ORDINANCE NO. AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF
NAPLES, FLORIDA, AS AMENDED, BY AMENDING ARTICLE V, ENTITLED
"CONTRACTORS, SUBCONTRACTORS, SPECIALTY CONTRACTORS, MASTERS
AND JOURNEYMEN" OF CHAPTER 8, ENTITLED "BUILDINGS", PROVIDING
ADDITIONAL CLASSIFICATIONS FOR SPECIALTY CONTRACTORS AS DEFINED
IN SECTION 8-35 THEREOF; REQUIRING SPECIALTY CONTRACTORS TO
FURNISH WRITTEN INFORMATION PERTAINING TO FINANCIAL ABILITY,
MORALS AND PAST RECORD; REQUIRING A SPECIALTY CONTRACTOR TO HAVE
AT LEAST TWO YEARS EXPERIENCE IN THE BUDDING TRADE AS A PREREQUISITE TO OBTAINING A CERTIFICATE OF COMPETENCY; OUTLINING CERTAIN
INFORMATION REQUIRED PRIOR TO CONSIDERATION FOR CERTIFICATE OF
COMPETENCY; REQUIRING PAYMENT OF AN ANNUAL FEE FOR RENEWAL OF
CERTIFICATES OF COMPETENCY; AMENDING SECTION 8-46, PARAGRAPH (c)
(1) BY DELETING THE REQUIREMENT THAT THE CONTRACTORS' EXAMINING
BOARD OFFER TWELVE MONTHLY EXAMINATIONS EACH YEAR; REPEALING PARAGRAPH
(h) OF SECTION 8-46 WHICH PROVIDED FOR THE ISSUANCE OF LICENSES
BY THE CITY COUNCIL; FURTHER, BY ADDING A NEW SECTION 8-51 THERETO,
REQUIRING EVERY CONTRACTOR WHO IS SUBJECT TO THE PROVISIONS OF
SAID ARTICLE V TO DISPLAY THE NAME OF HIS BUSINESS OR FIRM ON
EVERY VEHICLE USED IN THE PERFORMANCE OF HIS WORK; AND PROVIDING
AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
NAPLES, FLORIDA:
SECTION 1. That the Code of Ordinances of the City of Naples,
Florida, as amended, is hereby amended by amending
Article V, entitled "Contractors, Subcontractors,
Specialty Contractors, Masters and Journeymen" of
Chapter 8, entitled "Buildings", as follows:
A. Paragraph (j) of Section 8-35, entitled
"Definitions" is hereby amended to read as follows:
(j) Specialty contractor is a contractor whose
• operations consist of the performance of construction
work requiring special skills and whose principal
contracting business involves the use of specialized
building trades and crafts, usually a minor part of
the complete structure. Specialty contractors shall
be classified as, but not limited to, one of the
following crafts:
Awning erection
Cabinet and millwork
Cement and concrete
Demolition
Elevators
Fence erectors
Flooring
Glazing
Guinite and sandblasting
House moving
Insulating
Landscaping
Masonry
Painting
Plastering
Roofing
Roof water proofing
Sign erection
Sheet metal
Solar heat
Steel reinforcing and iron
Structural steel erection
Swimming pools
(construction only)
Termite treating
Tile, marble, terrazzo

B. Section 8-40, entitled "Designated Sections
Inapplicable to Specialy Contiactors", is hereby
amended to read as follows:
The provisions of Section 8-41(d), (e) and (f) (1),
and Section 8-43 (c) and (d) shall not apply to
specialty contractors, with the exception of roofing
and swimming pool contractors, to which said sections
shall apply. All specialty contractors shall be
required to furnish to the Examining Board written
information pertaining to financial ability, morals,
and past work record. As a prerequisite to obtaining
.a certificate of competency as a specialty contractor,
evidence of at least two years' of appropriate experience
in the building trade shall be furnished, including
demonstrated competency.
C. Paragraph (c) of Section 8-41, entitled "Contractors'
Certificate of Competency; Required Method for Obtaining",
is hereby amended to read as follows:
(c) No application shall be considered unless the
applicant gives all information required on the form,
which shall include:
(1) A statement of applicant's proposed contracting
business.
(2) Tha type of certificate being applied for.
(3) Name, residence, business address of applicant.
(4) If applicant is a firm, the name and business
address of the rirm and the name, residence
of all directors and officers of their firm
and their interest therein, and the name and
residence of the anplicant's qualifie representative and information contained above; and
if applicant is a corporation, a certificate of
incorporation.
(5) A sworn financial statement of the applicant and
a credit report.
(6) A list of all contractual business owned,
operated, or managed by applicant during the
past five (5) years.
(7) Copy of Workmen's Compensation Insurance
policy, when applicable.
(8) Copy of liability insurance policy.
(9) Three letters of recommendation from reputable
business or professional p ersons, not related
by blood or marriage to the applicant, of
this county, or the county of applicant's
last business location, attesting to
applicant's honesty, integrity and good.

D.
Section 8-44, entitled "Annual renewal fees" is hereby
amended to read as follows:
The following fees shall be paid annually on the
1st day of October for renewal of certificates of
competency:
Contractors, sub-contractors, specialty
contractors, and masters Journeymen $10.0n

Where a certificate of competence has been revoked or
has expired for any reason, the Board may require
complete ro-examinatiou.before a certificate of
competency may be renewed or reinstated.

Item (1) of Paragraph (c), of Section
8-46, Division 2, entitled "Contractors'
Examining Board" is hereby amended to
read as follows:
(c) Meetings:
(1) The Board shall hold 12 regular
meetings annually.
F.
The following Paragraph (h) of
Section 8-46 is hereby repealed:
(h) License Issued upon Approval of Board.
When the Contractors' Examining Board
shall have determined that an applicant
is qualified for a particular type of
license, the license may then be issued
by the City Council.
G.
A new Section 8-51 is hereby added as follows:
Every contractor who is subject to the
provisions of this Article V shall display the
name of his business or firm and his Certificate
of Competency number on every vehicle used in
the p erformance of his work.
SECTION 2. This ordinance shall take effect immediately
upon adoption at second reading.
