uneven load distribution or external platform
interference while lift is in lowering mode.
8.4 Tire solid non marking.
8.5 Scissor leg pivot points to be supplied with maintenance free DU type Teflon bushings.
8.6 Hydraulic cylinders to be chrome plated and polished, and include ground and chromed
Mounting pins. A return line from the hydraulic cylinders to the power unit shall be provided.
8.7 Rigid steel hydraulic tubing to be provided from cylinders and connect to main hydraulic hose
having 4:1 safety factor.

9.0 Contractor Responsibilities: The Contractor shall be responsible but is not limited to the
following:
9.1Deadline: Ensuring that the delivery and installation of the cage is on or before;
December, 1 2014
9.2 Schedule and coordination: Scheduling and coordinate with the Contracting Officer’s Technical
Representative (COR) the specific dates and times for delivery and installation of the cage.
Altogether, it is critical that the COR is kept abreast of the on-going status of delivery and
installation and is notified of any concerns or issues that may arise to result in delay.
9.3 Deliverables: Providing the Deliverables specified in Section 6.0 below.
9.4 Regulations/Publications/Codes: Complying with and performing all services associated with this
effort in accordance with any and all applicable Regulations/Publications/Codes.
Regulations/Publications/Codes means any and all applicable Federal, State, City, Local and
Organizational laws, regulations, codes, ordinances standards, and conditions (e.g. Department of
Transportation (DOT), Environmental Protection Agency (EPA), and NFPA 70), public and
occupational health, safety, and environmental, etc.), original equipment manufacturer
specifications, requirements and standards as well as any and all RFP policies Maintenance Scissors
Lift procedures, guidelines and requirements that govern the performance of the services as
prescribed by the contract. The Contractor is solely responsible for ensuring it is complying with and
performing in accordance with any such amendments, supplements to such
Regulations/Publications/Codes as well as any and all superseding documents issued or enacted
during the period of performance of the work. The Government reserves the right to request copies
of the company license(s) and other certification documentation that demonstrates their company
and personnel have the ability to perform the services at any time during performance. The
Contractor shall provide the requested information within five (5) business days of

10.0 Insurance Certificate: A certificate of insurance reflecting the amounts specified in Section 10.3
below. This Deliverable is to be provided to the Contracting Officer (“CO”) within ten (10) business
days after award.
10.3 Primary Personnel Point of Contact Information: The name of an individual along with their
corresponding contact information (e.g. telephone number, fax number, address and cell number)
who will perform as the Contractor’s primary point of contact in support of this effort, along with a
back-up point of contact as well. This Deliverable is to be provided within three (3) business days
after award and within two (2) business days after any changes.

10.4 Warranty Information: Information or documentation regarding the warranty of the new racks.
This deliverable shall be provided to the COR within fifteen (15) business days after delivery.
11.0 Terms and Conditions: Proposal clarifications, questions and/or requests for approved equals
(AE) will be received until 2:00 p.m. 11/28/14. All clarifications, answers and approval equals will be
issued by addendum to all bidders by 10:00 a.m. 12/10/14. Bids are due on or before 10:00 am
Thursday, 12/17/14. Bids must be sealed and should be clearly marked; RFP 15-01 in capital letters
and sent or delivered to the attention of; Stephen Abate, Purchasing & Contracts Officer (PCO) 21
Rt. 12, Preston, CT. 06365. Any Bids received the bid closure date, shall not be considered and will
be returned to the respective bidder. THERE WILL BE NO BID OPENING.
It is the responsibility of the bidder, to assure that the Bid arrives at the designated location and
person by the specified time stated above. All bidders will be responsible for signing a FTA clause.
11.1 Place of Delivery & Installation: The new scissors lift is to be delivered and installed at the
following location; Southeast Area Transit District
