CE Requirements for Stand-Alone
Industrial Transformers
An overview of the CE self-certification requirements that a manufacturer
must adhere to for transformers that are exported to Europe.
CE stands for Conformité Européenne, which translates to “European Conformity.”
The CE Mark is the mandatory conformity mark for products placed on the market in the
European Economic Area (EEA). In order for a product to be labeled with the CE mark, the
product must meet the essential requirements of the applicable directives.
Transformers fall under the following directives: 1) Low Voltage Directive (LV),
2) Electromagnetic Compatibility (EMC) and
3) Restriction of Hazardous Substances (RoHS).

Lynn M. Garcia, Certification Engineer at Appleton Group

in safety and quality certification. Lynn is responsible for
leading the objective to obtain and adhere the CE, ATEX
and IECEx global certifications for SolaHD products. She is
a member of the US Technical Advisory Group for UL 1778,
the Standard for Uninterruptible Power Supplies.
Prior to joining Appleton Group, she held the role of Senior
Staff Engineer at Underwriters Laboratories, Inc. for twelve
years, and was the Primary Engineer for several standards
during her tenure including UL 508C, the Standard for
Power Conversion Equipment and UL 508F, the Standard
for Programmable Logic Controllers. During that time,
Lynn held an position on the IEC International Technical
Committee for international standards harmonization.
Manufacturers are required to compose a technical file and a declaration of conformity. The
CE Technical File must contain the following: the name and the address of the manufacturer,
model numbers, identification of the type of product, the list of harmonized standards
used to satisfy the essential requirements, detailed test reports verifying compliance, a
physical description of the product and the instruction manual.
The CE Declaration of Conformity must declare compliance with the applicable directives
and specify the safety standards that the product was evaluated to demonstrate
compliance. It must also include the name and address of the manufacturer and European
representative. The referenced IEC/EN standards that are indicated on the CE Declaration
of Conformity must be listed on the European Commission website (previously referenced).
During export, the CE Declaration of Conformity is required and the CE Test Report may
also be requested.
The following key design considerations are required to meet the applicable Low Voltage
Standard - IEC/EN 61558, Safety of Power Transformers, Power Supplies, Reactors and
Similar Products:
• Independent standalone transformers must not exceed 70˚C on the external
surface of the enclosure.
• Transformers must be tested for overload and short circuit protection. Although
the overload protection may or may not be incorporated into the design; an IEC
approved fuse or circuit breaker must be specified and the unit must be tested
with the device to ensure overheating is prevented and no fire or electrical shock
hazards exist.
• The Ingress Protection (IP) rating of the transformer must be declared and tested.
IP ratings used are similar to the NEMA/UL Type enclosure rated system.
