Processing Notice of Intent to Export, Destroy or Return Merchandise
for Purposes of Drawback
Purpose:
The purpose of this public bulletin is to inform the Trade Community of changes in the
processing of the Notice of Intent (NOI), CBP Form 7553, presented for Drawback
purposes as defined under 19 CFR 191.35.
Background:
For Drawback purposes, the NOI must be presented to U.S. Customs and Border
Protection (CBP) in order to meet the Drawback export requirements. All shipments filed
under an NOI are subject to review and examination. Destructions may also need to be
witnessed by CBP.
Action:
All NOI packages, including the supporting documentation, must be clocked in on the
same day it is presented to CBP located at 301 East Ocean Blvd, Long Beach, CA.
90802. The package must be placed in the bin labeled “DRAWBACK” located on the 8th
floor in the Personal Shipment/Informal/TIU Office.
To ensure that the NOI package is properly delivered, on the coversheet and/or
envelope containing the package must be labeled:
CBP Form 7553 / NOI Enclosed
ATTN: Drawback Team
When initially presented, the Drawback Team will review the NOI to determine whether
or not an examination is required or the destruction must be witnessed.
If the examination is waived, the Drawback Team will process and return the original
NOI to the filer/ broker. The waiver will be indicated in box 20 and 23 of the NOI.
In order to facilitate/expedite the return of the completed NOI, it is highly suggested that
the filer/broker include a self-addressed stamped envelope. If none is provided, the
Drawback Team will return the NOI via the filer/broker’s box.

-2If the shipment is designated for an examination or witnessed destruction, the
Drawback Team will notify the filer/broker within 2 working days of presentation. The
team will send the NOI package to the Dock Exam Team (DET).
The DET will contact the filer/broker to schedule the examination. The DET will conduct
the examination.
If the NOI indicates that the shipment is to be destroyed, the DET will contact the
filer/broker to schedule the appointment.
The filer/broker is required to designate a Centralized Examination Site (CES) of their
choice. Use box 7 on the NOI to report this information. The filer/broker will also be
responsible for coordinating the cargo movement with the CES.
Once the cargo is ready for examination, the CES will notify the CBP Supervisor.
When the examination is completed, the DET will process the NOI.
Again, to facilitate the return of the completed NOI, it is highly suggested that the
filer/broker include a self-addressed stamped envelope. If none is provided, the DET will
return the original NOI package to the Drawback Branch/Team. This team will return the
NOI via the filer/broker’s box.
