The Texas Legislature opens a new session this week and within a fw days Dolph Briscoe will become governor of the Lone Star State. retcl cauttci th the top greatest tlnee state leaders and turnover of legislators in recent history at a result of the stench of the "itock fraud scandals. The voters were completely disenchanted and now have a new team. So what's going to happen? That is on interesting question. Briscoe, since his November election, has become virtually a recluse. The news media, the legislators, government and business leaders, and the public in general know very tittle about his intentions for the first term. The governor has difficulty enough when he throws all his energies into the effort in guiding the legislature into adapting his program We can hope that Britcee hat been avmg his strength for the winter ahead, ond that his silence and withdrawal over the last few weeks is net good indicator ei hew be plans to operate Another unknown quality it Bill Hobby, the Houston newspaper publisher who was His is a position elected lieutenant-governor- . of real legislative power. Any legislator that selres the power of the speakership certainly has the "news from home" on how the people expect he and his buddies to conduct themselves. The state's problems remain virtually unchanged. There is good likelihood with massive federal revenue sharing funds that the state can avoid tax increases this year. A respite for the taxpayers will be welcome. Our prediction on the upcoming legislative session is the simple advice not to expect too much too quickly. It's almost a brand new legislature ond a new state official family going into office. They will move slowly and carefully. There won't be such flomboyancy In Austin this winter in our opinion and we will be thankful for that. But human nature hasn't changed, and neither have the legislative processos nor the problems facing the state. The voters in the end will expect too much and be disappointed. But we can remember well when President Eisenhower came onto the national scene ond "cooled" if for eight years. The folks by and large enjoyed the respite.
