The National Shared Services Office (NSSO)
Role and Functions
The National Shared Services Office (NSSO) is responsible for delivering shared services within the
Civil Service and setting standards and implementing government policy for shared services
across the Public Service in Ireland.
The National Shared Services Office is led by the Chief Executive, who reports to the Secretary
General of the Department of Public Expenditure and Reform.
The National Shared Services Office currently consists of:

two operational shared service centres:
PeoplePoint (HR & pensions administration Shared Service Centre)
PeoplePoint began providing HR and pensions administration shared services to the Civil
Service on a phased basis in March 2013 and is continuing to roll this out to other in scope
Public Service Bodies throughout 2016.
The Payroll Shared Service Centre (PSSC)
The PSSC began transacting in December 2013 and this will become fully operational by
2017.

three projects, each project remains active until all components of it have gone into
operation, the PeoplePoint project, the Payroll Shared Services Centre project and the
Financial Management Shared Service Centre project.

the Corporate Services Division, providing corporate governance and compliance
functions, such as risk management, financial management, business planning, audit,
learning and development, customer support and stakeholder engagement.

the Policy & Advisory Division which includes setting standards, research and policy
development, as well as providing guidance and advice to shared services sectors across
the Public Service.
Acts or Schemes administered by the Division:
The division does not administer any acts or schemes. The Corporate Services Division ensures
that the NSSO meets its statutory obligations in the areas of governance.

Services Provided to the Public:
The NSSO is not responsible for any services provided directly to the public, but it deals with
members of the public seeking further information on its role and activities, as set out here.
The Corporate Services Division provides information on the work of the NSSO and
responds to all requests, in line with the Department’s Customer Action Plan 2014-2016
which details our commitments and service standards and how they will be delivered and
evaluated over the period 2014 – 2016. The DPER Customer Charter describes the levels of
service each customer is entitled to expect when dealing with the Department. The Charter
provides information on service standards, including through the Irish language, customer
input, complaints procedures, and freedom of information as well as contact details for key

Current Work of the Division:
The key priorities for 2016 in the NSSO are to:

Establish the National Shared Services Office as a separate Civil Service office on a
statutory basis.

Design, develop and start to implement an NSSO People Strategy

Develop an integrated service management and delivery model across all Shared Services
Centres for our clients and customers.

Manage the design, development and begin the implementation of an NSSO data and
information strategy.

Ensure that the NSSO meets all its compliance and quality requirements and supports
regulatory compliance across the Civil Service in HR, pension administration, payroll and
financial management.

Inform and participate in policy reviews across the Civil Service in HR, pension
administration, payroll, financial management and shared services.

Implement a benefits realisation model

Implement the migration of remaining in-scope Public Service Bodies to PeoplePoint and
the PSSC on schedule as per the amended project timelines agreed with the Programme
Boards. Support the Financial Management Shared Service project team to adhere to
agreed timelines and requirements.

The NSSO holds records related to its work, as set out above. These include Memoranda for
Government, submissions received, legal advices, correspondence with other public bodies and
briefing notes. The division also holds similar records related to prior work undertaken as part of
its role.
