For the population in certain collective accommodation and institutional living quarters (so-called “sensitive special facilities”), no random
sample information is available about religion. For this reason, the totals of the values can deviate from the total number of inhabitants of
the selected unit.
Members of the federal armed forces, the police authorities and the foreign service active abroad as well as their families resident there
are not included in the results. The cumulative values are always ascertained on the basis of the unrounded original values, so that these
can deviate from the total of the individual values recorded.
The relative results refer to the respective subpopulation of the relevant variable for the respective regional unit. Relative figures were
calculated by dividing results which were altered by the statistical confidentiality.
In the breakdown by “Religion (in detail)” the item “Others” includes all people who are members of another public-law religious society.
People about whom no information is available are included under “Not a member of a public-law religious society”.

Introduction
The 2011 Census is a census of the population, buildings and housing. Where possible, data available from
administrative registers are used for statistical purposes. A sample-based household survey and a full survey
of everyone living at addresses with special facilities (collective and institutional) and a postal survey of the
owners or managers covering data on buildings and dwellings supplement and correct the information obtained from registers. A traditional population census, including a census of buildings and housing, was last
conducted in the old Länder in 1987 and in the new Länder in 1981. After German unification, a census of
buildings and housing was conducted in 1995 in the new Länder only.
The goal of the 2011 Census was to obtain the official numbers of inhabitants as of 9 May 2011. In addition,
important structural data were collected, which provide an overview of how people live and work in Germany.
The Census Database presents findings from the 2011 Census following the completion of data processing.
Legal bases
The legal bases of the 2011 Census are

the 2011 Census Act (ZensG 2011),
the Sample-based Survey Ordinance issued under the 2011 Census Act (StichprobenV),
and the respective Länder rules governing the execution of the 2011 Census Act.
Pursuant to Section 1 subsection 1 of the 2011 Census Act, the Statistical Offices of the Federation and the
Länder are to carry out a census of the population, buildings and dwellings (the Census) as of 9 May 2011
(reference date) in the form of federal statistics.
Pursuant to Section 1 subsection 3 of the 2011 Census Act, the Census aims inter alia to obtain basic data
for the overall system of official statistics and structural data on the population as a database for a variety of
policy decisions.
The results published below have been obtained on the basis of the following registers, surveys and statistical procedures:

Method
To implement the 2011 Census, a new register-based census method has been applied for the first time in
Germany. Existing data from registers have been taken and then supplemented and corrected using the
findings of various surveys. To obtain data from sources other than registers and to ensure the quality of the
results, just under 10% of all people in Germany have been questioned in the sample-based household survey. For this purpose, addresses were selected in a mathematical random sampling procedure. All people
living at those addresses were surveyed.
Since there is no nationwide register of building and dwelling data in Germany, the data on buildings and
dwellings are ascertained from a postal survey of owners or managers of buildings and dwellings and of
inhabited accommodation. The buildings and dwellings survey carried out as of 9 May 2011 as a complete
count provides information about buildings with dwelling space and the dwellings contained in them. No
information has been offered about buildings which were being used purely for business purposes.
The procedure of generating households provides not only the collected information on the population, buildings and dwellings, but also data about household and family structures. On the basis of addresses, people
have been put together in households and allocated to the dwellings covered by the building and dwelling
survey. The procedure of generating households therefore reflects the residential households at one address. The number of households can differ from the number of inhabited dwellings since a household may
temporarily use several dwellings, e.g. during a move.
For municipalities with fewer than 10,000 inhabitants, there are no evaluations on migration, education and
employment due to legal and methodological reasons. For municipalities with at least 10,000 inhabitants and
nationwide from administrative district up to federal level, on the other hand, the results of the sample-based
household survey can be generated. The allocation of the municipalities to a municipality size category pursuant to Section 2 subsection 6 of the 2011 Census Act has been undertaken on the basis of the official
intercensal population update as at 31 December 2009 or 1 January 2010.
The results regarding the population, households and families published in the Census Database have been
obtained as follows:

are based on the data from the population registers, corrected by the results of the surveys to clarify discrepancies and the check for multiple registration. For municipalities with at least 10,000 inhabitants, the
demographic results are based on the data from the population registers, corrected by the results of the
sample-based household survey and the check for multiple registration.
A full survey has been carried out in collective and institutional accommodation (special facilities), and this
has also resulted in a correction of any discrepancies in the population registers.
The findings on household and family characteristics have been obtained in the context of the procedure of
generating households.
In the case of the evaluation of earnings statistics, surveys of earnings register data have been combined
with extrapolations of the sample-based household survey.
The findings published about religion (in detail), migration and education are based on the extrapolation of
the findings from the sample-based household survey.
The extrapolated results are rounded to the nearest ten people. The totals cited in the tables of results are
always reached on the basis of the unrounded original figures, so these can deviate from the total of the
individual figures.
In the case of the extrapolated census results from the sample-based household survey, the results with too
low a cell frequency are not recorded, but are substituted by a forward slash (“/”).
In all publications of official statistics in Germany, the individual responses from those surveyed must normally be kept confidential (Section 16 of the Federal Statistics Act). In all of the components of results from

surveys of registers or full surveys of the 2011 Census, confidentiality is ensured by use of the automated,
data-altering SAFE procedure (Procedure for the Secure Anonymisation of Individual Data). This procedure
ensures that even before a table of results is produced, there are no sets of data present which permit
conclusions to be drawn about individual cases.
The number of inhabitants (total population) is not altered by the statistical confidentiality. For this reason,
the total of individual figures in a table may deviate from the number of inhabitants.

Optimisation of the method of calculating the basic data from the 2011
Census for intercensal population updates
The statistical offices of the Federation and the Länder have optimised the calculation of the basic data from
the 2011 Census to be used for intercensal population updates. The numbers of inhabitants determined by
the 2011 Census and released in 2013 are not affected by this readjustment and remain unchanged.
The method of expanding results from the household survey in the 2011 Census was designed to precisely
determine the total number of inhabitants of the municipalities.
For municipalities with 10 000 or more inhabitants, this led to peculiar census results in some cases where
very detailed demographic breakdowns were used, especially in certain combinations of age group and sex.
To avoid negative consequences for the continuous intercensal population updates and for the calculation of
demographic measures such as birth or death rates, which are based on those data, the cohort calculation
(aggregates of demographic breakdowns that are relevant for intercensal updates) has been optimised. This
means that the peculiarities in the population structures are eliminated, while the numbers of inhabitants
remain unchanged.
