POSITION DESCRIPTION JOB TITLE: District Engineer DEPT: Engineering JOB TYPE: Full-time employee, Salary GENERAL DESCRIPTION: Under the direction of the General Manager, manages the Engineering and Maintenance Department. Provides engineering and maintenance support to all departments. Serves as primary point of contact for the public on technical matters involving the District’s main extension requirements, distribution and transmission line information, water service technical requirements, and for the overall engineering requirements implemented by the District. DUTIES: Manages the development and retention of various District records including water main, water service, and hydrant data through engineering staff. Responds to inquiries from customers, fire and police, public works, contractors, other utilities, and governmental agencies. Provides information to employees as needed, both at District facilities and in the field. Manages personnel responsible for the District’s computer-aided design (CAD) system, Supervisory, Control and Data Acquisition (SCADA) system, IT system and Geographical Information (GIS) system. Manages personnel responsible for facilities and vehicle/equipment maintenance. Maintains District IT system with the assistance of outside vendors. Trains, evaluates, supervises and directs daily activities of the Engineering and Maintenance Department, assuring proper completion of assigned tasks and offering technical assistance as needed. Assists the General Manager in planning, locating, and designing services, mains, and miscellaneous projects including providing information on facilities owned by BWD. Provides cost estimates for projects, reviews plans, and inspects job sites. Provides project management for internal and external projects involving the District or District facilities. Recommends changes to BWD operating and safety policies. Prepares and submits and administers department budget to ensure proper planning for operation and maintenance of equipment, and for capital improvements. Assists in writing technical specifications for projects, equipment, and materials. Serves on management rotation for weekend and holiday duty. Responds to emergencies as necessary. Attends safety, training, and other department meetings as required. Performs related duties as required. REQUIREMENTS: Education: Bachelor's degree in civil, mechanical or environmental engineering, or equivalent experience. Experience: Demonstrated supervisory or management experience. Five years experience in construction, maintenance, engineering, and project management. Waterworks experience preferred. Licenses: Possess or obtain within two years of hire a State of Maine operator licenses for a Class IV Water Treatment System and a Class IV Distribution System. Possess or obtain within one year of hire Maine Professional Engineering license. Skills and Knowledge: Ability to effectively communicate verbally and in writing. Ability to maintain effective working relationships with the District Board, other employees and external constituencies. Ability to project a positive public image and to make effective presentations. Demonstrated computer proficiency at operating PC/server-based systems. databases, spreadsheets, hydraulic models, CAD, GIS and SCADA. Familiarity with electronic RESPONSIBILITIES: Supervises and manages the operations of the Engineering and Maintenance Department. Assists the General Manager and all departments with engineering and technical related matters. Under the direction of the General Manager, functions independently within established District policies and procedures. Supervises the execution of the system administration functions for the District’s computer system. Manages the District's Process Safety Management (PSM) requirements. PERSONAL WORK RELATIONSHIPS: Supervises: Assistant Maintenance Technician Engineer, Engineering/Maintenance Worker, Engineering/GIS Assistant, Reports to: General Manager Ability to communicate with Board of Trustees, co-workers, vendors, contractors, governmental officials, financial and legal consultants, customers, and members of the general public in a courteous, effective, and tactful manner. WORK ENVIRONMENT: Work location: 614 State St., Bangor, ME Performs the majority of duties in office setting but is periodically exposed to varying weather conditions and equipment when performing some duties. ADDITIONAL JOB REQUIREMENTS: Ability to: legally operate assigned District vehicles; work in accordance with the District’s safety program, including in confined spaces; respond to emergencies at all hours and in all weather conditions; ability to lift 50 lbs.; learn and perform CPR and First Aid; live within 30 miles of the Bangor city limits; serve on management weekend and holiday call-in rotation; and communicate with co-workers, vendors, and members of the public in a courteous and effective manner. 7/16
