SAFE PRACTICE INSTRUCTION NUMBER 4-2 ISSUE 6 SUBJECT: NEW CHEMICAL PRODUCT APPROVAL EFFECTIVE: January 08 Approved VICE PRESIDENT, SUPPORT SERVICES PURPOSE To assist in protecting employees from hazardous chemicals by having knowledge of what chemicals are in new products, what the effects of over exposure might be, what type of control measures will be necessary, how to handle spills and wastes of new products, compliance with the Toxic Substance Control Act, T.S.C.A., and any other pertinent information that may be gained by a thorough investigation of the new product. This information will be essential in updating current MSDS’s and in training employees on a chemical’s proper use. ORGANIZATIONAL COMPONENTS AFFECTED All locations of Cessna Aircraft Company and its subsidiaries. Questions can be directed to: Cessna Safety and Environmental Departments INTRODUCTION New chemicals enter the Company in several different ways: 1. Vendors demonstrating a new product. 2. Supervisors order a new product because the old one is hard to obtain or is no longer manufactured. 3. Someone hears of a new chemical or uses a chemical at home that works well. To facilitate better training and compliance with governmental agencies (OSHA, EPA, etc.) and reporting requirements, Supply Management Department, Materials and Processes Engineering, Environmental Resources and the Safety Department, must know what new chemicals are being used in all departments. DEFINITIONS Material Safety Data Sheet (MSDS) – Information provided by the manufacturer of a chemical, at no cost to the user. Categories included are: 1) Product identification, 2) Product ingredients, 3) Physical and chemical data, 4) Fire and explosion data, 5) Health hazards, 6) Reactivity data, 7) Spill or leak procedures, 8) Exposure control and special protection information, 9) First aid measures, 10) Handling and storage, 11) Toxicological information, 12) Ecological information, 13) Disposal considerations, 14) Transport information, 15) Regulatory information, 16) Other information. New Chemical – Any product that is made up of one or more chemicals and not currently in use in the work area. Chemical – For the purpose of this SPI, chemical means any gas, liquid, solid, or powdered material including oils, lubricants, epoxies, cleaners, welding/soldering materials, paints, adhesives, sealants, etc. GENERAL Prior to using any new products, each chemical must be reviewed to ensure safe use, proper disposal methods, and compatibility with the manufacturing process. New chemicals shall not be purchased, for use in production or on a trial basis, without first being approved. In addition, all new products must contain chemicals that have been approved by TSCA. SAFE PRACTICE INSTRUCTION NUMBER 4-2 SUBJECT: NEW CHEMICAL PRODUCT APPROVAL ISSUE 5 EFFECTIVE: January 08 PROCEDURE Request for Approval 1.0 Any new chemical product proposed for use must be approved in accordance with this SPI. 1.1 The "Request for New Chemical Product Approval" shall be completed by the requesting department which must include: 1) Product name, 2) Product’s manufacturer, 3) Product’s material code, 4) All known departments of use (if the material will be used plant wide then enter "plant wide"), 5) A brief description of its proposed use, 6) The foreman/supervisor signature, 7) The foreman/supervisor phone, 8) The date this form was filled out. 1.2 The above completed form, a Material Safety Data Sheet, and a product data bulletin must be sent to the MSDS Coordinator in the Safety Department and Environmental Resources Department (Dept. 833M) for the approval routing process. (Approval form and MSDS may be hand carried if faster approval is needed.) These items may be sent by email to MSDSCoordinator or MSDSCoordinator@cessna.textron.com or faxed to 316602-6431 or hard copies mailed to MSDS Coordinator D833M. 1.3 Purchasing will not accept a POR for, nor will a department independently purchase a new (never purchased) chemical without an approved Material Code, MSDS, and Approval Form per this SPI. Approval/disapproval 2.0 The MSDS Coordinator will receive the request form, the Material Safety Data Sheet, and the product data bulletin. The MSDS Coordinator will check to insure the MSDS is not in the database and will check to see if Material and Processes Engineering (M&P) have already approved the material. If the material has been approved by M&P it shall be noted on the "New Chemical Product Approval/Disapproval Notification" Form SF18 and steps 2.3 and 2.4 shall be skipped. 2.1 The MSDS Coordinator may send the "Request Form" SF-17, the "New Chemical Product Approval/Disapproval Notification" Form SF-18, and the MSDS to an Industrial Hygienist or Safety Representative for their approval/disapproval decision. 2.2 Once completed, the Industrial Hygienist/Safety Representative may send all information to an Environmental Coordinator for their approval/disapproval decision. 2.3 Once completed, the Environmental Coordinator will then send all information to Materials and Processes Engineering for their review. Material and Processes Engineering will review all information and perform sufficient evaluation to determine approval/disapproval for use on Cessna production and/or products. If the material is not used in a production process or product, Material and Processes Engineering will initial the SF18 form stating thus before returning all information to the MSDS Coordinator. 2.4 Any of the functional groups mentioned in sections 2.1 to 2.3 of this SPI have the authority to disapprove a hazardous chemical represented by the MSDS being reviewed. 2.5 The MSDS Coordinator shall then send a copy of the "New Chemical Product Approval/Disapproval Notification" Form SF-18 showing the approval or disapproval to the requester. If the requester disagrees with any approval/disapproval, they should contact the MSDS Coordinator who will schedule a meeting to discuss the issue. 2.6 Routing of Approval Forms must not exceed 48 hours in any given approval area except in the case of Material and Processes Engineering but only for the case of conducting research. 2 SAFE PRACTICE INSTRUCTION NUMBER 4-2 SUBJECT: NEW CHEMICAL PRODUCT APPROVAL 2.7 ISSUE 5 EFFECTIVE: January 08 If emergency use of the new chemical product is necessary, the requestor should contact the MSDS Coordinator directly.
