T/SHRO/CO/12.2 JOB TITLE: NOV 12/PL TEMPORARY SENIOR HUMAN RESOURCES OFFICER – this post is being offered on a temporary basis for an initial period of six months, with possible temporary extension to cover the needs of the Department REPORTING TO: ASSISTANT DIRECTOR OF HUMAN RESOURCES RESPONSIBLE TO: CHIEF EXECUTIVE JOB SUMMARY: To assist the Assistant Director of Human Resources in the provision of an effective Human Resource service to the Organisation within all jurisdictions. PRINCIPAL RESPONSIBILITIES: 1 Employee Resourcing Ensure that the recruitment of staff is in accordance with current employment legislation and the Organisation’s recruitment and selection procedure. Provide advice to managers and participate in recruitment and selection training. Contribute to implementing the managing attendance policy through monitoring organisational sickness and absenteeism levels and advising and supporting managers accordingly. Participate in induction training as appropriate. Facilitate the HR operational function in new business, including TUPE transfers. 2 Workforce Information Facilitate the provision of quarterly statistics on sickness absence to the Senior Management Team. Facilitate the presentation of summary information to the Senior Management Team on staff profiles and trends. Facilitate systems for the capture and retrieval of information are effective, timely and accurate. T/SHRO/CO/12.2 NOV 12/PL Facilitate the completion Equality Commission annual return and Article 55 reviews within the timeframe specified. 3 Employee Relations Provide expert advice to managers on all employment law matters. Maintain a comprehensive knowledge and understanding of current employment legislation and be aware of implications arising from current European Directives and relevant European case law. Be aware of new external changes/legislative requirements and review existing or draft new policies and procedures as directed in-line with this. Assist in the review and development of policy and procedures that reflect updates in legislation. Assist in the provision of objective advice on all employee issues to including pay and reward. Assist in the provision of advice to managers on structure, job design and job assessment. Assist in the provision of effective implementation of grievance, disciplinary and other Human Resources procedures. To build and maintain a good working relationship with the Trade Unions. Participate in consultation and negotiations as appropriate. Assist in the co-ordination of the organisation’s employment tribunal cases. 4 Management Responsibilities Line manage the Human Resources team. Plan, organise and control the operational Human Resources function. Plan, allocate and evaluate work carried out by the Human Resource team and individual team members, providing feedback on their performance. Carry out annual appraisals with staff, providing guidance on personal development needs, advising on and initiating development opportunities. Identify, develop, implement, monitor, evaluate and revise standards leading to improved Human Resource service provision. Recommend operational systems and procedures to ensure a quality Human Resources service is provided that will meet the needs of a growing organisation. Monitor and control resources to ensure effective use. 5 Health and Safety Provide HR advice on legislative requirements. To conduct all activities in a manner which is safe to yourself and others. To be aware and act in accordance with the Organisation’s Health and Safety Policy. 6 General To undertake other occasional duties which are consistent with the responsibilities of the post. 7. (i) Volunteering/Fundraising. Praxis Care is a charitable Organisation that is supported in its work by volunteers/fundraisers throughout the community. There is an expectation that employees will volunteer for at least one event in their own time per year to assist our Service Users or Fundraising Department This job description is not definitive or restrictive and will be subject to periodic review in the light of developments. Location: The postholder will be based in Central Office, 25-31 Lisburn Road, Belfast. Responsibility is on the employee to ensure that when using the car in the course of employment, that proper business insurance cover is acquired and that the car is maintained in a roadworthy condition. A mileage allowance will be payable by the Organisation towards expenses. 2. Salary: The salary is £23,524 - £27,523 per annum. These amounts are calculated on full time hours and will be pro rata according to the length of the temporary contract. 3. Hours of work: The postholder will work 37.5 hours per week. The postholder will be required to be flexible. 4. Contract This post is being offered on a temporary basis for a period of six months, with possible temporary extension to cover the needs of the Department. Should this post become permanent in nature, to ensure equality, it will be advertised externally in a competitive manner. 5. Annual Leave Annual leave is 23 days per annum, plus 12 statutory holidays. These entitlements are calculated on working over a five day week and will be pro rata according to the length of the temporary contract. 6. Notice required: One month’s written notice will be required by either party to cease employment. 7. Pension: A stakeholder’s pension scheme is available. T/SHRO/CO/12.2 8. NOV 12/PL Smoking Policy: The Organisation is concerned about tobacco smoking and in consequence of this a no smoking policy is in place. 9. Alcohol Policy: There is a No Alcohol Policy. Staff should not consume alcohol before coming to work or whilst at work. This includes meal breaks. 10. Trade Union: The postholder will be encouraged to join an appropriate trade union. 11.
